G t mkS�e• r': i ADMINISTRATIVE SITE PLAN APPROVAL CITY OF RENTON REPORT AND DECISION Original date of issuance: April 26, 1990 Reissue date: January 20, 1992 APPLICATION NO.: SA-106-89 APPLICANT: Service Linen Supply, Inc. LOCATION: Located at the southwest intersection of South Fourth Street and Wells Avenue South. SUMMARY OF REQUEST: Application for Site Plan Approval to allow for the construction of a parking lot having twenty-seven (27) parking stalls on a parcel of property having 11,500 square feet of area. SITE PLAN COMMITTEE REVIEW: The Committee review was conducted after receiving written comment from all divisions of the Public Works Department, all divisions of the Community Development Department, the Fire, Police, and Parks and RECREATION Department. The following exhibits were entered into the record: Exhibit No. 1 Yellow file containing application, proof of posting and publication and other documentation pertinent to this request. Exhibit No.2 Site plan (received September 19, 1989). Exhibit No.3 Landscape plan (received September 19, 1989). FINDINGS, CONCLUSIONS, AND DECISION Having reviewed the written record in the matter, the Site Plan Review Committee now makes and enters the following: FINDINGS: 1. The applicant, Service Linen Supply, Inc., has requested site plan approval to allow the construction of a parking lot having twenty-seven (27) parking stalls on a corner lot located at the southeast intersection of South 4th Street and Wells Avenue South. This parcel of property currently is utilized as a gravel parking lot for Service Linen Supply and as a result of the laundry building expansion that was permitted under conditional use permit No. CU039-85, the applicant was required as part of that approval process, to upgrade this existing parking lot with paving and landscaping to City standards. The parking lot has been designed to maximize the parking potential of the property with twenty-one of the parking stalls to be designated standard size and six of the stalls are to be designated as compact stalls as permitted by code. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment,and other pertinent documents was entered as Exhibit No. 1. 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21 C, 1971 as amended), a Determination of Non-Significance, Mitigated, was issued for the subject proposal on November 8, 1989,with the following conditions: a. That the applicant be required to provide a construction plan, including: 1) an erosion control plan, and 2) a$2,000 street cleaning bond. These plans shall be subject to approval by the Public Works Department. b. That the driveway located along Wells Avenue South be relocated a minimum of fifty (50) feet from the street intersection subject to approval of the City's Transportation Systems Division of the Public Works Department. c. That storm water detention be provided for a 25-year design storage and a 2-year design release storm. An erosion/sedimentation control plan will also be required to the approval of Storm Water Division. 4. Plans for the proposal have been review by all City departments affected by the impact of this proposal. 5. The• subject proposal is consistent with the Comprehensive Plan designation of Commercial Use. 6. The site plan as presented, provides sufficient parking to comply with the Parking and Loading Ordinance of the City of Renton. 7. The subject site was annexed into the City in 1901 as part of the original incorporation. The site was zoned B-1, Business Use,with the adoption of the Zoning Map in 1953. 8. Land use surrounding the subject site are commercial to the west, east and north. The lot immediately to the south is undeveloped, but is also zoned B-1, Business Use. No plans have been received for the future development of this lot. 9. The applicant's site plan complies with the requirements for information for site plan review. SITE PLAN APPROVAL CRITERIA Section 4-31-33(D) lists ten criteria that is asked to consider along with all other relevant information in making a decision on a Site Plan Approval application. These include the following: General Criteria 1. Conformance with the Comprehensive Plan, its elements and policies; The proposed project is permitted under the Commercial designation for this property on the Comprehensive Plan Land Use Map. Similarly, the development conforms with Comprehensive Plan Goals, Objectives and Policies. Conformance with existing land use regulations; The proposed parking lot conforms to applicable Zoning Ordinance criteria (e.g. setbacks, dimensions, lot coverage) and the Parking and Loading Ordinance. 