Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

A proclamation by Mayor Law was read declaring September 2014 to be "Ready
in Renton Month" in the City of Renton, and encouraging all citizens to join in
this special observance. MOVED BY PERSSON, SECONDED BY CORMAN,
COUNCIL CONCUR IN THE PROCLAMATION. CARRIED.
Emergency Management Director Deborah Needham accepted the
proclamation. She thanked City officials for supporting the "Ready in Renton"
campaign. She noted that the July 2014 apartment fire is evidence that
emergencies can happen at any time. Concluding, Ms. Needham reported that
the department is focusing on reaching out to Renton's culturally diverse
communities this year.
Fire & Emergency Services Administrator Mark Petersen recognized Gene
Coulon Memorial Beach Park Life Guards Shane Thompson, Amanda Monson,
Dallin Connell, and Dave Mozer along with Firefighters Patrick Stalnaker,
Marcus Rismiller, and Tom Sowards for their efforts in the rescue of two
swimmers who went underwater in a non-swim area at the park.
Chief Peterson reviewed the June 30, 2014 incident and noted that the
successful rescue mission was a team effort by all employees involved. He
reported that both swimmers were pulled from the water; however, one child
is still in the hospital. He also reported that a bystander who attempted to help
the rescue effort was pulled to safety from the water. He thanked City officials
for supporting fire and emergency services programs.
This being the date set and proper notices having been posted and published in
accordance with local and State laws, Mayor Law opened the public hearing to
consider granting a ten-year (2014-2024) franchise agreement extension to
Comcast to operate a cable communication system within the City of Renton.

Deputy Public Affairs Administrator Preeti Shridhar reported that the City has
negotiated a new ten-year franchise agreement with Comcast for the provision
of cable television services. She stated that this is the first new franchise since
1993, and added that the 1993 franchise was renewed in 2008. Ms. Shridhar
introduced Michael Bradley of the law firm Bradley, Hagen & Gullikson, LLC.
She stated that Mr. Bradley is a cable franchising expert and has been working
with the City on this issue since 2005.
Mr. Bradley reported that the cable franchise renewal process started in early
2013. He stated that the basis for negotiations with Comcast was formulated
after receiving input from Councilmembers, City staff, and the public. He
remarked that key provisions added to the franchise in 2008 were carried over
to the new franchise. Mr. Bradley explained that some of these provisions
includes an updated definition of gross revenues, a requirement that Comcast
provide certification that the cable system meets FCC (Federal Communications
Commission) standards, and the resolution of a long-standing dispute regarding
the use of the Comcast-built Institutional Network (l-Net).
Mr. Bradley highlighted several key terms of the new franchise agreement. He
explained that it is a non-exclusive franchise, that competitors will be treated
similarly to Comcast, that there are provisions for the construction and
maintenance of the cable system, that there are customer service obligations
that must be met, that the City reserves its right to regulate rates, and that the
age requirement to receive a senior citizen discount has been raised to 65. He
further explained that there are also provisions covering records inspection,
franchise transfer approval, and insurance and indemnity requirements.
Concluding, Mr. Bradley reported that Channels 21, 26 and 77 will remain
Public-Educational Governmental (PEG) Access channels. He noted that the
City will now be allowed to simulcast Channel 21 in HD (High Definition), and
the channel information will be posted to Comcast's Electronic Programming
Guide. Mr. Bradley also reported that Comcast will pay a PEG fee of $.35 per
subscriber per month in support of the PEG Access channels. He recommended
that an ordinance be adopted granting the franchise to Comcast.
There being no public comment, it was MOVED BY PERSSON, SECONDED BY

ADMINISTRATIVE REPORT Chief Administrative Officer Jay Covington reviewed a written administrative
report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2014 and beyond. Items
noted were:
# Victoria Park, Victoria Hills, and Talbot Hill neighborhoods will have their
combined annual picnic on Wednesday, August 20, at Thomas Teasdale
Park, located at 601 S. 23rd St. Maple Ridge Estates Homeowners'
Association will have their annual picnic on Thursday, August 21, in their
HOA area, located at SE 156th St. and 140th St. SE. All picnics are from 5:30
p.m. to 7:30 p.m. Residents are encouraged to bring their favorite potluck
dish and attend the picnic to get to know their immediate and surrounding
neighbors and meet City representatives.

