HomeMy WebLinkAboutEx05_Project_Narrative Project Narrative – Oasis Home Daycare Address: 4508 NE 4th Street, Renton, WA Application Number: LUA25-000195 Project Description Oasis Home Daycare is a proposed bilingual (English/Spanish) childcare center with a maximum capacity of 13 children and 3 staff members. The program will primarily serve preschool-aged children. The main childcare area is located on the upper floor, with a net usable area of 567 sq. ft., which meets the state requirement of 35 sq. ft. per child (455 sq. ft. required, 567 sq. ft. provided). The center will operate Monday through Friday, 7:00 a.m. to 6:00 p.m., and remain closed on weekends and holidays. Site Access and Circulation The project site currently has two driveways. According to the Renton code, only one driveway is permitted for the frontage length; however, the applicant is submitting a Modification Request to retain both driveways, allowing for separate entry and exit circulation. This layout improves on-site circulation, reduces traffic congestion along NE 4th Street, and provides a safer drop-off/pick-up flow for families. -Parking: This request is for the designation of two (2) parking spaces to be used exclusively for short- term drop-off and pick-up of children attending the daycare facility. The purpose of these designated spaces is to ensure a safe, efficient, and organized vehicle flow during peak arrival and dismissal times, minimizing traffic congestion and enhancing safety for children, parents, and staff. These parking spaces are intended for temporary stopping only, with no long-term parking permitted. -In addition, the rear portion of the building provides a total of five (5) additional parking spaces, consisting of one (1) ADA-compliant accessible parking space and four (4) standard parking spaces available for regular use. All designated drop-off and pick-up spaces will be used strictly for temporary stopping only, with no long-term parking permitted, meeting ADA dimensions, slopes, and signage requirements. Playground A designated outdoor playground area totaling 384 square feet will be constructed as an area separate from and in addition to the 567 square feet of the main building. The playground will be located on the right side of the building, at the same elevation as the building’s main floor. The playground structure will be constructed with concrete footings, pressure-treated wood framing, and a cedar board deck flooring system. To enhance child safety and user comfort, the entire play surface will be covered with SolidPlay rubber playground flooring tiles, which provide certified fall protection in compliance with ASTM F1292 impact attenuation standards. The playground will be enclosed with cedar guardrails, consisting of 4x4 posts and 2x2 balusters, designed and installed to meet applicable safety and durability requirements. In addition, the exterior perimeter of the playground and the overall property will be fully enclosed with a metal mesh fence 6 feet high, ensuring controlled access, site security, and child safety. Landscaping and Screening The project is designed to comply with the City of Renton landscaping and screening requirements, in accordance with the Renton Municipal Code (RMC), including RMC 4-4-070 and RMC 4-4-090, as applicable. •Minimum Landscaping Requirement: The site will provide a minimum of fifteen percent (15%) of the total site area as landscaping, inclusive of both existing and proposed landscaped areas, meeting or exceeding the minimum landscaping requirement of the applicable zoning district, as documented on the approved site and landscape plans. 10/15/25 MKerrihard RECEIVEDPLANNING DIVISION EXHIBIT 5 RECEIVED 01/07/2026 MKerrihard PLANNING DIVISIONDocusign Envelope ID: FFB6F336-7B75-4DAC-8020-35E8974E808F •Parking Lot Interior Landscaping: Interior landscaping will be provided within the parking area in compliance with RMC requirements, including: ◦A minimum of eight percent (8%) of the total parking area is landscaped internally; and ◦Landscaped islands are provided at required intervals, not exceeding ten (10) consecutive parking stalls without a landscaped island, with each island meeting the minimum dimensional standards required by the RMC. •Landscaping areas will be designed to provide visual relief, shade potential, and stormwater benefits, consistent with City standards. •Refuse and Recycling Enclosure Screening: All refuse and recycling containers will be located within a fully enclosed refuse enclosure, screened from public view in accordance with RMC 4-4-090. The enclosure will: ◦Utilize durable materials compatible with the primary building design; ◦Include a solid gate and wall system of equal height; and ◦Be positioned to minimize visual and operational impacts while maintaining service access. Infrastructure and Utilities -A licensed plumber has provided a report confirming that the existing septic system was abandoned in compliance with code. -The applicant is in the process of finalizing the official abandonment with the Health Department. -The existing trailer on site will be disconnected from the water line and used only for storage purposes, not as a habitable space. -Based on FEMA Flood Insurance Rate Map (FIRM) Panel 53033C0981G, effective 08/19/2020, the subject property is located in Zone X (Area of Minimal Flood Hazard), outside of the 100-year floodplain. The site plan has been updated to include the floodplain note accordingly. No portion of the parcel lies within Zone AE or other Special Flood Hazard Areas. Supplemental confirmation from the FEMA FIRMette can be provided if required. Compatibility with the Community Oasis Home Daycare will provide high-quality bilingual childcare services, meeting a local need for accessible programs for working families. The design is consistent with Renton’s zoning requirements and contributes positively to the neighborhood by ensuring accessibility, safe circulation, and compliance with landscaping and infrastructure requirements. Conclusion The proposed site plan for Oasis Academic Center has been designed to comply with all applicable City of Renton code requirements as well as the Washington State Department of Children, Youth & Families (DCYF) licensing standards for childcare facilities. The project is planned to serve a maximum enrollment of children, supported by the best staff members, ensuring an appropriately scaled and well-managed childcare environment. A clear and efficient circulation plan, including designated drop-off and pick-up areas and supported by a Modification Request for dual driveway access, provides safe vehicular movement and minimizes potential traffic impacts to the surrounding neighborhood. Overall, the proposed development represents a safe, functional, and community-oriented childcare facility, designed to integrate seamlessly with its surroundings while meeting the regulatory standards intended to protect children, staff, and the public.
