Within the City Limits of Renton, King County,Washington,while working uniformed patrol for the City of
Renton in a marked police vehicle the following occurred.
On 03/01/26 at approximately 1.713 hours I was dispatched to a collision which occurred in the parking lot of
Lowes located at 1000 Garden Ave N.
I arrived on scene at approximately 1719 hours and contacted the driver of Unit 2 identified by WADL as
Pham, Carib M (12/08/73).Pham showed me the damage to his vehicle,identified by WA plates AJX4148 as a
2012 Toyota Sienna,which was along the rear passenger side quarter panel. Pham stated he was driving
northbound through the lot when Unit 1 backed out of his parking spot and struck Pham's vehicle. Pham asked
for a police report on the incident and did not make any complaints or injury or pain.
I contacted the driver of Unit I identified by WADL as Basco,Avery J(04/25/06)who told me the following.
He was pulling out of his spot and was about 45%of the way out when Unit 2,which according to Basco was
driving fairly quickly through the lot passed behind him. Basco also stated his view was partially blocked by a
truck parked to the south. Basco's spare tire mount on his vehicle struck the rear passenger side of Unit 2 while
he was backing out. Basco's vehicle is a 2006 Honda CRV bearing WA plates ABV9916. Basco made no
complaint about pain or injury to me. Based on the above investigation Unit 1 is the proximate cause of the
collision.
Both parties were able to provide the required documentation, and I gave them both my card with the associated
case number written on it.
