On 01/28/2026, 1 was working as a uniformed police officer for the city of Renton. At approximately 2058 hours, I was dispatched to what was initially coded as a blocking accident at S 2nd St and Lake Ave S. Portions of my involvement in the incident were captured on my department-issued bodycam.Any statements referred to have been paraphrased and summarized. While enroute, dispatch relayed that an involved party was calling in to report two vehicles were involved in the collision, and that there were no injuries. When I arrived in the area, I found that the collision actually occurred in front of the north entrance/exit to Safeway(200 S 3rd St), rather than the dispatched intersection. Both vehicles appeared capable of moving off the road and into the parking lot, so I directed both involved drivers to do so. Once in the parking lot, I spoke to the driver of unit 1,who advised the following: He was in the process of moving, and as a result, hungry for a quick meal. Thus, he made the decision to stop at Wendy's (230 Rainier Ave S). His female passenger was providing him with directions to the establishment. He was driving in lane 2 of 4 on S 2nd St when his passenger quickly told him that he needed to turn or risk passing the restaurant. He never saw unit 2 and therefore thought it was safe to make the turn into the parking lot from lane 2. While making the turn he was struck by unit 2. 1 next spoke to the driver of unit 2.This driver spoke very little English; however, a friend of his who did speak English was on the phone with him. I was not provided with much of a story; but was instead told that there was dashcam footage of the incident. I was then shown the footage and observed the following: Unit 2 is traveling westbound in lane 4. Unit 1 can be seen in lane 2 a short distance ahead. Once S 2nd St merges into four consecutive lanes again (rather than 2 lanes separated by a raised barrier), unit 1 begins to slow down and activates its left turn signal. As it reaches the entrance to Safeway, it makes a left-hand turn across all lanes. Unit 2 hits its brakes in an attempt to stop before any collision can occur, but it is unsuccessful. This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Photos I captured of both vehicles while on scene were also uploaded to the case file. After reviewing all footage and taking into account both driver's recollections of what occurred, I believe that the driver of unit 1 is the proximate cause for this collision. The act that led me to this conclusion occurred when this driver made a left-hand turn from lane 2 of 4, rather than 4 of 4 as required. I advised this driver they would be receiving a citation via mail for violation of RCW 46.61.290—Required position and method of turning at intersections. They informed me that they understood. Nothing further. I certify(declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Electronically signed by Officer J.
