The following occurred in the City of Renton, King County, Washington unless otherwise stated.
During this incident 1 was equipped with body-worn camera which records both audio and video.
Portions of the incident were recorded. This report is merely a summary of the incident and is not
intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident 1 was wearing a department issued uniform or jump
suit and outer carrier vest which was marked with "Police"both on the front, back, and
department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro
badge on my left chest. It would be immediately obvious to any reasonable person that I was a
Police Officer.
On 2/18/2026 at 0825 hours I was dispatched to a collision that occurred at Main Ave S and S 4th PI.
Driver 1: Penny M. Rasmussen (DOB: 04/29/1943)
Unit 1: 2020 Subaru Ascent (WA LP: BRW1834)
Driver 2: Santos M. Borboa (DOB: 12/29/1989)
Unit 2: 2017 Toyota Corolla iM (WA LP: BON8361)
Driver 2 stated that he was traveling South on Main Ave S in the#1 lane. Driver 2 stated that Unit 1
was in the#2 lane of Main Ave S facing South towards S 4th PI.
Driver 2 stated that Unit 1 crossed from lane #2 to lane#1 and the front right tire/quarter panel of
Unit 1 collided with the front drivers side quarter panel and bumper of Unit 2, causing minor damage.
Driver 1 left the scene and was later contacted via phone, as she was unaware that she was in a
collision. Driver 1 provided me with her insurance information which was exchanged with Driver 2.
No injuries, both vehicles operational.
This incident occurred in the sCity of Renton,King County,Washington State.
