On 1/28/2026 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a hit and run collision that had just occurred near the
intersection of N 3rd St and Sunset Blvd N Renton/King/WA. Francisco J Turcios Rubio DOB:
2/7/1986 was calling to report that a vehicle had rear-ended his 2009 Toyota Rav4 WA/CBA3642 and
fled the scene. He advised he was not injured.
I located Francisco still blocking the #1 right-turn lane on northbound Sunset Blvd N, he was able to
move off the roadway. Francisco spoke minimal English, so I utilized Language Line for Spanish.
I asked him what happened, and he explained that he was in the #1 right turn lane to turn from
northbound Sunset Blvd N to eastbound N 3rd St. He said that he was stopped for traffic when Unit 1
struck him from behind.
Francisco explained that the and the other driver exited their vehicles, the other driver provided
Francisco with his WADL and said he had no insurance and did not want the police called. Francisco
said he was going to call the police, and the other driver became angry and aggressively drove away.
Francisco was able to get photographs of the drivers license and license plate of the suspect vehicle.
Francsico showed me minor damage to the rear spare wheel cover of his vehicle; he said the impact
was very hard and he did not know if there was going to be more damage uncovered. Francisco said
that damage would be to the front bumper of the suspect vehicle.
Francisco advised he did wish to pursue charges for Hit and Run.
I provided Francisco with an Axon Evidence link and he sent me photographs of the suspect.
The suspect license plate was WA/CVC8134 which returned to a gray 2024 Mitsubishi Outlander
registered to a Chidi B Nkwocha DOB: 10/10/1975. The WADL that Francsico got a photograph of
was also of Chidi. The vehicle and Chidi's DOL address were out of Vancouver WA.
I asked Franscico if the drivers license was the same person driving the Outlander and he said yes.
performed a LINX check and a check of in-house records for Chidi and did not receive any records.
A WACIC/NCIC/DOL check of Chidi showed he was clear and valid.
Based on Chidi failing to exchange any insurance information, phone number, or vehicle information
before leaving the scene of a collision I believe there is probable cause to charge him with Hit and
Run Attended RCW 46.52.020. 1 completed Sector citation #6A0092294. This citation should be
mailed to Chidi's DOL address.
Nothing further.