3. Mitigation of impact to surrounding properties and uses; The applicant has provided the minimum ten foot width of landscaping required along both Wells Avenue South and South 4th Street. The landscaping is comprised of seven street trees and otto luyken laurel shrubs planted beneath the trees. The laurel shrubbery will match the established shrub theme currently in place within the City's central business district. Staff is asking that the proposed Hornbeam tree selected by the architect be substituted with the species, "Little Leaf Linden" so that it will match the existing street tree theme established in that area. In addition, the shrubs that are proposed are sparsely spaced and staff is asking that the shrubbery be increased in numbers and at a tighter spacing in order to effectively buffer the parking lot. The site plan presented illustrates that four existing street trees along South Fourth Street are to be retained. This information is incorrect as there is only one tree along this street to the east in front of the property. With the elimination of three driveways along this street, the opportunity is in place to provide some additional trees with tree cuts in the sidewalk when it is rebuilt. 4. Mitigation of impacts of the proposed site plan to the site; Potential impacts to the subject site have been identified by staff in the areas of aesthetics and vehicular circulation. Both the applicant and staff have made recommendations to improve the aesthetics of this existing unimproved parking lot. Landscaping improvements as noted above will enhance this corner lot. In addition, the driveway along Wells Avenue will be relocated further south to provide added safety for turning movements at this intersection. Three existing driveways located along the north property line off South 4th Street that currently serve the parking lot will be closed off. Access will be limited to the driveway off of Wells Avenue and with the adjacent alley to the west of the site. The sidewalk along South fourth Street will be required to be reconstructed and curbs installed where the three driveways are eliminated. 5. Conservation of area-wide property values; The proposed construction of this parking lot is not expected to have a negative impact on the property values in the area since the improvements are designed to: 1) improve the attractiveness and efficiency of the current parking situation at that location (currently the property is used as a parking lot but without any improvements) and 2) be compatible with similar uses on neighboring properties. 6. Safety and efficiency of vehicle and pedestrian circulation; For safety, staff has recommended that the driveway located along Wells Avenue South be located a minimum fifty feet away from the street intersection subject to the approval of the Transportation Systems. This has been incorporated as a condition as part of the environmental mitigation. Staff has also suggested for improved maneuverability for the southern most parking stalls of the parking lot. The off-site improvements such as streets, curbs, sidewalks and street lighting are already currently in place (with the exception of the improvements required for along S. 4th Street as noted above in item No. 4) and should serve to provide for safe vehicular and pedestrian travel. Provision of adequate light and air; No buildings are proposed on this site to affect shadowing or air quality to neighboring properties. Eventual growth of the proposed trees will eventually filter out some of the natural light in the area. The parking lot is fairly small in size and is well lighted by two adjacent street lights. The applicant has considered the City's inquiry about parking lot lighting and has stated that the use of the lot is minimal and that there will be no evening or weekend parking. The adjacent street lighting should adequately illuminate the need for additional lighting due to the size and location of the parking lot. 8. Mitigation of noise, odors,and other harmful or unhealthy conditions; Construction activity will generate some noise, dust and debris. Standard mitigation measures imposed with the environmental review conducted in conjunction with this site plan review-- e.g. construction plan, erosion control plan, and street cleaning bond --are believed sufficient to address these temporary impacts. 9. Availability of public services and facilities to accommodate the proposed use;and The site is generally adequately served by existing public services and utilities. No additional police or fire services are expected. Utilities has noted system development charges for both water and sewer service will need to be paid as part of the building permit process. 10. Prevention of neighborhood deterioration and blight. The proposed development is expected to have a positive impact on the surrounding properties by providing an improved and efficient service which is adjacent to two City arterials - South 4th Street and Wells Avenue South. As noted in the discussion above, substantial landscaping is also proposed to be incorporated with the parking lot for beautification and this effort can act as a catalyst for other new local development and/or redevelopment efforts within the business district. CONCLUSIONS: 1. The subject proposal generally complies with the policies and codes of the City of Renton. 