GENERAL NOTES:
1. THE PHASING PLANS AND DETOURS SHOWN ARE CONCEPTUAL IN
NATURE AND ARE NOT INTENTED TO SHOW ALL WORK ACTIVITIES OR
INTERIM PHASES THAT WILL BE REQUIRED TO COMPLETE THE WORK.
SUPPLEMENTAL NIGHT SHIFT OR WEEKEND WORK MAY BE REQUIRED.
THE CONTRACTOR SHALL SUBMIT LOCATION -SPECIFIC TRAFFIC
CONTROL PLANS TO THE AUTHORITY HAVING JURISDICTION (AHJ) FOR
APPROVAL.
2. TRAFFIC CONTROL SETUP AND CONSTRUCTION HOURS ARE
RESTRICTED TO THE DURATIONS SPECIFIED WITHIN THE SPECIAL
PROVISIONS AND ANY APPLICABLE PERMITS ISSUED BY APPLICABLE
AHJs.
3. THE CONTRACTOR SHALL NOT SCHEDULE ANY CLOSURES
REQUIRING A DETOUR UNTIL ALL RELATED TRAFFIC CONTROL AND
DETOUR PLANS HAVE BEEN APPROVED BY APPLICABLE AHJs.
4. NOTHING IN THESE NOTES OR CONTRACT DRAWINGS SHALL RELIEVE
THE CONTRACTOR OF THE RESPONSIBILITY FOR THE JOB SITE
CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THE
PROJECT, INCLUDING SAFETY OF ALL PERSONS AND PROPERTY. THIS
REQUIREMENT SHALL APPLY CONTINUOUSLY IN WORK AREAS AND NOT
BE LIMITED TO WORKING HOURS.
5. BEFORE A ROAD, LANE, OR SIDEWALK CLOSURE, THE CONTRACTOR
SHALL ERECT SIGNS 7 CALENDAR DAYS IN ADVANCE FOR BOTH
DIRECTIONS OF TRAVEL, IF APPLICABLE, NOTIFYING THE
MOTORISTS AND PEDESTRIANS OF THE CLOSURE, UNLESS OTHERWISE
NOTED. THE SIGNS SHALL GIVE THE DATE(S) AND TIME OF THE
ROAD CLOSURE NOTICE - PORTABLE CHANGEABLE MESSAGE SIGN
(PCMS) BOARDS SHALL BE INSTALLED TO INFORM THE PUBLIC OF THE
ROAD CLOSURE, NO FEWER THAN FIVE (5) WORKING DAYS IN ADVANCE
OF EFFECTIVE DATE AND TIME, NOT INCLUDING HOLIDAYS. PLACE ONE
PCMS PER DIRECTION ON ROAD TO BE CLOSED.
ROAD CLOSURE NOTICE MESSAGES MUST INCLUDE AT LEAST THE
FOLLOWING:

AM - PM
ROAD CLOSURES LASTING MORE THAN 24 HOURS REQUIRE CITY
COUNCIL APPROVAL.
TYPICAL FOR ALL ROAD CLOSURES.
6. THE CONTRACTOR SHALL GIVE AT LEAST 30 DAYS ADVANCE NOTICE
OF ALL FULL OR PARTIAL STREET, SIDEWALK OR BIKE ROUTE
CLOSURES TO ALL AGENCIES PROVIDING EMERGENCY SERVICES,
INCLUDING, WITHOUT LIMITATION, POLICE, FIRE, AND AMBULANCE
SERVICES.
7. THE CONTRACTOR IS RESPONSIBLE FOR FURNISHING ALL SIGNAGE
REQUIRED FOR TRAFFIC CONTROL AND FOR THE TIMELY INSTALLATION
AND REMOVAL OF THAT SIGNAGE. ALL CONFLICTING SIGNING SHALL BE
COVERED. ADDITIONALLY ALL CLASS B SIGNS SHALL BE REMOVED AND
CLASS A SIGNS BAGGED OUTSIDE NON WORKING HOURS WHEN NOT IN
USE OR NOT APPLICABLE.
8. BUS OPERATIONS SHALL BE MAINTAINED. COORDINATE WITH KING
COUNTY METRO FOR ANY ANTICIPATED BUS STOP IMPACTS. KING
COUNTY METRO MUST RECEIVE A NOTICE AT LEAST 30 BUSINESS DAYS
PRIOR TO IMPACTING AN EXISTING KCM BUS STOP. KCM MUST RECEIVE
A NOTICE AT LEAST 10 BUSINESS DAYS PRIOR TO STREET CLOSURES
THAT REQUIRE TRANSIT DETOURS. CONTACT: (206) 477-1140 OR

9. THE CONTRACTOR SHALL PLATE OVER OPEN TRENCHES WHEN NOT
IN OPERATION AND SHALL OPEN TRAFFIC LANES TO NORMAL
OPERATIONS. A NON -SLIP PLATE SURFACE SHALL BE USED.
