ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use action.
Because these notes are provided as information only, they are not subject to the appeal process for the land use
action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock
(8:00) p.m. No work shall be permitted on Sundays.
3. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for
adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or
your U.S. Fish and Wildlife Service permit.
Renton Regional Fire Authority:

Environmental Impact Comments:
1. The fire impact fees are applicable at the rate of $579.41 per townhome unit. This fee is paid at
building permit issuance.
Fire Code Comments:
1. The fire flow requirements for the town homes is 2,000 gpm if built with non-rated construction and
assuming approved fire sprinklers being provided. Two fire hydrants are required. One within 150
feet and one within 300 feet of each of the proposed buildings. A looped water main is not required
if approved fire sprinkler systems are provided.
2. Fire department apparatus access roadways are required to be a minimum of 20 feet wide fully
paved, with 25 feet inside and 45-feet outside turning radius. Fire access roadways shall be
constructed to support a 30-ton vehicle with 75-psi point loading. Access is required within 150
feet of all points on the buildings. Maximum grade is 15 percent. Any types of gates or bollards that
are installed to limit access to the fire apparatus access roadways shall be reviewed and approved
by the Renton Regional Fire Authority.

1. All easements not recorded contemporaneously as the BPS Amendment shall be recorded as part of the
Civil Construction permit. (internal note: I commented this on the map as well)

LUA25-000073
I have reviewed the application for Willowcrest Townhomes Phase II located at 1132 Edmonds Ave NE and have
the following comments:
EXISTING CONDITONS: The site is approximately 0.92 acres and currently vacant. It is fronted by private property
to the north, south, and east, and Edmonds Ave NE to the west. It is comprised of one king county parcel number
9432800130.
WATER:
The proposed development is within the City’s water service area and in the Highlands 565 Pressure
Zone. There is an existing 12-inch water main (565 hydraulic zone) located in Tract-B and Tract-A of
Willowcrest Phase I that can deliver a maximum flow capacity of 2,800 GPM (see record drawing W-
408502). The static water pressure is approximately 110 psi at ground elevation of 310 feet.
SEWER:
The proposed development is within the City’s sewer service area. There is an existing 8-inch gravity
wastewater main located in Edmonds Ave NE (see record drawing S-111418). There is an existing 8-inch
gravity wastewater main located on the south side of the proposed parcel (see record drawing S-
408501) within an easement (KC recording number 20211019000030).
STORM:
There is an existing 18-inch stormwater main on the east side of Edmonds Ave NE (no record drawing is
available). There is an existing, private, 8-inch stormwater main on the south side of the parcel serving
the phase I development (see record drawing R-408512). Critical areas on site that may affect
stormwater review include landslide hazard and regulated slopes. The site is square in shape and
generally slopes from the east to west.
STREETS:
The proposed development front Edmonds Ave NE along the west property line and private property on
all other sides. Edmonds Ave NE is classified as a Minor Arterial street. Existing right -of-way (ROW)
