COLLISION
NARRATIVE
On January 6, 2026, at approximately 0959 hours, I was dispatched to a two-vehicle blocking
collision at 450 Hardie Ave SW, within the City Limits of Renton, County of King, State of Washington.
While en route, Dispatch advised that all involved vehicles were blocking the roadway. One of the
involved parties was complaining of an injury and therefore the Renton Regional Fire Department
responded for an evaluation.
Upon my arrival all involved parties were evaluated by Renton Fire. The driver of Unit#2 was
transported to VMC, but before the driver of Unit#2 left, I collected each involved party's driving
information and their independent recollection of their involvement leading up to the collision.
The driver of Unit#1, identified as Ricky Abanes, said he was the sole occupant of his vehicle and
was traveling northbound on Monroe Ave NE in lane 2 of 2. As he approached the south entrance to
Renton Technical College, Ricky saw several vehicles making a left turn into the parking lot. As he
got closer, he failed to notice Unit#2 stopped in the roadway and swerved right to avoid the collision.
Unfortunately, he swerved too late and struck the right side of the rear bumper. The collision caused
severe damage to the front bumper and of Unit#1.
I was unable to speak with the driver of Unit#2, identified as Ghylam Shirzad, because he was being
attended by Renton Fire.
Based on the damages seen on both vehicles. The damage was consistent with Ricky's story.
I determined that Ricky is the proximate cause for the collision due to inattention. Ricky should have
been paying closer attention to the movement of traffic in front of him.
Ricky violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any
person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner
in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to
safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and
condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other
traffic, or by the driver focusing or directing the driver's attention to something other than driving the
motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything
resting on, or traveling on, or entering the roadway in time to take appropriate action as
circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11).
I issued Ricky a Sector infraction for inattention causing a collision.
An exchange of information was provided to all involved parties.
