EG74245 CASE# 26-793 OF COLL1510No TIME 01/28/26 08:30 COLL NARRATIVE On January 28, 2026, at approximately 0830 hours, I was dispatched to a single-vehicle collision with reports of injury at the intersection of Maple Valley Hwy and 131st Ave SE, within the City Limits of Renton, County of King, and State of Washington. Upon arrival, I contacted the party involved and determined that the driver of Unit#1 was complaining of pain in her left arm and left leg. The driver pinned in and needed to be extracted. While speaking with the driver, she spoke slowly and kept telling me she felt pain. The Renton Regional Fire Authority (RRFA) arrived on scene and extracted the driver. RRFA told me the driver sustained a possible broken leg and broken left arm. MedicOne took custody of the driver and transported the driver to Harborview Medical Center in Seattle. The driver was eventually identified by her WADL as Angela O. Ibem (04/08/1969). While Angela was being placed on the gurney bed, I asked her what happened. Angela said she was trying to avoid something. Angela could not elaborate on anything else. While checking the scene, I remembered a severe sun glare on my vehicle's windshield. While traveling eastbound on Maple Valley Hwy, the sun glare caused a minor blinding effect. It was difficult to see the road ahead, so I had to slow my speed. I asked my assisting officers if they experienced a similar effect and they said "yes." I assumed Angela experienced something similar which potentially caused the collision. I followed the trajectory of the tire marks in the mud and noticed that the driver had begun to oversteer left as soon as the front right tire struck the sidewalk on the south side of the road. I observed a large concrete chip missing from the sidewalk. The tire marks then began to decrease in width and began to swoop to he left. Based on the tire marks, it appeared that the rear right section of the vehicle had struck a large concrete wall. The wall had visible scratches which consisted with the damages observed on the rear right quarter panel of the vehicle. The vehicle then struck a metal safety bollard which was located in the middle of the walking trail and eventually came to a stop after striking the traffic signal located on the southwest side of the intersection. The vehicle sustained induced damage throughout the body of vehicle. The roof of the vehicle had folds across it which caused the rear windshield to shatter. Later a witness, verbally identified as Michael Davis, requested phone contact. I called Micheal and he told me he observed the collision but never saw what caused the driver to collide with the retaining wall. He stated lanes 1 and 2 were occupied by another vehicle and him and Angela was behind them in lane 2 of 2. Both vehicles were coming to a stop at the intersection of Maple Valley Hwy and 131st Ave SE. Micheal stated that eastbound traffic had a red traffic signal which caused him and the adjacent vehicle to slow down. While slowing, Angela collided with the wall and traffic signal. Micheal stated he experienced a severe sun glare and suggested that it possibly caused the collision. Michael had dash camera footage which he submitted via Axon. I reviewed the footage, and it showed Angela traveling eastbound on Maple Valley Hwy in lane 2 of 2. While approaching the intersection, Angela fails to see a vehicle slowing down in front of her, so she veers right to avoid a collision and travels off the roadway, colliding with the wall and traffic signal. Based on the information above I believe Angela was driving too fast for the current conditions. I issued Angela a sector infraction for wheels off the roadway and sent the infraction to the Renton city prosectors office. PAGE 3 OF 5 REPORT NO. EG74245 CASE# 26-793 O OF COLLI 510N TIME 01/28/26 08:30 COLLISION NARRATIVE RCW 46.61.670 "driving with wheels off the roadway" states it shall be unlawful to operate or drive any vehicle or combination of vehicles over or along any pavement or gravel or crushed rock surface on a public highway with one wheel or all of the wheels off the roadway. Unit#1 was impounded by Gene Meyers Towing. Angela received a copy of the exchange of information and impound form. Renton Parks was notified about the damaged property. An employee appeared later and photographed the damage and advised he would write a damaged property report. I provided the employee with my case number.
