EG74249 CASE# 26-864 O OF COLLI 510N TIME 01/30/26 15:04 COLLISION NARRATIVE On January 30, 2026, at approximately 1504 hours, I was dispatched to a non-injury and non- blocking vehicle collision at the intersection of S Puget Dr and Benson Dr S, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that a school bus and a passenger vehicle was involved in a collision at the intersection and were pulled off the roadway waiting for Police contact. Upon my arrival, I contacted the involved parties and confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each involved party's driving information and their independent recollection of the incident. The driver of Unit#1, identified as Justin Luong, stated he was the sole occupant of his vehicle and was traveling northbound on Benson Dr S approaching the intersection of S Puget Dr. Justin stated that he was intending to make a right-turn to proceed eastbound onto S Puget Dr. Justin said that he believed traffic was clear and proceeded out into the intersection to complete his intended turn. During the turn, Unit#1 was met by Unit#2 which had been traveling eastbound on S Puget Dr in lane 1 of 2. Both vehicles collided in the roadway causing moderate damage to the driver's side of Unit#1. Justin believes that Unit#2 intentionally pulled the school bus to the right, causing the collision. The driver of Unit#2, identified as Hien Bui, stated that he was traveling eastbound on S Puget Dr approaching the intersection of Benson Dr S in lane 1 of 2. Hien stated that he had a green light and was intending to continue east through the intersection. As Unit #2 continued through the intersection, he noticed Unit#1 had turned from the south side of the intersection and appeared to have made his turn directly next to Unit#2's lane of travel. Hien was unable to avoid the collision and ultimately collided with Unit#1 causing moderate damage to the rear of Unit#2. Upon review of the intersection, I observed a Yield sign posted for northbound traffic on Benson Dr S attempting to turn east onto S Puget Dr, and similar to what Unit#1 was attempting to complete. Based on the above statements, I believe Justin is the proximate cause for the cause of collision as Smith violated RCW 46.61.190(3) which outlines that the driver of a vehicle approaching a yield sign shall in obedience to such sign slow down to a speed reasonable for the existing conditions and if required for safety to stop, shall stop at a clearly marked stop line, but if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and then after slowing or stopping, the driver shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time such driver is moving across or within the intersection or junction of roadways: PROVIDED, That if such a driver is involved in a collision with a vehicle in the intersection or junction of roadways, after driving past a yield sign without stopping, such collision shall be deemed prima facie evidence of the driver's failure to yield right-of-way. I cited Justin in-person for failing to obey a Yield sign causing a collision. Both Unit#1 and Unit#2 were able to be driven away without further incident.
