EG68567 CASE# 26-314 O OF COLLI 510N TIME 01/12/26 07:39 COLLISION NARRATIVE 26-314 On 01/12/2026 at approximately 0744 hours, I was dispatched to a two-vehicle collision with reports of injury in the 11100 block of SE Petrovitsky Road, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and determined that the driver and passenger of Unit#1 were complaining of minor pain. The Renton Regional Fire Authority (RRFA) had already arrived on scene and treated the involved parties. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. Officer L. Smith arrived on scene to assist me. Per Officer Smith, who utilized Language Line Solutions for Spanish interpretation, the driver of Unit#1 said he and his adult passenger were traveling westbound in about the 11100 block of SE Petrovitsky Road in lane 2 of 2. While traveling westbound, Unit#2 collided with the rear of Unit#1 causing moderate damage to the rear of Unit#1. Per Officer Smith, the driver of Unit#2 said she was the sole occupant of her vehicle and was traveling westbound in about the 11100 block of SE Petrovitsky Road in lane 2 of 2. The driver of Unit #2 stated she was traveling directly behind Unit #1 but did not see Unit#1 due to Unit#1 having no functional taillights on and running at a time of darkness and should have. It should be noted that at the time of report, it was dark outside with streetlights illuminated. Officers had to use their vehicle spotlights while interacting with the involved parties due to the level of darkness. This incident was captured and recorded on Axon BodyCam and automatically uploaded to this case. It should also be noted that upon the driver of Unit#2 making the claim that Unit#1 had non- functioning taillights, we asked the driver of Unit#1 to turn on the lights for the vehicle. I observed as the driver of Unit#1 walked over to the driver's side compartment of Unit#1 and turned the headlight switch to on. I noticed as the headlights of the vehicle came on, but the taillights did not turn on and remained dark. The driver of Unit#1 confirmed the taillights did not turn on but claimed that it was due to the impact caused by Unit#2. 1 examined the impact and observed that only the rear driver's side of Unit#1 was damaged and that the rear passenger side was not damaged. Further, the amber hazard lights were flashing on both of the rear taillights indicating that both housings remain functional. Based on the above statements, 1 believe that the driver of Unit#1 (Morales Rodas) was the proximate cause for the collision as Unit#1 violated RCW 46.37.020 -Every vehicle upon a highway within this state at any time from a half hour after sunset to a half hour before sunrise and at any other time when, due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of one thousand feet ahead shall display lighted headlights, other lights, and illuminating devices as hereinafter respectively required for different classes of vehicles. I mailed the driver of Unit#1 (Morales Rodas) a written warning via mail for Improper Lighted Lamps displayed. Per Officer Smith, the driver of Unit #1 (Morales Rodas) was unable to provide proof of motor vehicle insurance therefore I issued a written warning to Morales Rodas for violation of RCW 46.30.020. Both Unit#1 and Unit#2 were able to be driven away from the scene without further incident. An PAGE 3 OF 5 REPORT NO.
