NARRATIVE
jOn January 29, 2026, at approximately 1316 hours, I was dispatched to a vehicle collision at the
intersection of Logan Ave N and N 3rd St, within the City Limits of Renton, County of King, State of
Washington.
While on scene, I collected each of the involved party's driving information and their independent
recollection of the events leading up to the collision.
The driver of Unit#1, identified as Mark Oman, stated that he was the sole occupant of his vehicle
and that prior to the collision he was traveling southbound on Logan Ave N and approaching the
controlled intersection of N 3rd St in the left turn lane. Mark had pulled into the left-turn lane and
slowed to yield to traffic. Mark said he intended to turn eastbound on N 3rd St. While waiting, Mark
noticed northbound traffic stopped in lane 2. Mark believed traffic was clear, so he proceeded to
make the left turn across the northbound lanes of travel. While turning, Mark noticed Unit#2
approaching the same intersection. Mark said both vehicles collided in the intersection causing
significant damage to the rear passenger side quarter panel of Unit#1.
The driver of Unit#2, identified as Zachary Taing, said he was the sole occupant of his vehicle and
was traveling northbound and approaching the controlled intersection of N 3rd St in lane 1 of 2.
Zachary stated he was intending to continue north. As he continued going straight ahead through the
intersection, Zachary saw Unit #1 turn in front of his vehicle. Zach stated he unable to avoid the
collision and both vehicles collided causing significant damage to the front of Unit#2.
Based on the above statements, I determined that the Mark Oman is the proximate cause for the
collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1
violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an
intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction
which is within the intersection or so close thereto as to constitute an immediate hazard. Mark did not
grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already
underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait
until the intersection is clear of hazard prior to proceeding.
Both involved vehicles had to be towed due to extensive damage cause. An exchange of information
was provided to all involved parties.
