Unless otherwise noted, the following took place within the city limits of Renton, County of King,
WA.
On 02/04/2026 at approximately 1754 hours, I was dispatched to a non-injury, blocking collision
at the intersection of NE 4th St and Olympia Ave NE. Dispatch advised "2 VEH MVA...BLKING
MIDDLE LANE FACING EB..NO INJS..BETW OLYMPIA AND QUEEN AV".
I arrived and located the two parties involved in the parking lot of Auto Pro, located at 3560 NE 4
th St.
I contacted Kiley K. Flem (07/16/1996),who was later identified as Unit 1, and driving a 2016
Buick LaCrosse (WA/DP78011). Kiley was uninjured and did not need any medical attention. I
observed moderate damage to the front passenger side bumper and fender of her vehicle. Kiley
stated she was pulling out of a business driveway, facing southbound, and was preparing to
merge on NE 4th St and continue eastbound. She did not see westbound traffic coming, but
there was eastbound traffic on NE 4th St. Kiley intended to pull into the center turn lane to await
and opening. As Kiley pulled into the center turn lane, the front passenger side of her vehicle
stuck out into the number two lane,which struck the driver's side of Unit 2's vehicle.
Sgt. Procter contacted Delina L. Demsas (05/08/1999),who was identified as Unit 2, and driving
a 2021 Honda Accord. Delina told Sgt. Procter that she may have some minor neck soreness but
did not wish to be evaluated by RRFA. I observed moderate damage to the driver's side of her
vehicle (driver's side passenger door and driver's side rear quarter panel). Delina relayed to Sgt.
Procter that she was driving eastbound on NE 4th St. when Unit 1 merged into her lane and
struck her vehicle.
Neither party received any citations, nor did either vehicle need a tow.
I provided case numbers to both parties.