* The right, west-bound lane, on Maple Valley Highway (SR 169) will be
closed to traffic beginning Monday, September 8, through Wednesday,
September 10, 2014, for tree maintenance work. Asplundh Tree Expert
Company will be removing 17 high-risk trees and pruning low hanging
branches from three other trees. The lane will be closed between SE 5th St.
and 1-405; all traffic could be intermittently stopped to facilitate tree
removal. Lane closure will begin at 9 a.m. and all lanes will be re-opened by
3:30 p.m. each day. Please consider alternate routes to avoid long delays
during this time. For further information please contact 425-430-6600.
Howard McOmber (Renton) advocated for owner-occupied affordable housing
in the Renton Highlands. He also invited everyone to attend a fundraising gala
on October 2, 2014 to support REACH (Renton Ecumenical Association of
Churches) programs. Additionally, Mr. McOmber remarked that medical
marijuana should be treated as an alternative medicine. He urged Council to
keep this option available for Renton residents.
Items listed on the consent agenda are adopted by one motion which follows
the listing.
Approval of Council meeting minutes of 8/11/2014. Council concur.
Community and Economic Development Department submitted 10% Notice of
Intent to Annex petition for the proposed Madison Lee Annexation and
recommended a public meeting be set on 9/8/2014 to consider the petition; 12
acres bordered to the south be parcel lines in proximity of SE 131st Ln., if
extended, by 158th Ave. SE to the east, parcel lines in proximity to SE 128th St.
to the north, and 156th Ave. SE to the west. Council concur.
Fire & Emergency Services Department recommended approving an ordinance
to accept the donation of a vehicle from the Renton Emergency
Communications Service (RECS) to be used as a Mobile Communications
Response Unit. Council concur. (See page 241 for ordinance.)
Police Department recommended approval of a Cost Reimbursement
Agreement with the King County Sheriffs Office to receive funds in the amount
of $39,233.70 for the purpose of verifying the address and residency of sex and
kidnapping offenders residing within the city limits of Renton. Council concur.
Transportation Systems Division recommended approval of addenda to two
airport leases, LAG-85-011 and LAG-84-003, with Kaynan, Inc. to increase the
total ground lease rate per appraisal by $13,816.92 annually through
8/31/2016. Council concur.
Transportation Systems Division recommended approval of Addendum 2-14 to
lease LAG-12-004, with Bosair, LLC, modifying provisions to exclude the Small
Business Administration from certain insurance requirements. Refer to
Transportation (Aviation) Committee.
Transportation Systems Division recommended approval of a ten-year lease
agreement with Rainier Flight Service, LLC, in the amount of $95,679.96 per
year, to operate a flight instruction school at the 800 Building at the airport.

ADJOURNMENT
Transportation Systems Division recommended approval of a Job Order
Contract (JOC) Work Order with Forma Construction Company (CAG-13-149), in
the amount of $234,710.66 to perform repairs at the 800 Building at the
airport, and requested authorization to transfer $100,000 from the Airport
Office Renovation fund to the Airport Major Facility Maintenance fund to cover
the project budget. Council concur.

CONSENT AGENDA AS PRESENTED. CARRIED.
Council President Persson presented a report regarding the Comcast franchise
agreement. The Committee considered recent citizen comments and concurs in
the staff recommendation to extend Comcast's cable television franchise within
the City of Renton to enter into a new franchise for ten years. The new
agreement includes changes to the sections relating to Public-Educational
Governmental (PEG) provisions and other franchise terms in Chapter 17, Cable
Communications Systems section of Title V of the franchise.
The Committee further recommended that the ordinance regarding this matter
be presented for first and advanced to second and final reading.

The following ordinance was presented for first reading and referred to the
9/8/2014 Council meeting for second and final reading:
An ordinance was read accepting the donation of a 1999 Ford RVC Mobile
Communications Unit vehicle from the Renton Emergency Communications
Service. MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL REFER THE
ORDINANCE FOR SECOND AND FINAL READING ON 9/8/2014. CARRIED.
The following ordinance was presented for first reading and advanced for
second and final reading:
An ordinance was read granting a non-exclusive franchise to Comcast Cable
Communication Management, LLC, and Comcast Holdings, LLC, to construct,
maintain, operate and repair a cable system to provide cable services in, across,
over, along, under, through and below the public rights-of-way of the City of
Renton; providing for severability and establishing an effective date. MOVED
BY PERSSON, SECONDED BY PRINCE, COUNCIL ADVANCE THE ORDINANCE FOR
SECOND AND FINAL READING. CARRIED.
