The following occurred in the City of Renton, King County, Washington unless otherwise
stated. During this incident I was equipped with body-worn camera which records both audio
and video. Portions of the incident were recorded. This report is merely a summary of the
incident and is not intended to be an exact transcription of the entire investigation or what
may have been captured with the recording system. During this incident I was wearing a
department issued uniform or jump suit and outer carrier vest which was marked with
"Police"both on the front, back, and department patches on each shoulder of the uniform or
jumpsuit, as well as a Renton Police Velcro badge on my left chest. It would be immediately
obvious to any reasonable person that I was a Police Officer.
On 10/23/2025 at 1143 hours I was dispatched to a dog attack at 11115 SE 168th St.
Upon my arrival, I met with Sarchil R. Amin (DOB: 12/13/1997)who lives at the dispatched
address which also serves as a daycare. Sarchil informed me that a parent had dropped of their
child and stated that there was a white dog running around their property. Sarchil stated that
there had previously been a husky that attacked and killed one of their goats and he feared that
it was the same dog. Sarchil stated that he went to where the parent had seen the dog and
Sarchil said that he saw the husky in his yard and the husky had its mouth around the neck of a
goat that was laying on the ground.
Sarchil said that he was able to leash the dog and secure the dog inside of an exterior building
before calling 911.The goat was dead upon my arrival, and I was able to see that there was
evident bite marks around its neck. I saw that the goat had freshly defecated and the excrement
was still partially within the goat, showing that the goat had died very recently and was still
possibly alive when the husky attacked it as the excrement would have been shaken loose from
the goat had it already been dead.
I photographed the dead goat and uploaded the photos to evidence.com.
I spoke with the owner of the goat, identified as Kossar R. Amin (DOB: 04/10/1992)via facetime
as he is currently out of the country. Kossar was unsure whether he would like to pursue
charges at this time but did state that he had the phone number of the husky owner from the
previous attack.
I took custody of the husky and transported it to the Renton Kennels where I placed it in the
Southernmost kennel with fresh food and water. I called the owner of the husky, who was
identified as Mariah A. Lynge (DOB: 10/05/1971) and informed her of the incident. When I first
called her, she stated "you have my dog" as it was apparent that she already knew the dog was

missing. I informed her that her dog had entered the Amin property again and had killed
another goat which she immediately denied. I informed her that Sarchil witness the husky
actively attacking their goat and she sounded upset by this. I informed her that her husky is at
the Renton Kennels and that I would forward this to Animal Control.

10/27/25 1200 Attempted to call AMIN, KOSSAR R but no answer or message ability. Spoke to
AMIN, SARCHIL R who is Kossar's brother. Sarchil said they are still undecided on
their intentions. Sarchil has my work cell number and said he will reach back out
later today with a decision.
110125 1424 Served intent to declare Kobe a dangerous dog. Served to Lynge, Mariah A(DOB

111025 1043 Spoke to AMIN, SARCHIL R. on the phone. The customer who witnessed the

EXPLANATION OF OWNER'S RIGHTS
Having requested a hearing under RMC 6-6-9(B) to contest the declaration that your dog,
described in the Notice of Intent, is a dangerous dog, you are entitled to:
• Appear in person (with witnesses, if any) to explain why your dog should not be
declared dangerous.
• Waive your attendance.
• Submit any written materials explaining why your dog should not be declared
dangerous. This may include statements from people who you might have called as
witnesses.
• Challenge the information upon which the city relies for the declaration that your dog is
dangerous.
• Ask for a continuance of the hearing date.
• Provide live testimony explaining why your dog should not be declared dangerous. (This
does not apply if you have waived your attendance.)
Your attendance is NOT REQUIRED. IF YOU HAVE WAIVED YOUR ATTENDANCE any written
materials you want to present at the hearing must be received by the Chief of Police no later
than 11/10/25, which is nine (9) days from the date appearing on the Notice of Intent (if
received in person) or , which is twelve (12) days from the date appearing on the Notice
of Intent (if received by mail). IF YOU HAVE NOT WAITVED YOUR ATTENDANCE, you may bring

