NOTICE OF APPLICATION AND PROPOSED
DETERMINATION OF NON-SIGNIFICANCE
(DNS) AND PUBLIC HEARING
A Master Application has been filed and accepted with the Department of Community & Economic
Development (CED) – Planning Division of the City of Renton. The following briefly describes the application
and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for April 28, 2026
at 11:00 a.m. before the Renton Hearing Examiner by means of the Zoom video conferencing web application which
includes a phone-in option to consider the following petition. The public is highly encouraged to attend the meeting
by using one of the methods listed below.

PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Environmental
(SEPA) Review, and a Shoreline Substantial Development Permit for the renovation and expansion of the existing
Virginia Mason Athletic Center (VMAC). The project site totals approximately 728,627 square feet (16.73 acres) and
is located within the Commercial Office Residential (COR) zone and Urban Design District C. The proposal includes
approximately 120,000 square feet of interior renovation work and approximately 79,520 square feet of building
addition. Two (2) additions are proposed. The east addition would total approximately 65,010 square feet and
would be three (3) stories with a height of approximately fifty feet (50') and the west addition would be limited to a
third story addition totaling approximately 14,510 square feet and would result in a height increase to
approximately fifty-eight feet (58'). Parking would be provided via the existing surface parking lot which includes
295 on-site stalls and 45 off-site stalls (located off-site to the south of the project site). Access to the site would
remain via existing curb cuts off Seahawks Way. According to City of Renton (COR) Maps, sensitive and protected
slopes, a high seismic hazard area, and a piped Type F stream are mapped on the project site. The project site
abuts reach C of Lake Washington (LW-C) and is within the Shoreline High Intensity Designation.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a
DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non-
Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal.
A 14-day appeal period will follow the issuance of the DNS.

that all attendees state their full name and contact information into the record. Please do not unmute yourself; the

Submitting Written Comments
Alternatively, written comments can be submitted to: por@rentonwa.gov. All written statements must be
submitted by 5:00 PM on the day prior of the Public Hearing. Please see “Virtual Public Hearing Procedures”

Comments on the above application must be submitted in writing by 5:00 PM on March 18, 2026. Per RMC 4-
9-190.E.6, a thirty (30) day public comment is required for all Shoreline Development Permit applications.
