EG67554 CASE# 25-81027 DATE OF COLLI r�510NN + 12/25/25 13:03 L1 NARRATIVE 25-81027 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 12-25-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1304 hours I was dispatched to an unknown injury accident at the Viet Wah Asian Food Market, located at 2825 NE Sunset Blvd, City of Renton, County of King, State of Washington. I gathered from the call notes, VEH VS TREE. Dispatch advised the vehicle involved was a blue 2023 Hyundai Elantra (license plate#CTT4842/WA). I arrived on scene and observed the collision occurred at the most northern corner of the parking lot to the food market. The vehicle's entire front bumper was ripped off of the vehicle which exposed the metal frame, the driver's side front fender had been bent outwards away from the frame, and the front driver's side tire was flat. The tree sustained minimal damage, but the driver had collided with a city "no left turn" sign. The sign was bent and laid on the ground. Later, Renton Front Counter was notified of the damage sign to have it repaired at a later date. It should be noted that at the time of the collision it was cloudy and had heavy rain. The driver of the vehicle remained in the driver seat who I later positively identified as Bamba Gueye (DOB 06-19-1988) via WADL. It quickly became apparent that Bamba did not speak English well, so I used Language Line Communications to translate our conversation. Bamba advised the following occurred: Bamba was in the parking lot of the Viet Wah Asian Food Market and was going to turn north onto NE Sunset Blvd. Bamba had pushed on his accelerator and felt as if he was losing control. Bamba quickly gained speed and attempted to stop by pushing on his brake. When Bamba pushed on his brake he felt no effect from it. Bamba was unable to maintain control of his vehicle and hit the tree at the 2900 block of NE Sunset Blvd. Bamba remained in his vehicle as another bystander called 911. As I spoke with Bamba I did not smell the odor of intoxicants come from his breath, nor see any indication of recent drug use. Bamba also disclosed that he had pain to his left forearm. Renton Fire Authority (RFA) was called to the scene to treat him. Bamba declined medical attention when RFA arrived on scene. I spoke with the reporting party who stayed on scene who I positively identified as Alexander G. Schmidt (DOB 07-02-1999) via WADL. Alexander advised that he did not observe the collision and only called 911. The proximate cause of the collision was that Bamba hydroplaned while in the parking lot which caused him to lose control of his vehicle. As Bamba attempted to stop his vehicle he swerved and hit the tree near the parking lot. Gene Meyers was called to the scene to tow Bamba's vehicle as it was totaled. I took photos of the collision and uploaded it to evidence.com. I provided Bamba a copy of the case number to reference this incident. This concludes my involvement in this case.
