EG80212 CASE# 26-1392 OF COLLISION 02/18/26 17:33 OF CbLLI510N NARRATIVE 26-1392 On 02/18/2026 at approximately 1748 hours, I was dispatched to a blocking vehicle collision at the intersection of SE Carr Road and SE 106th PL SE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, 1 confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each of the involved party's driving information and their independent recollection of the events leading up to the collision. The driver of Unit#1 stated that he was the sole occupant of his vehicle and that prior to the collision he was traveling northbound in about the 17600 block of 106th PL SE approaching the controlled intersection of SE Carr Road. in lane 2 of 2. The driver of Unit#1 had pulled into the left-turn lane and slowed to yield to traffic for an upcoming left-turn at the intersection. The driver of Unit#1 stated he intended to turn westbound onto SE Carr Road. The driver of Unit#1 stated that his traffic light was green. The driver of Unit#1 proceeded to make the left turn across the northbound lanes of travel. While Unit#1 was turning, he noticed Unit#2 approach the same intersection. The driver of Unit#1 stated that both vehicles collided in the intersection causing significant damage to the passenger side quarter panel, doors, and front axle of Unit#1. The driver of Unit#2 stated that he was the sole occupant of his vehicle and that prior to the collision he was traveling southbound in about the 17500 block of 106th PL SE approaching the controlled intersection of SE Carr Road. in lane 1 of 2. The driver of Unit#2 stated he had a green light and was intending to continue south through the intersection. The driver of Unit#2 stated as he continued going straight ahead through the intersection, the driver of Unit#2 saw Unit#1 turn in front of his vehicle. The driver of Unit#2 stated he was unable to avoid the collision and both vehicles collided causing significant damage to the front of Unit#2. A witness, identified as Marquis Gallegos, confirmed the above story and that Unit#1 appeared to not yield to Unit#2 which had the right of way. Based on the above statements, 1 determined that the Driver of Unit#1 (McNair) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit#1 (McNair) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. A DOL WACIC check revealed that McNair was Driving While License Suspended in the third degree. McNair was aware of his license status and stated he was on a payment plan regarding child support. McNair violated the crime of Driving While License Suspended in the third degree by operating a motor vehicle at a time when his license is suspended in the third degree. I cited McNair via mail for failing to yield during a left turn causing a collision (ref RCW 46.61.185). 1 cited McNair via complaint for Driving while License Suspended in the third degree (ref RCW 46.20.342.1 C). Both Unit#1 and Unit#2 had to be towed due to extensive damage caused. An exchange of information was provided to all involved parties. McNair confirmed with me that his address was current (19213 121st PL SE, Kent) and that if he did not clear matters up regarding his license, he will PAGE 3 OF 5 REPORT NO.
