Background
To reduce congestion and improve air quality, Washington State enacted the Commute Trip Reduction (CTR) Law in the early 1990s in response to the federal Clean Air Act.
Under the CTR law, the City of Renton is classified as a CTR affected employer.
The City has entered into annual agreements with transit agencies to purchase public transit passes in bulk at a reduced rate. These passes are provided to each regular City employee as a core fundamental piece of the City’s CTR Program.
The ORCA Business Passport offers unlimited rides on Sound Transit, King County Metro Transit, Pierce Transit and others. It covers travel on buses, light rail and commuter rail.
It also features 100% subsidies for vanpool and vanshare participants of King County Metro, Community, Kitsap and Pierce transit vehicles, as well as a Guaranteed Ride Home Program (free emergency taxi service for employees).
There is a significant savings over buying transit passes through other means.
Budget and Finance
This agreement allows for the purchase of 355 ORCA passes for use by eligible City
employees for a total cost of $115,851.60.
The cost of the agreement will be charged to the Commute Trip Reduction (CTR) Transit
account number in the Transportation Planning & Programming Operating Fund.
The cost for the period between March 1, 2026, to February 28, 2027, is $325.92 per
eligible employee. The cost for the previous year was $332.04 per eligible employee.
The price decreased slightly per employee this year due to the per employee rate being
calculated on our ORCA Business Passport customer’s employees’ actual usage in
2025-2026 plus administrative costs minus a discount.
The total cost also reflects no change in the number of Eligible Employees for this contract
year compared to the 2025–2026 contract (355), plus 50 additional passes to be issued as
replacements for old or expired cards that require reissuance.
Staff Recommendation
Authorize the Mayor and City Clerk to execute the 2026-2027 ORCA
Business Cards and Business Passports Agreement with King County
Metro in the amount of $115,851.60.
