EG69025 CASE# 25-81143 OF COLLISION 12/27/25 09:00 OF CbLLI510N NARRATIVE 25-81143 HR On 12/30/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the City of Renton. I was dispatched to a report of a hit and run collision that had occurred in the parking lot of LA Fitness at 715 N Landing Way Renton/King/WA on 12/27/2025. The victim, Jeff L Luu DOB: 5/14/1974 was calling to report that someone had hit his parked 2021 Tesla Model Y WA/W6369A. I called Jeff and he explained that he had parked his vehicle in the parking lot and gone inside the gym, when he returned, he noticed damage to his passenger side front bumper. He said that there was a note on his vehicle from a witness that said they had video of the suspect driver. Jeff said that his vehicle was backed into the spot, and he believed the other vehicle had hit his vehicle while pulling into or out of the spot directly next to him. He believed damage would be to the passenger side of the suspect vehicle. Jeff sent me the video via Axon and provided me with the witness information. The short video shows a charcoal gray Toyota Rav4 WA/CNZ9686 leaving the scene. It does not show damage, the collision, or the driver. Jeff said that the witness only provided him with a description of an Asian female, 50-60 years old. The plate returned to a gray 2024 Toyota Rav4 which was registered to a Uyen L Nguyen DOB: 11/23/1979 at 4116 NE 5th St Renton WA. The DOL photograph for Uyen showed her as an Asian female, 46 years old, 5-02 tall, 115 lbs., brown eyes, and black hair. I asked Jeff if he was willing to assist with prosecution and he said yes since the damage was more considerable that simple paint transfer. I went to the DOL address for Uyen and a male answered the door, he called his sister to translate. When he dialed his phone, 1 noticed that he was calling "Sister Uyen". When the female answered the phone, I asked if a Uyen Nguyen lived at this location, she advised she was Uyen, and this was her home. I asked her if she owned a gray Toyota Rav4 and she said yes and it was a 2024. 1 asked Uyen if she had been involved a minor collision in the parking lot of LA Fitness. She denied being in an accident but did say she was driving her vehicle in the LA Fitness parking lot around 0900 hours on 12/27/2025. 1 asked if there was any damage to her vehicle and she said there was no damage and was adamant that she was not involved in any collision. I clarified that she was driving in the LA Fitness parking lot, on the date and time of the collision, but was denying being involved in any collision and she said yes. I asked Uyen if she could provide me with insurance information for the collision report and she declined saying that she did not know who I am. I asked her if her brother, who was holding the phone, could vouch for me, and she said no. Uyen then said that I could look at her vehicle, but she was at work in Seattle. I advised her that I would be at the Renton Police Department if she wished to come by. 1 asked her again if she would provide me with her insurance information and she declined. I called the witness, who was identified verbally as Brandon L Karatyz DOB: 9/21/1994. Brandon said that he was walking through the parking lot when he saw the Rav4 hit the parked Tesla. He said that it appeared as if the driver of the Rav4 was attempting to park and cut the corner too sharp. He said the driver, hit the Tesla, backed out and parked in a spot a few rows over, got out and looked at her vehicle then walked over and looked at the Tesla before getting back into her vehicle and leaving. Brandon said that he watched and did not see the other driver put a note on the Tesla before leaving the scene. He described the other driver as a middle-aged Asian female, 5-5 tall, thin build, with dark hair. He said that he would not be able to identify her again if he saw her. I met Uyen at the police department and she was driving a white Rav4 with a different license plate. I asked her about the gray one and she said it was actually her aunt's vehicle, and she identified her as Ngoc Lan. She said that Ngoc would be home from work at 1600 hours, and I could see her then. At 1600 hours I went back to 4116 NE 5th St and was able to speak with a female who identified herself by her WADL as Thi Ngoc Pham DOB: 3/16/1979. Thi said that she was driving the Rav4 on 12/27/2025 in the LA Fitness parking lot. She said that she was attempting to park and tried to park between a black car and curb. She said she felt as if the spot was too small for her car, so she backed out and parked in a space with no cars nearby. She said that she did not know that she hit anything. This provided me with a valid WADL and insurance. I looked at the Rav4 and was able to locate some small dents, scrapes, and paint transfer on the passenger side doors near the running board. I took photographs of the damage and uploaded it to Axon Evidence. I completed Sector citation #5A0946047 for Hit and Run Unattended Vehicle RCW 46.52.010.1 for Thi.