2. Specific issues raised by various City departments and focused on were: a. Traffic circulation b. Aesthetics c. Storm drainage 3. The proposal complies with the Comprehensive Plan designation of Commercial Use. DECISION: The site plan for Service Linen Supply, Inc., file no. SA-106-89 is approved subject to the following conditions: 1. That the applicant comply with the environmental mitigations established by application ECF-106-89. - Administrative Site Plan Approval,. Report and Decision Original date of issuance: April 26,1990 Reissue date: January 20,1992 Page 5 2. That the tree, Little Leaf Linden, be the tree species planted with this project and the trees have a minimum caliper size of 2"-3". 3. That the shrubs, otto luyken laurel be densely spaced in a staggered manner in the planters at approximately 2-2 1/2 feet apart in order to effective provide a landscaping screen. 4. That the applicant provide a landscaping performance bond in the amount of$1,000.00 to ensure that the landscaping survives and is maintained. This bond shall be due at the time of occupancy of the parking lot and the bond shall be held with the City of Renton for a period of three (3)years. 5. That a decorative concrete/masonry wall four (4)feet in height shall be constructed along the south property line to act as a buffer for the future development of the adjacent undeveloped southern parcel. 6. That the unoccupied space surrounding the diagonal parking stall in the northwest corner of the parking lot be landscaped with trees and shrubbery to match the treatment provided elsewhere with the parking lot. 7. That the existing three driveways along South Fourth Street be eliminated and that the applicant provide a plan for off-site street improvements (e.g. curbs, gutter, and sidewalk), subject to the approval of the Public Works Department, for the restoration of South Fourth Street. 8. That when the South Fourth Street right-of-way is rebuilt as noted in condition No. 7 above,that two new street trees be placed in the public right-of-way to the approval of the Renton Parks and Recreation Department. For the purpose of these decisions, the term "should" and "shall"are to be considered mandatory and the term"may"is considered discretionary. Notes to Applicant: An applicant complying with these provisions and willing to hold the City harmless for any expense or damages incurred for work begun prior to the exhaustion of the 14-day appeal period and/or for work which may consequently be stopped by an appeal or work required to be altered or returned to its preconstruction state, may begin construction activities with the issuance of the proper permits. Any aggrieved person feeling that the decision of the Site Plan Review Committee is based on erroneous procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the prior meeting, may make a written request to the Zoning Administrator for review by the Site Plan Committee within fourteen (14) days of the decision. This request shall set forth the specific errors relied upon by such appellant, and the Committee may, after review of the record, take further action as it deems proper. If an appeal is made to the Hearing Examiner, requests for reconsideration will be forwarded to that office for consideration at the same time as the appeal. AN APPEAL TO THE HEARING EXAMINER is governed by Title IV, Section 3011(B)(1),which requires that such appeals be filed directly with the Hearing Examiner. Appeals must be made in writing before 5 p.m. on February 4, 1992,accompanied by a$75.00 fee and other specific requirements. THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte (private one-on-one) communications may occur concerning land use decision. The Doctrine applies not only to the initial committee decision, but to all Request for Reconsideration as well as Appeals to the Hearing Examiner. All communications after the decision date must be made in writing through the Zoning Administrator. All communications are public record and this permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence in writing. One of the most serious impacts to urban area waters is the introduction of pollutants such as oils, heavy metals, phosphates, etc . These pollutants enter the rivers and streams through storm run-off systems . Most run-off system designs consist of underground pipes leading to either underground detention vaults, or detention ponds designed to prevent downstream flooding. Standard oil/water separators alone are generally insufficient to remove pollutants . Even with oil/water separators, these systems concentrate pollutants, then discharge them to the receiving waters. Therefore, in addition to the standard oil/water separators, another method to remove typical urban-related pollutants is necessary. This can be accomplished by designing shallow grass-lined swales leading to open detention ponds large enough to establish vegetation within them. It is that vegetation, acting in concert with the grass-lined swales, which create a biofilter . Both sediments and pollutants are effectively trapped and removed by biofiltration. Biofiltration of run-off should be incorporated into the drainage system design. Incorporation into the parking lot landscape