Project Summary: The applicant is requesting an Environmental (SEPA) Review to convert an
existing commercial building at 3208 NE Sunset Blvd, Renton, WA 98056
(APNs 0423059153 and 0423059080) into a multi-fitness gym. The subject
property is 142,877 square feet (3.28 acres) in size. The subject building is
approximately 57,277 square feet and 28,631 square feet is proposed to be
adapted for the gym’s use to accommodate fitness equipment, locker rooms,
restrooms, and a staff office. The existing parking lot provides 66 parking
spaces directly in front of the unit, including ADA-compliant stalls for the
proposed use. No vertical expansion is proposed, and the structure's height
would remain under 20 feet to comply with zoning regulations. The project
does not involve any major off-site improvements. According to City of
Renton (COR) Maps, the site contains regulated slopes >15% & <=40%
(Sensitive).

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The subject building was constructed in 1978 and currently houses two other businesses. The building is mostly
located on Parcel no. 0423059153 and expands onto Parcel no. 0423059080. According to the Environmental
(SEPA) Checklist (Exhibit 3) and project narrative (Exhibit 4), the proposal involves converting a portion of an
existing commercial building into a gym. The new facility will have designated areas for strength training,
cardiovascular exercises, and stretching activities. In addition, the facility will provide locker rooms containing
dry saunas, showers, toilets, sinks, and changing areas. The existing parking lot provides 66 parking spaces
directly in front of the unit, including ADA-compliant stalls for the proposed use. No significant building
modifications, landscape changes, grading, or other site alterations are proposed as part of the change of use
from a grocery store (Saar’s Super Saver Foods) to an indoor recreational facility.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental
regulations.
A.Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

D.Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have
the following probable impacts:

Impacts: According to City of Renton (COR) Maps, the site contains regulated slopes >15% & <=40%
(Sensitive). A Geotechnical Report was not provided with the land use application materials as no
exterior improvements to the existing building are proposed. The proposed project is limited to a
change of use and interior tenant improvements.
It is anticipated that the city’s adopted building code and construction standards would adequately
mitigate any impacts of the proposed tenant improvements on the project site. Therefore, no further
mitigation is recommended.
Mitigation Measures: None recommended.
Nexus: Not applicable.
2.Transportation:
Impacts: A Trip Generation Assessment, prepared by Health & Associates (Exhibit 5) was conducted
to assess the proposal's transportation impacts. The project site fronts NE Sunset Blvd along the
eastern property line (Exhibits 2). Access to the site is proposed to remain via a drive aisle off NE
Sunset Blvd, which is classified as a principal arterial. The project is not proposing any exterior
modifications, and therefore, no right-of-way dedication or frontage improvements are required.
However, if during land use and/or other agency review, it is determined that outside site and parking
lot improvements are required, the project may become subject to further transportation review.
According to the Traffic Concurrency Test Memorandum (Exhibit 6), the proposed development
would generate a decrease of 1,267 daily trips. During the weekday AM peak hour, the project would
generate a decrease of 13 weekday AM peak hour (-12 in, -1 out). During the weekday PM peak hour,
the project would generate a decrease of approximately 102 net new trips (-43 in, -59 out).
The proposed project passes the city’s Transportation Concurrency Test per RMC 4-6-070D, which
is based upon the test of the citywide Transportation Plan, consideration of growth levels included
in the LOS-tested Transportation Plan, site specific improvements, and future payment of
Transportation Impact Fees. The Transportation Impact Fee that is current at the time of Building
Permit issuance would be levied. At this time, staff does not recommend any site mitigation
measures related to traffic impacts.

3.Utilities
Impacts: Staff received comments from the King County Wastewater Treatment Division (KCWTD)
(Exhibit 7). The comments received from the Environmental Planner note that a capacity charge is to
be applied to any project that results in a new connection to the sewer system or any change in use
of a building that includes an increase in plumbing fixtures. King County requested that their
comments be provided to the sewer department to ensure that proper fees were collected in the
event that the work proposed falls within the scope of work noted above. These comments were
provided to the city’s Development Engineering Division for consideration.
Mitigation Measures: None recommended.

The Environmental Determination decision will become final if the decision is not appealed within the 14-
day appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be
filed in writing on or before 5:00 p.m. on February 24, 2026. Appeals must be submitted electronically to the
City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is
submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance
Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
