HomeMy WebLinkAboutD247 Indoor Recreation PresentationIndoor Recreation Planning & Development Committee // Feb 23, 2026 Maya Simon, AICP // Associate Planner What are Indoor Recreation Facilities? “A place designed and equipped for the conduct of sports and leisure-time activities within an enclosed space.” What are the proposed changes? •Currently divided into two uses: “existing” and “new” facilities. •Recreation facilities can activate vacant buildings and promote a healthy community, so our goal is to make regulations more permissive. •Staff propose condensing it into one use and simplifying associated conditions, where appropriate. 3 Residential Zones 4 Zone Current Regulations Proposed Regulations R-4 Existing and new facilities: • Permitted with Hearing Examiner Conditional Use Permit. Not allowed. Will be reviewed with neighborhood scale retail amendments. R-14 Existing facilities only: • Must be under 5,000 square feet. • If on S 7th St, must be on the ground floor of a mixed-use building. Not allowed. Will be reviewed with neighborhood scale retail amendments. Industrial Zones 5 Zone Current Regulations Proposed Regulations IL Existing and new facilities: • Permitted in EA west of Rainier Ave/SR-167. Permitted in EA west of Rainier Ave/SR-167. IM and IH Existing facilities only: • Permitted in EA west of Rainier Ave/SR-167. Permitted east of Rainier Ave/SR-167. Commercial Zones 6 Zone Current Regulations Proposed Regulations CN New facilities: • Permitted (with erroneous condition). Permitted (condition removed). CV and CA Existing and new facilities: • Permitted. Permitted. CD Existing facilities: • Permitted. New facilities: • Permitted if in a mixed-use structure with commercial along the ground- floor frontage. Permitted. Specialty Zones 7 Zone Current Regulations Proposed Regulations CO Existing facilities: • Permitted in Employment Area. • Elsewhere, permitted if in a mixed-use building and must be less than 25% of the building with certain uses. New facilities: • Permitted if in a mixed-use building and must be less than 25% of the building. Permitted if in a mixed- use building and must be less than 25% of the building. COR Existing and new facilities: • Permitted if co-located with certain uses. Permitted. Specialty Zones 8 Zone Current Regulations Proposed Regulations UC-1 and UC-2 Existing and new facilities: • Must be architecturally and functionally compatible with the development. • Must be in a mixed use building (unless under 5,000 square feet or over 75,000 square feet with a parking garage). • If adjacent to pedestrian streets, must have ground-floor commercial. • If on Park Avenue, must have pedestrian entrances onto Park. Permitted (same conditions). Recommendation •Planning Commission recommended approving the amendments as described. •Staff recommend approving the amendments as described. 9