design can provide both aesthetic and water quality benefits . The owner agrees to provide required landscaping at the 10 feet wide planting areas at both street frontages. BACKGROUND: The applicant is seeking site plan approval for the construction of a parking lot containing 27 parking ptalls. The property is currently used as a parking lot, graveled and without improvements that meet current codes. When Service Linen Supply, Inc. applied for their expansion by Conditional Use Permit No. CU-039-85, the permit was denied by the Hearing Examiner and the decision was appealed and reversed by the City Council with a number of conditions. Through the appeal process, Service Linen was required by Council action to pave and landscape to City standards., this parcel of land by October 13, 1989 . C. RECOMMENDATIONS: It is recommended that the ERC issue a Determination of Non-Significance - Mitigated with the following conditions: 1. That the applicant be required to provide a construction plan, including: 1) an erosion control plan; and 2) a $2, 000 street cleaning bond. Whether the proponent has adequately identified and addressed environmental impacts anticipated to occur in Conjunction with the proposed development? a) Traffic Concern has been raised that the proposed driveway along Wells Avenue South is too close to the intersection. Traffic Engineering has advised that the driveway needs to be located a minimum of at least fifty (50) feet from a. non- signalized intersection. The site plan illustrates a distance of approximately 37 feet. Mitigating Measures: The driveway along Wells Avenue South shall be located a minimum of fifty (50) feet from the street intersection per the approval of the City's Traffic Transportation Services. Policy Nexus: Environmental Ordinance 4- 2822 ; Environmental Checklist B. 14 b) Aesthetics The parking lot is to be located on two commercial zoned lots which will be landscaped on two of its sides fronting City streets. The west line along the alley is not proposed to be landscaped nor is the south line which abuts an undeveloped parcel also zoned Business Use. In addition, no interior landscaping has been proposed. At the time of site plan review, some revisions will- be recommended to provide some interior landscaping that will increase the aesthetics, and a buffer of some form will be proposed along the south line to protect the future development of. the .undeveloped lot. Mitigating Measures: None required. • c) Storm Drainage: Storm Water was advised that detention requirements will be a 25 year design storage and a .2 year design release. A • temporary erosion and sedimentation control plan will be required. Some revisions for the storm drainage as shown on the site plan will be required. • Mitigation Measures: As stated above. The. proposed development is consistent with the Comprehensive Plan designation of Commercial Use for this site. 3) Whether the proposed development is consistent with the Zoning Map and the Zoning Ordinance (4-711) and the Parking and Loading Ordinance (4-2201)? a) Zoning The proposed development is consistent with the Zoning Map on which the subject site is designated for Business Use (B-1) . It also is consistent with Section 4-711 of the Renton Zoning Ordinance, Business District (B-1) which allows as a principal use, parking lots. b) Landscaping: The B-1 section of the Zoning Code requires as part of the development standards, that a minimum of ten (10) feet width of landscaping be provided, along public streets. The subject development fronts along two public streets, South 4th Street and Wells' Avenue South and both streets have provided the required minimum 10 feet width of landscaping, consisting of Little Leaf Linden trees and Otto Luyken laurel which will blend in with the established theme of the City's CBD. Landscaping that has been provided is , rather sparse and additional shrubbery. should be provided with closer spacing. Although interior landscaping is not required by code (less than 10, 000 square feet of paved area is exempt from 5% interior landscaping requirement) , interior landscaping where feasible, will aesthetically help in the appearance of the lot. This can be achieved by landscaping the northwest corner of the site around the angled parking stall and by designating the interior parking stalls as compact stalls. This would create a rectangular island due to the shortened stalls that can be landscaped. Landscaping along the southern line is not possible without the elimination of three parking stalls. Rather than eliminate perking stalls which is not desirable for a small parking lot, a low decorative wall (48" high masonry) can be provided to serve this purpose. c) Parking: The subject parking lot has a total of 27 parking stalls proposed, all of which are shown to be standard size stalls requiring a dimension of 9 ' x 20' with Environmental Rel w Committee Staff Report . , ' Service Linen Sul _ y, Inc. Page 5 November 8, 1989 24' of back-up space for each stall. The southern most end stalls while meeting code, may