EG79871 CASE# 26-1178 OATS OF COLLI r�510NN + 02/10/26 20:36 L1 NARRATIVE 26-1178 Non-Injury, non-blocking collision Axon: Axon car and body cam video available Video: Axon Citizen request for video sent to Victoria Somsel Narrative: On 02.10.2026 at 2036 hours, I was dispatched to a collision that occurred at the intersection of Nile AVE NE and SE May Valley Rd. This is within the city limits of Renton, County of King, WA. The mother of one of the involved (Victoria Somsel) called because the other party was refusing to exchange information. I was told that the collision involved a black Honda CRV WA/CKM6255 and a Gray Kia Soul WA/CKJ8187. SE May Valley RD runs NW to SE. Nile AVE NE runs north to south and stops at SE May Valley RD. This intersection is controlled by 3 stop signs. I arrived at 2043 hours. I advised everyone involved in the collision. I spoke to Sarah N Doan DOB/07.11.1971 who was the driver of the Kia Soul. Doan is a legal and registered owner of the Gray 2019 Kia Soul WA/CKJ8187. Doan was the person who had not exchanged information. Doan provided her photo WADL, a registration, and her husband (who arrived after the collision) showed me digital proof of insurance. Doan was the sole occupant of her car. Doan has valid DOL status and is uninjured. Doan said that she approached Nile AVE NE on SE May Valley Rd heading from NW to SE and stopped at the stop sign with Nile AVE NE. Doan said she stopped at the stop sign and then made her right turn. Doan felt that the other driver (Somsel) was responsible for the collision, and she had right of way. Damage to Doan's vehicle was the driver's side rear door and quarter panel. I spoke with Victoria P Somsel DOB/05.23.1996. Somsel was the driver of the 2024 black Honda CRV WA/CKM6255. Somsel is a registered owner of this car. Somsel told me that the other driver didn't exchange information and when her husband arrived, he demanded to see her video. (1 would later confront him about this, and he claimed that Somsel "offered" to show the video to him. 1 cautioned him about doing so in the future and told him to leave this process for the police.) Somsel was the sole occupant of her car and uninjured. Somsel told me that she was on SE May Valley RD and headed towards the intersection with Nile from the SE. Somsel told me that she stopped at the intersection. Somsel told me that the car that was in front of Doan went at the 3-way stop. Somsel told me that it was her turn to go, and she started to go. Somsel believes that Doan didn't have her headlights on. Somsel started her left turn to go south on Nile AVE NE and she and Doan collided. Damage to Somsel's car was at the right front quarter panel and front right bumper. I asked Doan about her headlights. Doan told me that she has her headlights on "auto," so she believes they were on. Doan told me that she believed it was her turn at the intersection. 1 had Doan start her car. When she did so, the headlights turned on. I sent Somsel an Axon citizen link so 1 could review her dashcam video if it exists. 1 also sent her an email on 02/10/2026. There was no response to either request. No infractions issued. This incident occurred in the City of Renton, King County, Washington unless otherwise specifically noted. During this incident 1 was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. During this incident I was wearing a department issued uniform jump suit was marked with "Police" both on the back, and department patches on each shoulder of the jumpsuit, as well as a Renton Police Velcro badge on my left chest. It would be immediately obvious to any reasonable person that I was a Police Officer.