"MOTORCYCLES USE EXTREME CAUTION" SIGNS ARE REQUIRED, PER
WAC 468-95-306. MAXIMUM PLATING DURATION IS 3 CONSECUTIVE DAYS.
10. THE CONTRACTOR SHALL PARTICIPATE IN PUBLIC OUTREACH
PROCESS LED BY SOUND TRANSIT, WSDOT, OR ANY OTHER AHJs.
11. THE CONTRACTOR SHALL MAINTAIN DRIVEWAY ACCESS TO
ADJACENT PROPERTIES AND BUSINESSES THROUGH THE DURATION OF
THE PROJECT. ALL INGRESS AND EGRESS AREAS SHOWN AS
"CONSTRUCT UNDER TRAFFIC" SHALL MAINTAIN ACCESS FOR TRAFFIC
THROUGH THE DURATION OF THE ASSOCIATED STAGE. THE MINIMUM
DRIVEWAY OR AISLE WIDTH SHALL BE 10'.
12. THE CONTRACTOR SHALL MAINTAIN 11 FOOT MINIMUM TRAVEL
LANES DURING CONSTRUCTION UNLESS OTHERWISE NOTED. IN CASES
WHERE THE EXISTING LANE WIDTH IS LESS THAN 11 FEET, THE EXISTING
WIDTH MAY BE MAINTAINED.
13. THE CONTRACTOR SHALL PROVIDE A TWO -FOOT LATERAL BUFFER SPACE BETWEEN
THE WORK ZONE AND THE EDGE OF THE NEAREST TRAVEL LANE.
14. ALL LANE CLOSURES MUST BE ALONG ACTIVE WORK AREAS. THE CONTRACTOR
SHALL OPEN LANES TO TRAFFIC IN AREAS WITH LONG PERIODS OF INACTIVITY.
15. FOR STEEP GRADES AND DROP-OFFS WITHIN THE CLEAR ZONE, TEMPORARY
BARRIERS SHALL BE PLACED ON THE TRAFFIC SIDE WITH A MINIMUM OF TWO FEET
BETWEEN THE DROP-OFF AND THE BACK OF THE BARRIER AND A MINIMUM TWO -FOOT
LATERAL BUFFER SPACE TO TRAFFIC. ALL TEMPORARY BARRIERS SHALL BE
MASH -COMPLIANT AND MEET WSDOT REQUIREMENTS.
16. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PEDESTRIAN TRAFFIC CONTROL. A
SIDEWALK ON ONE SIDE OF THE STREET SHALL BE MAINTAINED AT ALL TIMES, OR A
MINIMUM 4-FOOT ADA OR PROWAG COMPLIANT PATH MUST BE PROVIDED. THE
CONTRACTOR SHALL MAINTAIN PEDESTRIAN ACCESS TO CROSSWALKS OR PROVIDE A
PATHWAY UTILIZING A SPOTTER TO GUIDE PEDESTRIANS THROUGH WORK AREAS
WHICH ARE SHOWN AS "CONSTRUCT UNDER TRAFFIC".
17. THE WORK AT INTERSECTIONS SHALL BE PHASED TO MINIMIZE IMPACT TO
PEDESTRIANS. WHERE APPLICABLE, AT LEAST THREE OF THE FOUR AVAILABLE
CROSSING MOVEMENTS AT INTERSECTIONS SHALL BE MAINTAINED AT ALL TIMES.
TEMPORARY ADA-COMPLIANT RAMPS SHALL BE PROVIDED BY THE CONTRACTOR, IF
NEEDED.
18. A PROTECTIVE VEHICLE IS RECOMMENDED. IF A TRUCK MOUNTED ATTENUATOR
(TMA) ISN'T AVAILABLE, A WORK VEHICLE MAY BE USED. WHEN NO TMA IS USED, THE
PROTECTIVE VEHICLE SHALL BE STRATEGICALLY LOCATED TO SHIELD WORKERS, WITH
MINIMUM REQUIRED ROLL -AHEAD DISTANCE.
19. FOR SIGNS, REFER TO MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD)
AND WSDOT SIGN FABRICATION MANUAL M55-05.
20. LOCATIONS OF SIGNS AND OTHER TRAFFIC CONTROL DEVICES ARE APPROXIMATE
AND MAY BE RELOCATED TO AVOID OBSTRUCTIONS.
21. THE CONTRACTOR MUST COORDINATE WITH WSDOT MAINTENANCE FOR WORK THAT
WILL AFFECT ANY TRAFFIC SIGNALS ALONG S GRADY WAY AND RAINIER AVENUE S.
