• Rivera/Van – Motion for the development of an ordinance enacting a moratorium on
the change of use, establishment, or development of facilities for detention,
transportation or food services for people detained by local, state, or federal law
enforcement and setting a public hearing declaring a state of emergency and
declaring an effective date; and that if the code exists we do not need to draft the
ordinance. CARRIED.