EXPLANATION OF OWNER'S RESPONSIBILITIES
Pursuant to RMC 6-6-9(A), if the owner does not contest the determination that the subject
animal is a Dangerous Animal:
• The owner has ten (10)days from the date of the Notice (thirteen (13) if the Notice was
mailed)to make arrangements to have the dog removed to a legal location outside the
city.
• The owner must pay the costs of confinement or control for the period of the dog's
confiscation.
• If arrangements to move the dog are not made within the time limits set out above,the
subject dog will be destroyed.
• If the dog is destroyed, the owner must pay the cost of destruction.
Pursuant to RMC 6-6-9(B)(7), while the determination of the subject dog as a dangerous dog is
pending, and while any appeal of FINAL DETERMINATION is pending:
• The subject dog will be confined or otherwise controlled in compliance with Chapter 6
of Title 6 of the Renton Municipal Code.
• If the dog is determined to be dangerous,the owner must pay all costs of confinement
and control.
• If the dog is determined to be dangerous and the dog is destroyed,the owner must pay
the cost of destruction in addition to the costs of confinement or control.

On October 23,2025,at approximately 8:00 a.m.,I was alerted to the presence of a dog at the back of my property,near
my livestock area.I went to check the situation and saw the dog attacking one of my pregnant goats.I chased the dog,caught it,
and secured it inside one of the buildings on my property.
Afterwards,I went inside,cleaned up,and called the non-emergency line to request that animal control be sent out.A
uniformed officer arrived,took my statement,viewed and photographed the body of the goat,and then took custody of the
dog.
On October 27,2025,at approximately 12:00 p.m.,I called the owner of the dog to discuss the incident.During the cat,she
became aggressive and claimed that the situation was my fault,taking no responsibility for the attack.
On October 28,2025,at approximately 9:00 a.m.,an animal control officer came by to speak with me about what had
occurred so far,and to explain my options moving forward.

8 This matter came for determination as the result of Mariah Lynge's request for a hearing after being
9 served with a"Notice of Intent to Declare Dangerous Dog"regarding her Siberian Husky named Koby.
10 Pursuant to RMC 6-6-9B(3),the Chief of Police has designated Commander Steve Morris to be the
11 Hearing Officer.
12 The Hearing was held on November 17th,2025,at 1400 hours at the Renton Police Department
13 conference room B.The Hearing was recorded. The recording and complete case report 25-9184 is
14 hereby incorporated by reference as if fully set forth herein.
15 Having reviewed the police reports,photos,attachments,witness statements,also taken informal
16 testimony from the Animal Control Officer,and speaking to witnesses,victims,and hearing arguments
17 from the dog's owner, Mariah Lynge,the hearing officer finds as follows:
18 Testimony, Reports and Evidence
19 Koby is a 6-year-old Siberian Husky. Koby resides in Renton Washington, King County at 16835 113th Ave
20 SE with Mariah Lynge and family. Koby is owned by Mariah Lynge. Mariah describes Koby as a really
21 good dog and not dangerous to people or animals. Mariah is surprised by the events and has a hard
22 time believing Koby would be responsible for this event. Mariah describes Koby as of a typical Husky,
23 which is very smart and has escaped her fully fenced back yard by digging underneath the fence. Mariah
24 stops this if she sees Koby digging however the backyard is roughly an acre,so it is difficult to fully
25 protect that large of a fence run all the time. Mariah admits Koby has escaped the yard around S times
26 in the three-year period she has owned him. Mariah is not aware of Koby killing any other domestic
27 animals when he has escaped the yard in the past except for one previous incident regarding the same
28 victims in this case. Mariah is not sure Koby killed the victim's goat in the past incident but did
29 financially compensate the victims for their dead goat. The circumstances of that incident are very
30 similar to the circumstances of this incident. In response to the past incident Mariah started to put Koby
31 on a 25-foot lead in the backyard so he could not escape again. Koby sleeps inside overnight however
32 Koby was accidentally let out into the backyard and not secured to the lead around 0700 hours on
33 10/23/25.

1 Sarchil and Kossar Amin are brothers and live at 11115 SE 168th Street in Renton Washington, King
2 County with family which is around the corner from Koby. Soo's creek is also between the backyards.
3 There is a daycare that operates on the property. The property is about an acre and a half. There is a
4 fully fenced in acre where there are outbuildings and pens for animals. They have goats and usually
5 chickens but no chickens currently. The goats sleep in the pens/outbuildings but get fed and let out in
6 the mornings into the fenced acre area. Witness Sarchil Amin stated that on 10/23/25 around 1030
7 hours a parent that was dropping a child off for daycare informed him that a white dog was running
8 around on his property. Sarchil was concerned because of a past incident where a husky dog was on
9 their property and when they saw the husky he was on top of one of their goats and was eating/biting it.
10 The goat was dead. The Husky was chased away from the goat and then captured as the husky is
11 friendly with people. The husky was Koby. Mariah responded to get Koby. Although Mariah was
12 surprised by the incident and not sure Koby killed the goat,she did pay damages to the Amin's for the
13 lost property. Due to this past incident Sarchil ran out to the goats. Similar to the first incident Sarchil
14 I saw the husky with its mouth around the goat's neck as the goat was on the ground dead. Sarchil
15 chased the husky away from the goat,captured it,secured it, and called 911. Sarchil stated his father,
16 Rahim, let the goats out and fed them around 0700-0800 hours that morning with all goats accounted
17 for and nothing strange on the property. The Husky was Koby.

