EG80213 CASE# 26-1498 OF COLLISION 02/23/26 07:48 OF CbLLI510N NARRATIVE On February 23, 2026, 1 was assigned to District 13 as Unit 1 R13. At approximately 0808 hours, I was dispatched to a two-vehicle collision in the area of Hardie Ave SW and SW 7th St. This incident occurred within the City of Renton, King County, Washington. Unit 1: WA/CAR4683 Unit 2: WA/AVP6630 Upon arrival, I contacted the driver of Unit 1, identified as Yevette Tupa. I positively identified Tupa through a Washington State Department of Licensing (DOL) records check. Tupa stated she turned westbound onto SW 7th St from Hardie Ave SW and attempted to merge into lane two. She stated she did not see Unit 2 and subsequently collided with it. Unit 1 sustained minor damage to the front driver's side. Tupa admitted she does not possess a valid driver's license and has never been licensed. She did not provide any physical identification and verbally provided her name. A records check confirmed Tupa does not have a valid Washington driver's license. Tupa also admitted she did not have insurance for the vehicle. Additionally, the registration for Unit 1 (WA/CAR4683) was expired as of June 26, 2025. Tupa reported no injuries. I then contacted the driver of Unit 2, identified as Jennica Walsh through her Washington State driver's license. Walsh stated she was traveling westbound on SW 7th St when Unit 1 turned onto SW 7th St and immediately attempted to merge into lane two, which Unit 2 was already occupying. Walsh stated that Unit 1 collided with the passenger side of her vehicle. Unit 2 sustained damage beginning at the front passenger-side wheel area extending toward the rear of the vehicle. Walsh complained of neck pain but declined medical evaluation from Renton Fire Department personnel. Based on Tupa's statements, Walsh's statements, the DOL records check, and the physical evidence observed at the scene, I have probable cause to believe that Tupa committed the following offenses: Operating a motor vehicle without a valid driver's license/ID (RCW 46.20.005) Operating a motor vehicle without insurance (RCW 46.30.020) Operating a motor vehicle with expired registration >2months (RCW 46.16A.030.5) Improper lane change /failure to ensure safe movement (RCW 46.61.140) Probable cause is based on Tupa's admission that she does not have a driver's license and has never been licensed, confirmation through DOL records that she is unlicensed, her admission that she did not have insurance, the expired vehicle registration, and the statements of both involved drivers indicating that Unit 1 merged into an occupied lane without ensuring it was safe to do so, resulting in the collision.
