EG69708 CASE# 26-475 O OF COLLI 510N TIME 01/16/26 19:32 COLLISION NARRATIVE 26-475 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 01-16-2026 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1932 hours I was dispatched to a blocking accident at the intersection of NE 4th St/Rosario Ave NE, City of Renton, County of King, State of Washington. I gathered from the call notes, 2 VEH MVA...BLKING EB GRY TOYT TACOMA VS: BLK DODGE CHALLENGER...UNABLE TO MOVE VEHS I arrived on scene and found a black Dodge Challenger (license plate#CHT1080/WA) and a gray Toyota Tacoma (license plate#D26262B/WA) blocking the entire intersection. I observed that the Toyota had their grill broken off the front of the vehicle and had front frame damage. The Dodge had their entire front passenger side fender damaged which caused the wheel to cave inwards towards the frame. Both involved parties did not report any injuries nor wanted to be seen by Renton Fire Authority (RFA). I spoke with the driver of the Dodge who I positively identified as Samuel R. Hulme (DOB 03-27- 1995) via WADL. Hulme was accompanied by his friend Tanner A. Gascon (DOB 05-27-1992) who sat in the front right passenger seat. Hulme advised the following occurred: Hulme was in the number one lane on NE 4th St headed eastbound. As Hulme drove towards the intersection of Rosario Ave NE/NE 4th St he observed the Toyota drove into the intersection to turn west onto NE 4th St from Rosario Ave NE. Hulme attempted to swerve to the left and slammed on his brakes in an attempt to avoid a collision. Hulme ultimately ended up colliding with the Toyota and stayed on scene. Gascon's statement about the collision was the same as Hulme's, and he did not provide me with any additional information. I later spoke with the driver of the Toyota who I positively identified as Bradley T. Ramales (DOB 09- 17-1993) via WADL. Ramales advised the following occurred: Ramales was stopped at the stop sign facing northbound at Rosario Ave NE/NE 4th St. Ramales believed he had the ability to enter the intersection safely to turn westbound onto NE 4th St, so he proceeded through. Ramales said he did not observe the Dodge until the last second when it collided with him. Ramales claimed that he did not hear tires screeching as if someone had slammed on their brakes. West/East bound traffic of NE 4th St did not have a traffic control device while traffic at Rosario Ave NE/NE 4th St had a stop sign to yield to the right of way. Also, I did not observe fresh tire marks that would suggest the Dodge drove at an excessive rate of speed and suddenly stop to avoid a collision. The proximate cause for the collision was that Ramales failed to yield to Hulme's right of way which caused Ramales to collide with the front passenger side of Hulme's vehicle. gathered both parties WADL's, vehicle registration, vehicle insurance, and contact information. I completed an exchange of information sheet and provided a copy to Hulme and Ramales. I issued Ramales a Sector citation documented under cite#6A0096830 for Failure to Yield to Stop Sign/Intersection (RCW 46.61.190). 1 advised Ramales that he would receive a citation in the mail and needed to respond to it within 30 days. Hulme's vehicle was towed away from the scene by Gene Meyer's towing, and Ramales was able to move his vehicle off the roadway safely. I took photos of the collision and uploaded them to evidence.com. This concludes my involvement in this case.
