NARRATIVE
On 01/31/2026 at approximately 1526 hours, while employed as a uniformed Patrol Officer for the
City of Renton, 1 was dispatched to a reported DUI driver heading westbound in the 1000 block of NE
3rd ST, within the City of Renton, County of King, State of Washington. The vehicle was reported to
be a red KIA bearing WA Plate BAA4469, which was swerving between lanes and allegedly coming
close to striking other vehicles on the roadway.
While 1 was enroute to the location 1 checked WADOL for plate BAA4469, which returned to a 2012
KIA Sportage, registered to Carol L. Pinegar (07/08/1964), with a residential address in Renton. 1
checked Pinegar's WADOL photograph as well. The reporting party advised dispatched that the KIA
had pulled into the parking lot of Dollar Tree, located at 1220 Bronson Way N, and they said they had
not seen the driver and were no longer following the vehicle.
I arrived heading westbound on Bronson Way N and observed Pinegar's red KIA Sportage (Unit 1)
parked facing a business called Philly Nails. As I observed, 1 saw Pinegar, whom 1 recognized from
her DOL photograph, step from the front area of her vehicle and enter the driver seat.
The following was recorded on my in-car dash camera and/or body worn camera.
Pinegar remained parked for a few minutes, then reversed slowly before heading southbound through
the parking lot. Pinegar headed to the exit onto Garden Ave N, stopping for what appeared to be an
abnormally long time, as there was no traffic on Garden Ave N. She eventually exited and turned to
head southbound on Garden Ave N, 1 observed as she made abnormally large turn partially into the
oncoming lane of travel, and appeared to have difficulty maintaining her appropriate lane, crossing
partially into the right-hand turn lane before moving back to the left-hand turn lane.
At the intersection of Garden Ave N and Bronson Way S, Pinegar failed to stop for a marked
intersection, instead slowly rolling through and turning east onto Bronson Way S. 1 followed behind
the Sportage, observing as the left tire of Pinegar's vehicle crossed the double yellow painted divider
line, nearly striking Ofc. Davis's fully marked patrol vehicle, who was heading in the opposite
direction.
At this time 1 determined I had reasonable suspicion to stop Pinegar for investigation of driving under
the influence. The Sportage was in the far left lane turn lane, I determined the safest option would be
to initiate a traffic stop after she proceeded through the intersection at Sunset Blvd N. As she
approached the red light, I saw her stop the vehicle beyond the white painted stop line. I then
observed as she slowly moved the vehicle further into the intersection, nearly blocking southbound
traffic on Sunset Blvd N.
When the light turned green for eastbound traffic, Pinegar accelerated forward and began making a
left turn, crossing into the next lane, which caused the driver in the lane to the right to brake to avoid a
collision. 1 activated the overhead lights on my fully marked patrol vehicle and observed Pinegar
cross from the center lane to the left lane, then back to the center lane while continuing to accelerate.
I chirped my siren to gain her attention, and 1 saw Pinegar change lanes again into the right-hand
lane of northbound traffic. The light was red at the next intersection of N 3rd ST, and 1 saw as Pinegar
failed to properly slow her vehicle, colliding with the rear of a 2012 Nissan Sentra bearing WA Plate
BWG9684. The Sentra was legally stopped for a red light at the time of the collision.
I immediately requested Renton Fire to my location to check for injuries.
I exited my patrol vehicle and contacted Pinegar at the driver door, asking her to open it. 1 saw
Pinegar stare at me, she appeared to not know what to do. She eventually opened the door, and I
saw that the transmission selector was still in drive, 1 asked her to shift into park, she said she was
unable to do so.
asked Pinegar to step out of the vehicle. She appeared unsteady, taking slow, measured steps. 1
had her walk to the rear of her vehicle to speak with me and I asked her to describe what had
occurred. Pinegar stated that she had not been feeling well and said that was the reason she had
initially pulled over in the Dollar Tree parking lot. According to Pinegar, she is taking medication
related to her heart, and she had recently spoken with her doctor about a possible vision issue. She
said that she was not told to not drive while taking the medication. Pinegar described having trouble
seeing things properly on the road. She said that after stopping at the parking lot she had decided to

head home. She said that prior to the collision she was having difficulty seeing the road clearly.
While Pinegar was speaking I saw that her shoes were on the wrong feet. I did not detect an odor of
intoxicants coming from her person, and the rest of her clothing was orderly and did not appear
soiled. I noted that she was slow to respond to my questions, it appeared to take her time to think
about each question and form a response. I also saw that Pinegar had pinpoint pupils, however she
was facing the direction of the sun at the time. I asked her if she had consumed any alcoholic
beverages today, she said she had not consumed any alcohol in the past ten years. Pinegar also
denied using any substance that was not prescribed to her.
asked Pinegar to perform Standardized Field Sobriety Testing (SFST's), she declined. No
containers of alcohol or evidence of illicit substance use was visible through the windows of her
vehicle. The responding aid unit evaluated Pinegar and advised that while her vital signs were within
the range of what they considered normal, they suggested she go to the hospital for further
evaluation, noting that she was reportedly "seeing double."
Based on the totality of the evidence I did not develop probable cause to arrest Pinegar for driving
under the influence. Given the described circumstance, which include Pinegar's statements that she
had previously discussed vision issues with her doctor and that she had experienced issues with her
vision and driving prior to stopping in the Dollar Tree parking lot, then electing to once again get
behind the wheel of a motor vehicle and continue to drive, resulting in the collision with another
vehicle, I did find Probable Cause to charge Pinegar with Negligent Driving 2nd Degree under
46.61.525.
Sector Infraction 6AO149089 was completed to charge Pinegar.
Pinegar was transported by Renton Fire for medical evaluation. She stated that she did not have any
family or friends nearby, her Sportage was impounded by Gene Meyer towing.
The driver of the Nissan Sentra (Unit 2) was identified by her WADOL as Jessica A. Mercado
Ramirez (06/03/1995). Ramirez stated that she was stopped for the red light when she was suddenly
hit from behind by Unit 1. Ramirez reported sustaining a sore neck from the collision, she was
evaluated and released by aid on scene.
