HomeMy WebLinkAboutMarch 2026 - Emergency Proclamation DATE: March 2, 2026 TO: Ruth Pérez, Council President Members of Renton City Council CC: Armondo Pavone, Mayor Ed VanValey, Chief Administrative Officer FROM: Martin Pastucha, Public Works Administrator STAFF CONTACT: William Adams, Principal Engineer-Airport SUBJECT: Notification - Emergency Construction Agreement – Renton Municipal Airport Seaplane Base - Flood Debris Removal We would like to inform you that following the significant flooding event on December 11, 2025, debris deposits accumulated at the Renton Municipal Airport’ Seaplane Base on Lake Washington. Silty debris deposits and large woody debris in the water pose an imminent danger to pilots, passengers, and aircraft. Aircraft are striking the silty debris deposits when operating within the seaplane base. Loose logs as well as buried logs obscured by silt also are a hazard to aircraft. Emergency debris removal is needed to clear a path to the seaplane base. The Renton Municipal Airport has pursued an Emergency Construction Agreement for dredging and log removal at the Renton Municipal Airport’ Seaplane Base. See CAG-26-042 for details of the executed agreement with Scarsella Bros, Inc. This action was necessary to restore safety and accessibility for seaplane operations that were adversely affected by the recent flooding. This agreement will help to remove accumulated debris and sediment, ensuring that the seaplane base can resume normal operations as swiftly as possible. We are committed to maintaining the safety and functionality of the airport facilities and appreciate your understanding and support during this time. The airport published a Notice to Airmen notifying seaplane pilots of debris with 100ft of the seaplane ramp and to use extreme caution. Work is being performed as authorized by the Washington Department of Fish and Wildlife and the Mayors Emergency Proclamation. We have received notice from the Army Corps of Addressee Name Page 2 of 2 March 3, 2026 Engineers that our project is exempt from a permit. We anticipate the work to commence in the next 30 days and be completed 4 days after that. This memorandum is provided for background and transparency regarding actions taken during an emergency and does not replace or supersede the City’s legislative approval process.
