EG75040 CASE# 26-1023 OF COLLISION 02/04/26 17:56 OF COLLISION NARRATIVE 26-1023 On 02/04/2026, 1 was working uniformed patrol in marked Renton Police vehicle #13379 and wearing a jumpsuit with Renton Police patches on each shoulder as well as the words "Police" written on the front and back of my external vest. The below described incident is intended to be a summarized version of what was captured on Axon Body Camera. At approximately 1756 hours, I was traveling westbound in the 1000 block of SW 43rd Street, within the City Limits of Renton, County of King, State of Washington, when I observed a two-vehicle collision. I contacted the parties involved and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling westbound in the 1000 block of SW 43rd Street just east of the intersection of Oakesdale Ave SW. The driver of Unit #1 stated he was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for queued traffic at the upcoming intersection. The driver of Unit#1 stated that he simply was unable to stop in time and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit #1. The driver of Unit#1 admitted to not possessing current proof of insurance. The driver of Unit#2 said he was the sole occupant of his vehicle and was also traveling westbound in about the 1000 block of SW 43rd Street just east of the intersection of Oakesdale Ave SW. While Unit#2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing minor damage to the rear of Unit#2. The driver of Unit#1 (Gradin) was not paying attention to traffic in front of him. Gradin violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit#1 (Gradin) is the proximate cause for the collision due to inattention causing a collision. Gradin should have been paying closer attention to the movement of traffic in front of him. The driver of Unit#1 (Gradin) also violated RCW 46.30.020 -Liability Insurance as no person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation must be provided on the request of a law enforcement officer in the format specified under RCW 46.30.030. PAGE 3 OF 5 DATE AND REPORT NO. Unit#1 had arranged for a private tow due to extensive damage. Unit#2 was able to be driven away without further incident. An exchange of information was provided for all involved parties.
