NARRATIVE
On December 29, 2025, at approximately 1549 hours, I was dispatched to a vehicle collision near the
450 block of Hardie Ave SW, within the City Limits of Renton, County of King, and State of
Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical
response. The driver of Unit#1 left prior to my arrival but left their insurance information with the
driver of Unit#2.
The driver of Unit#2, identified as Caroline Cho, said she was the sole occupant of her vehicle and
was traveling southbound in about the 400 block of Hardie Ave SW. Caroline stated she was
intending to continue south towards SW 7th St, but upon reaching the location of where Unit#1 was
turning out from, Unit#2 observed Unit#1 pull out into the roadway. Caroline was unable to avoid the
collision, and both vehicles collided in the southbound lane of Hardie Ave SW. Unit #2 suffered
significant damage to the front bumper and driver's side front fender. Unit#2 also sustained a
punctured right tire because the vehicle was pushed against the sidewalk on westside of the road. A
large piece rubber was torn off the sidewall.
Caroline stated that the Unit#1 had exited the side parking lot of Fred Meyer (closest to the garden
center). After the collision, both vehicles pulled over and the driver of Unit#1 only gave their
insurance card. The driver left subsequently after being told that police were requested.
Using the insurance information left by the driver of Unit#1 and our law enforcement data base, 1 was
able to contact the driver. The driver was identified as Rosa M. Rubio and she admitted to being the
driver of Unit#1. Rosa explained that she was exiting the parking lot of Fred Meyer and intended to
make a left turn to travel south on Hardie Ave SW. Rosa never saw Unit#2 in the southbound lane,
so she proceeded to make her left turn. Both vehicles then collided in the roadway.
Rosa said she was unaware that she needed to provide the other driver with her contact information.
She also stated she only spoke Spanish and could not understand the other driver.
Based on the information above I do not believe Rosa committed a hit and run crime, but I believe
that Rosa violated RCW 46.61.205(1) which states that every driver of a vehicle about to enter or
cross a highway from a private road or driveway shall yield the right-of-way to all vehicles lawfully
approaching on said highway. Unit#2 was already underway in the roadway and had right of way.
I issued the Rosa a citation via mail for Fail to Stop at Intersection causing a collision.
An exchange of information was provided to all involved parties.