be difficult to maneuver in and out of. Wider parking stalls .or •a re-design in this area may alleviate this concern. E. COMMENTS OF REVIEWING DEPARTMENTS: Various City departments have reviewed and commented upon the project. These comments are as follows: ENVIRONMENTAL COMMENTS Police Department: No significant impact on police services. Fire Prevention Bureau: No impacts noted. Design Engineering: No impacts noted. October 27, 1989 Page 2 B. ISSUES: (BACKGROUND) The applicant is seeking site plan approval for the construction of a parking lot containing 27 parking stalls. The property is currently used as a parking lot, graveled and without improvements that meet current codes. When Service Linen Supply, Inc. applied for their expansion by Conditional Use Permit No. CU-039-85, the permit was denied by the Hearing Examiner and the decision was appealed and reversed by the City Council with a number of conditions.. Through the appeal process, Service Linen was required by Council action to pave and landscape to City standards, this parcel of land. (ENVIRONMENTAL ELEMENTS) 1. Whether the applicant has adequately addressed the following identified likely impacts? a. Traffic Concern has been raised that the proposed driveway along Wells Avenue South is too close to the intersection. Traffic Engineering has advised that the driveway needs to be located a minimum of at least 50 feet from a non- signalized intersection. The site plan illustrates a distance of approximately 37 feet. Mitigating Measures: The driveway along Wells Avenue South shall be located a minimum of 50 feet from the street intersection per the approval of the City's Traffic Division. 0 Policy Nexus: Environmental Ordinance 4-2822 ; Environmental Checklist B. 14 b. Aesthetics The parking lot is to be located on two commercial zoned lots which will be landscaped on two of its sides fronting City streets. The west line along the alley is not proposed to be landscaped nor is the south line which abuts an undeveloped parcel also zoned Business Use. In addition, no interior landscaped has been proposed. At the time of site plan review, some revisions will be recommended to provide some interior landscaping that will increase the aesthetics, and a buffer of some form will be proposed along the south line to protect the future development of the undeveloped lot. Storm Drainage: Storm Water was advised that detention requirements will be a 25 year design . storage and a 2 year design release. A temporary erosion and sedimentation control plan will be required. Some revisions for the storm drainage as shown on the site plan will be required. Mitigation Measures: As stated above. Policy Nexus: Environmental Review Ordinance 4-2822 ; Environmental Checklist B (3) (LAND USE) 1. Whether the proposed development is consistent with the Comprehensive Plan? The proposed development is consistent with the Comprehensive Plan designation of Commercial Use for this site. 2 . Whether the proposed development is consistent with the Zoning Map and the Zoning Ordinance (4-711) and the Parking and Loading Ordinance(4-2201) ? Zoning: The proposed development is consistent with the Zoning Map on which the subject site is designated for Business Use (B- 1) . It also is consistent with Section 4-711 of the Renton Zoning Ordinance, Business District (B-1) which allows as a principal use, parking lots. Landscaping: The B-1 section of the Zoning Code requires as part of the development standards, that a minimum of ten (10) feet width of landscaping be provided along public streets. The subject development fronts along two public streets, south 4th Street and Wells Avenue South and both streets have provided the required minimum 10 feet width of landscaping, consisting of Little Leaf Linden trees and Otto Luyken laurel which will blend in with the established theme of the City's CBD. Landscaping that has been provided is rather sparse and additional shrubbery should with closer spacing should be provided. Although interior landscaping is not required by code (less than 10, 000 square feet of paved area is exempt from 5% interior landscaping requirement) , interior landscaping where feasible, will aesthetically help in the • Technical Advisory Cc ittee Staff Report Service Linen Supply, nc. October 27, 1989 Page 4 ' appearance of the lot. This can be achieved by landscaping the northwest corner of the site around the angled parking stall and by designating the interior parking stalls as compact stalls. This would create a rectangular island due to the shortened stalls that can be landscaped. Landscaping along the southern line is not possible without the elimination of three parking stalls. Rather than eliminate parking stalls which is not desirable for a small parking lot, a low decorative wall ( 48" high masonry) can be provided to serve this purpose. Parking: The subject parking lot has a total of 27 parking stalls proposed, all of which are shown to be standard size stalls requiring a dimension of 9 ' x 20' with 24 ' of back-up . space for each stall. The southern most end stalls while meeting code, may be difficult to maneuver in and out of. Wider parking stalls in this area may alleviate this concern. C. RECOMMENDATIONS: It is recommended that the ERC issue a Determination of Non-Significance - Mitigated with the following conditions: 1. That the applicant be required to provide a construction plan, including: 1) an erosion control plan; 2) a plan for hours of construction operations; 3) a $2 , 000 street cleaning bond. These plans shall be subject to approval by the Public Works Department 2 . That the driveway located along Wells Avenue South be relocated a minimum of 50 feet from the street intersection subject to approval of the City's Traffic Division. 