SUBJECT: "On Hold" Notice
Talbot Hills Short Plat / LUA26-000004, SHPL, ECF
Dear Ms. Halvorsen,
During our review, staff has determined that additional information is necessary in order to proceed further.
The following information will need to be submitted before April 30, 2026 so that we may continue the review
of the above subject application:
1. According to the letter received from the Renton School District, all students from the proposed
project would catch the bus from a stop located at Talbot Rd S and S 53rd Pl. Please clarify the safe
walking route that children from the development would take to the bus stop.
2. On Lot 2 there is a steep slope area that has been identified as “to be removed per geotech
recommendation”. In accordance with RMC 4-3-050G5.f development is prohibited on protect
slopes, unless the proposal can be found to comply with the criteria specified in RMC 4-3-050J.
Please provide additional information to justify the regarding of this slope.
3. The frontage improvements proposed along S 55th St do not meet the City’s street standards, which
require a pavement width of 26 feet (13 feet from centerline), a 0.5-foot curb, an 8-foot planting strip,
a 5-foot sidewalk, street trees and storm drainage improvements, nor was a modification request
submitted with the application submitted to deviate from the street standards. The applicant shall
either revise the plans to meet the City’s street standard requirements or shall submit a modification
request to deviate from the street standards. If a modification request is submitted, the modification
shall include a justification that demonstrates compliance with the criteria outlined in RMC 4-9-
250D as well as the applicable $323.40 application fee.
4. Per RMC 4-4-040D, in residential zones, the maximum height of any retaining wall shall be seventy-
two inches (72”). A retaining wall is proposed on the conceptual civil plan set to support the shared
driveway, it appears that the proposed wall would have a maximum height of seven feet (7’), which
would exceed the maximum permitted height. In addition, the proposed wall would be comprised of
ecology blocks that would extend into the required eight-foot (8’) landscape tract (Trac B). Please

revise the retaining wall proposed on the conceptual civil plan set to comply with the maximum
permitted height requirements for a retaining wall and remove the wall from the required landscape
tract.
The review of your project has been placed on hold until these comments are addressed and updated plans
are submitted for review. Please make sure all plans and reports are formatted in accordance with the City’s
adopted Electronic File Standards. When you are ready to resubmit, please contact me for a link to our FTP
site where all submittal items will be uploaded for review. The Environmental Review Committee meeting
scheduled for February 9th has been cancelled and will be rescheduled when the above comments are
addressed.
