I was responding to the call of an accident with injuries. This incident was captured on my body worn video camera. This report is a summation of events that occurred and is not an exact sequence of events. Dispatch advised the following: JWO LOC, EO NB 1405 ONRAMP, 2 MVA, UNK INJS, HIT AND RUN, SUSP VEH/SIL HYUN SEDAN GOA NB ON LAKE WASHINGTON BLVD. While still enroute, 911 dispatch received several additional calls related to the collision, advising that the suspect vehicle was traveling eastbound on NE Sunset BLVD, and that additional motor vehicle collisions had been observed. At approximately 2142 hours, I arrived in the approximate 1400 block of N Southport DR, directly west of 1-405, where I located two of the vehicles involved in the collision. Almost simultaneous to me arriving at my location, Ofc. Paget advised via radio that she had located the suspect and suspect vehicle just east of the intersection of Edmonds Ave NE/NE Sunset BLVD. The suspect vehicle (Unit 1) was identified as a gold 2004 Nissan Sentra (WA LIC #BVB0469) being driven by the registered owner of the vehicle, identified via his WA DOL photo as Stacy R Elegan (DOB 03/30/1976). As Ofc. Paget was by herself at the time, 1 briefly left the initial crash site to assist her in making contact with Elegan. Once on scene with Ofc. Paget, 1 observed Unit 1 vehicle disabled in the middle of NE Sunset BLVD with extensive damage to the front end of the vehicle, and smoke being emitted from the front of the vehicle. Once back at the initial crash site, the 1400 block of N Southport DR, I identified Unit 2 vehicle as a Gray 2012 Toyota Corolla (WA LIC #BMX8933) and Unit 3 vehicle as a gray 2023 Tesla Model Y (WA LIC #CLE9948). Unit 2 vehicle was being driven by the registered owner of the vehicle, identified via his WA DOL photo as Issac M Pan (DOB 12/21/1986). Also in the vehicle at the time of the collision was Pan's 8 year old daughter. Unit 3 driver was identified via her WA DL as Ulyana V Tverskoy (DOB 11/13/1984). In observing each vehicle, extensive damage was noted to Unit 2 vehicle, and all vehicle airbags appeared to have been deployed. Unit 3 vehicle sustained minor damage to the driver side rear quarter panel. Photographs were taken of all involved vehicles and later uploaded to Axon Evidence. As a precaution, Renton Fire responded to the scene and evaluated all involved. No injuries to any involved were noted. In speaking with Unit 2 driver, he stated he had just exited southbound 1-405 and was attempting to take a left turn, with a protected green light, onto NE Sunset BLVD. As he entered the intersection, Unit 1 ran through the red light from the westbound lanes of travel and struck his vehicle. Unit 2 driver said that as a result of the impact, his vehicle spun around 180 degrees and came to rest blocking lanes of travel on N Southport DR. Unit 2 driver stated that he did wish to press charges/assist in prosecution for Hit and Run. Unit 2 driver provided officers with a written statement that has been turned in with this report. Unit 2 driver also provided a picture of the suspect vehicle/driver after the collision had occurred. The vehicle/suspect matched that of Unit 1 vehicle/driver. In speaking with Unit 3 driver, she stated that she was traveling eastbound on N Southport DR in the far right turn lane. As she approached the 1-405 on ramp, Unit 3 driver observed Unit 1 vehicle strike Unit 2 vehicle, then swerve into oncoming lanes of traffic, then strike the back end of her vehicle. After hitting her car, Unit 3 driver said that Unit 1 vehicle turned around and continued back eastbound on NE Sunset BLVD, towards Edmonds Ave NE. PAGE 4 OF 7 REPORT NO.` EG81599 CASE# 26-1628 O COLLI COLLISION TIME OF 02/27/26 21:30 COLLI NARRATIVE Unit 3 driver stated that she did wish to press charges/assist in prosecution for Hit and Run. Unit 3 driver provided me with a written statement that has been turned in with this report. Unit 3 driver also advised that her vehicle had caught the above-described events on camera. Unit 3 driver was later sent an Axon Community Link to upload the video as evidence. Unit 2 and Unit 3 drivers said that at no time after being struck by Unit 1 vehicle, did Unit 1 driver stop the vehicle and attempt to exchange/provide information or render any sort of assistance. Bankers towing responded and removed Unit 2 vehicle from the scene. Ofc. Paget spoke to a witness, identified via his WA DL as Adrian Turcan (DOB 10/18/1998), who had observed the collision and subsequent flight of Unit 1 vehicle. Ofc. Paget relayed to me that Turcan was behind Unit 1 vehicle as it was traveling westbound on NE Sunset BLVD, approaching 1-405. Once at the intersection, Turcan observed Unit 1 vehicle strike both Unit 2 and Unit 3 before immediately turning around and traveling back eastbound on NE Sunset BLVD. As he continued to follow, he observed Unit 1 vehicle become disabled in the middle of the roadway. As he passed Unit 1 vehicle, he said that he looked into the vehicle and saw Elegan in the driver seat. Please see Ofc. Paget's report for further details. After speaking with all involved vehicles/witness', probable cause was established to arrest Elegan for two counts of Hit and Run Attended, RCW 46.52.020. Just prior to leaving the crash location, I was advised that Washington State Patrol had responded to Ofc. Paget's location and Trooper Oviedo-Cerda was investigating Elegan for driving while under the influence. As a result of his investigation, Trooper Eviedo-Cerda established probable cause for DUI, Driving without Ignition Interlock and Driving While License Suspended in the 3rd Degree. Elegan was taken into custody by Trooper Oviedo-Cerda and removed from the scene. Please see Washington State Patrol case #26-004466 for further details regarding the DUI investigation and subsequent jail booking. For the chargeable hit and run offenses, I later authored Sector citation #6A0174309 and forwarded it to the Renton Prosecutors Office. By being involved in at least two different motor vehicle collisions, and failing to stop, provide information or render assistance, there is probable cause to believe Stacy R Elegan (DOB 03/30/1976), did commit two counts of Hit and Run Attended, RCW 46.52.020 This ends my involvement in this case.