3 . That storm water detention be provided for a 25 year design storage and a 2 year design release storm. An erosion/sedimentation control plan will also be required to the approval of Storm Water Division. Note: At the time of site plan review, some revisions to the parking , lot site plan may be required in order to improve the attractiveness and efficiency of vehicular movement -- including by not limited to: 1) providing interior landscaping, 2) increasing the quantity of plant materials and creating denser spacing, 3) providing a performance bond for the landscaping, 4) providing a decorative low wall along the south property line and 5) modifying the southern most parking stalls for improved maneuverability. Stredicke, Council Presi FROM: Don Erickson, Zoning Administrat r SUBJECT: Service Linen Supply, Inc. 903 South 4th Street Ref: CU-039-85 This memo is written to inform the City Council that Service Linen Supply, Inc. was required by Council to have their gravel parking lot located at the southwest corner of Wells Avenue South and South 4th Street paved and landscaped to City standards by October 13, 1989. When Service Linen applied for their expansion by Conditional Use Permit No. CU-039- 85, the application was denied by the Hearing Examiner and appealed to the Council. The Council at their meeting held on October 7, 1985 reversed the decision of the Hearing Examiner and placed a number of conditions on the project (see attached report and conditions). As you will note, Condition No. 2 of the Council Report adopted on this date states the following: "Within three years from the date of completion of construction of this conditional use, the applicant shall pave and landscape to City standards that parcel of land currently owned by the applicant located at the southwest corner of the intersection of Fourth Avenue South and Wells Avenue for use as an additional parking area. Another conditional use permit will not be required for this parking lot". Our records indicate that the building permit that was applied for with this expansion, Permit No. B-11634, was finalized by the Building and Zoning Department on October 13, 1986. As a result, they have until this coming October 13th to meet the requirements of this condition. • The Planning Division has been in contact with Service Linen Supply regarding this matter both verbally and in writing to remind them •of this approaching date. The architect for the project has informed this office that Service Linen is now close to submittal of a package for environmental review, administrative site plan approval and a building permit. By the time the aforementioned review process • is completed, the October 13th deadline date will most likely have lapsed. Less than a month now remains for them to provide us with the required information for us to process it. The architect has also informed us that it will take approximately 30 days to complete the construction, weather permitting, once the building permit is issued. This draw- ing utilizes three 50 ft. lots and is 150 ft. X 115 ft. I show 43 parking stalls and this is based on 23 full size stalls (9' X 20') and 20 stalls that are 8'-6" X 20' . This is in lieu of the 30% compact stalls allowed. I am requesting approval for the 8'-6" wide stalls as they will be used for all day parking with little or no "in and out" activity, as opposed to parking provided for stores or offices. I would appreciate your con- sideration of this proposal. I have also done some rough sketches, which are not enclosed, utilizing smaller parcels of land and I can achieve the number of parking stalls as follows: 1. 50 ft. wide lot X 115 ft. : Seven stalls. Because of the 10 ft. wide landscaping strips required at the street fronts, parking must be angled. with exiting at the alley. 2. 100 ft. wide lot X 115 ft. : 24 stalls including three parallel stalls. 3. 150 ft. wide lot X 115 ft. : 43 stalls per drawing submitted. Please note that the existing unimproved 50 ft. lot accomodates 36 autos utilizing stacked parking. Providing 43 stalls will satisfy this demand plus allow for any visitor or unforseen parking need. To provide fewer than the present 36 stalls would create a burden on street parking in the area. I would appreciate you and Mr. Lind reviewing this preliminary design and responding with your comments at your earliest opportunity.
