Purpose and Goal The Seattle Seahawks plan to expand the existing Virginia Mason Athletic Center (VMAC) in Renton, WA. Building square footage is planned to increase from about 256,800 square feet (sf) to 329,400 sf, a net increase of about 72,600 sf. The VMAC Parking and Traffic Analysis Memorandum (Heffron Transportation, Inc., November 18, 2025) determined that if no changes in travel behavior occurred, the project could require 435 parking stalls, which would be an increase of 95 stalls over the proposed parking supply of 340 stalls (295 on-site stalls plus 45 off-site stalls adjacent to the practice facility). The future parking needs for the VMAC expansion will be met through a combination of parking reduction strategies and off-site parking. This Parking Management Plan (PMP) describes a package of strategies that the Seattle Seahawks would implement to meet the goal, which is: no VMAC parking will overspill to adversely affect other properties in the neighborhood or to local streets. 2. Parking Management Strategies 2.1. Parking Reduction The Seattle Seahawks will implement policies and programs that encourage employees to use alternatives to driving alone to the site in order to reduce the number of parked vehicles. These include the following. 1. Designate a transportation/parking coordinator. The Seattle Seahawks will identify one or more staff who will be responsible for managing the employee commute program, including distributing transit passes and allocating on-site parking. 2. Subsidize transit passes. Employees who commit to take transit to work at least three days per week will be eligible for a transit pass subsidy. The subsidy will be at least 50% of the cost of a King County Metro Monthly Pass (pass cost is $99 as of January 2026). 3. Support formation of carpools. The Seattle Seahawks will help employees identify potential carpool mates who live in close proximity and have similar work schedules. This could include linking employees with existing programs such as King County’s Ridematch.com. 4. Prioritize on-site parking for carpools. On-site parking will be designated for employees who register carpools with the coordinator. The number of carpool spaces will match the number of carpools up to a maximum of 20 spaces. Once the carpool limit is reached, priority for the on-site carpool spaces should go to those with the highest vehicle occupancies. 5. Encourage bicycle commuting. Employees will be encouraged to bike to work on the adjacent Lake Washington Trail. 6. Provide Guaranteed Ride Home. Provide guaranteed rides home for employees who use alternative forms of transportation to commute, but need to leave for home quickly in an emergency or after available transit service has stopped. The ride home could be by taxi or transportation network company (e.g., Uber or Lyft). Employees would be eligible for reimbursement for up to six such rides per year. 7. Communicate commuting options to employees. Seattle Seahawk employees will be provided with information about commute options including public transit, carpool options, and, and non- motorized opportunities at least once each year. Virginia Mason Athletic Center (VMAC) Parking Management Plan February 8, 2026 | 2 2.2. Off-Site Parking and Shuttle 8. Retain or replace off-site parking adjacent to practice field. The Seattle Seahawks currently lease a lot adjacent to the VMAC’s practice field that has capacity for 45 vehicles. If this lot is not available for lease in the future, the Seattle Seahawks will replace the capacity of this lot at an alternative off- site location OR show that it is no longer needed due to parking demand reduction achievements. Monitoring tasks needed to show that the lot is no longer needed are detailed in Element 11. 9. Provide additional off-site parking. The VMAC Parking and Traffic Analysis Memorandum determined that up to 95 additional off-site parking stalls would be needed to support the VMAC Expansion if no changes are made to employee commute modes. Currently, nearly all employees commute to the site in single-occupant vehicles. Therefore, the parking demand reduction strategies listed in Section 2.1 are intended to reduce the number of off-site parking stalls needed by a ratio of 1 parking space for every employee who is a carpool passenger, bicycle rider, or transit rider. The Seattle Seahawks will provide off-site parking (in addition to the spaces located adjacent to the practice field) per the following formula: Parking Formula Parking Estimate ( as of 02/01/2026) 95 Spaces Maximum 95 Minus Employee Carpool Passengers -20 Minus Employee Bike Riders -10 Minus Employee Transit Riders -10 Off-Site Parking Spaces Required 55 Off-site parking will be located on a site where parking is allowed and would not adversely affect existing uses that rely on that parking during typical weekday work hours (8:00 A.M. to 5:00 P.M.). If parking is to be shared with an existing use, analysis will be performed to show that the site has adequate parking to share either because peak parking demand occurs at a different time of day than the VMAC’s peak demand or that the existing use has excess parking capacity. The Seattle Seahawks will submit its off-site parking plan to the City of Renton at least 90 days prior to expected completion and occupancy of the proposed East Building (anticipated in 3rd Quarter 2027). The plan will detail the location, number of stalls needed, and analysis that shows the VMAC parking would not adversely affect the existing parking needs of that site. 10. Provide shuttle to off-site parking. If the off-site parking is located more than ¼-mile from the VMAC site, the Seattle Seahawks will provide a shuttle between the VMAC site and the off-site parking lot. The shuttle should provide no fewer than six round trips per day (three in the morning and three in the afternoon). 11. Monitoring to reduce off-site parking requirements. The Seattle Seahawks can eliminate the requirement to provide off-site parking by performing parking demand studies at the site and any off-site parking secured for the VMAC. The study should repeat the methodology applied for the 2025 Parking Analysis to document the parking demand. The study should also document parking reduction strategies and include information about the number of VMAC employees who are commuting by alternatives to driving alone to the site.
