EG79261 CASE# 26-1278 OATS OF COLLI r�510NN + 02/14/26 11:41 L1 NARRATIVE On 02/14/2026 at about 1141 hours, I was dispatched to a two-motor vehicle collision with injuries blocking the intersection at Talbot Rd S/S 55th St. When I arrived Unit 2 was blocking the southbound lane of Talbot Rd S, and Unit 1 was pulled off to the west of the intersection on S 55th St. The Renton Fire Department was on scene and evaluated Driver 2 who had a small cut to his forehead. Neither driver was transported to the hospital via ambulance. I spoke to both drivers on scene. Driver 1: Victor Cortez, Jr; Unit 1: 2003 Chevrolet Trail Blazer with OR plate 594BFA. Driver 2: Brandon J. Thompson; Unit 2: 2025 Cadillac Lyriq with WA plate CUS6083. Unit 2 was traveling northbound on Talbot Rd S when he began to make a left hand turn (headed west) onto S 55th St. Unit 1 was traveling southbound on Talbot Rd S when two vehicles in front of him (traveling the same direction) stopped at the intersection at Talbot Rd S/S 55th St. The front southbound vehicle was turning left (east) onto S 55th St at about the same time Unit 2 was turning left (west) onto S 55th St. Unit 1 drove to the right of the two-vehicle positioned in front of it passing both vehicles. As Unit 1 entered the intersection and continued southbound it collided into Unit 2 that was making a left-hand turn. Unit 1 pulled out of the intersection, but Unit 2 was unable to move from the roadway. Driver 1 was not injured. Unit 1 had damage to its front end, but it was able to be driven from the scene. The front and side airbags were deployed inside Unit 2. Driver 2 had a visible cut to his forehead and was evaluated by the Renton Fire Department on scene. Driver 2 said he would get a family member to drive him to the hospital for a further evaluation. Unit 2 was towed from the scene. Both drivers were given a Renton PD business card with the case number. I took photographs of the vehicles and uploaded those photographs to Axon. The actions of Driver 1 (Victor Cortes, Jr) appeared to contribute to the circumstances of the collision when he passed the two vehicles in front of him at the intersection of Talbot Rd S/S 55th St. Although it may be permissible to pass a vehicle on its right side if the vehicle in front is turning left, it must be done in a safe manner. Victor Cortes was in a single lane of traffic with a marked shoulder on the side of the roadway when he passed two vehicles in what appeared to be an unsafe manner. Victor Cortes was cited for the following: improper passing on right side (RCW 46.61.115), operating a vehicle without motor vehicle insurance (RCW 46.30.020), and driving with a suspended license 2nd degree (RCW 46.20.342.1 B). The infraction (6A0101908) will be sent to the court for mailing, and the citation (6A0101909) will be sent to the Renton Prosecutor's Office for review.