19 Officer Arnold responded to the 911 call and took custody of Koby. Officer Arnold took photos of the
20 goat and based on his observations the goat had been killed recently. This was based on a bowel
21 movement the goat had not completed as it occurred while dying. There were bite marks on the goat's
22 neck.
23 This incident occurred on October 23rd,2025,at roughly 0900-1030 hours on the Amin's property which
24 is a fully fenced acre at 11115 SE 168th Street in Renton Washington, King County.
25 The hearing was audio recorded, and the transcript of this recording is incorporated as if fully set forth
26 herein.
27 I Findings of Fact
28 1. On 10/23/25 around 0700 hours Koby was let out into his back yard at 16835 113th Ave SE in
29 Renton Wa.,King County. He was allowed to roam in his backyard.
30 2. In the past three years, Koby has escaped the backyard approximately 5 times by digging under
31 the fence.
32 3. On 10/23/25 around 0700-0800 hours Rahim Amin let the goats out of their pen which empties
33 1 onto a fully fenced acre of property at 11115 SE 168th Street in Renton Washington, King County.
34 II 4. On 10/23/25 at about 1030 hours Sarchil Amin was alerted that a white dog was on his
35 I property.
36 i 5. Sarchil hurried to locate the white dog as in a past incident a husky was on their property and
37 possibly killed one of their goats.
38 6. Sarchil hurried to the goats and saw a Husky on top of a goat with its mouth around the goat's
39 neck. The goat was dead.
40 7. The Husky was captured and was in fact the same Husky from the previous incident.

1 8. Sarchil called 911 at 1129 hours and Renton Officer Arnold responded. Officer Arnold noted in
2 his report and based on his observations of the goat;the goat had recently died.
3 9. Officer Arnold took custody of the Husky.
4 10. The Amin's had the owners contact information due to the past incident.
5 11. Mariah Lynge was identified as the owner of Koby,the Husky.
6 12. Mariah Lynge financially compensated the Amins for the loss of their dead goat after the first
7 incident.
8 , Having made the foregoing Findings of Fact,the Hearing Officer reaches the following:
9 Conclusions
10 Renton Municipal Code 6.6.4 defines"dangerous dog"as follows.
11 E. DANGEROUS DOG: Any dog that: (a) inflicts or has inflicted severe injury or death on a human being
12 1 without provocation on public or private property, (b) kills a domestic animal without provocation
13 while the dog is off the owner's property, (c) has been previously found to be potentially dangerous
14 because of injury inflicted on a human, the owner having received notice of such and the dog again
15 ; aggressively bites, attacks or endangers the safety of humans, or(d)has been adjudicated as a
16 dangerous dog elsewhere in this state or any other state. (Ord. 5512, 12-7-09)

18 6-6-9-3 If the chief or the chief's designee determines that the dog is more probably than not a
19 dangerous dog, he/she shall make the determination that the dog is dangerous.

21 11. 1 find that more probably than not, on October 23,2025 in between 0900 and 1030 hours Koby
22 did kill a goat without provocation while off Koby's owners' property.

25 l Determination
26 11 2. By a preponderance of the evidence, I conclude that Koby is a dangerous dog.
27 1. I hereby order that the dog owned by Mariah Lynge, referred to and known as Koby, is declared
28 to be a"Dangerous Dog".

1 Appeal Right

3 RMC 6-6-9(5) provides that, "The owner may appeal the Police Chiefs or his/her designee's final
4 determination that the dog is dangerous to the Hearing Examiner. The Hearing Examiner shall sit in an
5 appellate capacity only, the record being limited to the materials considered by the Police Chief or
6 his/her designee. The decision of the Hearing Examiner is not subject to appeal".
7 RMC 6.6.9(6) provides that, "The owner must make such appeal within 15 days of receiving the final
8 determination. For the purposes of this provision, the final determination is deemed received on the third
9 day after it's posting in the regular mail".
