the Pledge of Allegiance to the flag.

A proclamation by Mayor Law was read declaring August 5, 2014 to be
"National Night Out 2014" in the City of Renton and encouraging all citizens to
help "Give Crime & Drugs a Going Away Party" by participating in the 31st
Annual National Night Out event. MOVED BY PRINCE, SECONDED BY PERSSON,
COUNCIL CONCUR IN THE PROCLAMATION. CARRIED.
Community Program Coordinator Cyndie Parks accepted the proclamation. She
thanked City officials for supporting the program, and announced that this
year's event is being held at Kennydale Lions Park, 2428 Aberdeen Ave. NE.
This being the date set and proper notices having been posted and published in
accordance with local and State laws, Mayor Law opened the public hearing to
consider the annual update to the Six-Year Transportation Improvement
Program (TIP), 2015-2020.
Transportation Planning and Program Supervisor Jim Seitz reported that
transportation programs and projects are required to be incorporated into the
TIP in order to receive State and/or Federal funding. He explained that the TIP
is a financially unconstrained document and its purpose is to develop a multi-
year plan for the development of transportation facilities and to develop
funding plans for each project or program. He also stated that the TIP is
coordinated with public and private stakeholders in an effort to coordinate
their facility improvements.
Mr. Seitz reported that the TIP supports the City's business plan by promoting
planned growth for the community, providing infrastructure for economic
development, and supports overall objectives, policies, capital facilities plan,
and transportation elements ofthe Comprehensive Plan. He reported that the
City designates funds in a manner that improves its ability to leverage outside
funding for the programs and projects in the TIP.

Mr. Seitz further reported that the TIP contains 35 programs and projects
including 17 corridor projects, seven system preservation programs, four non-
motorized programs, two safety programs, and five other programs such as the
1% for Arts and the environmental monitoring program.
Mr. Seitz highlighted new projects including the Rainier Ave. N./S. Phase 4
Design and the Main Ave. S./Downtown Circulation projects. He also
highlighted recent achievements including the completion ofthe Rainier Ave. S.
project, and the progress ofthe Highlands to Boeing/Landing Pedestrian
Connection project. Mr. Seitz noted that S. 132nd St. from Renton Ave. S. west
to City limits was added as a collector street in the 2014 Arterial Street Plan
update.
Concluding, Mr. Seitz reviewed the funding summary, expenditures, and
revenues sources for the 2015-2020 TIP. He stated that staff is recommending
that Council approve the Six-Year 2015-2020 TIP and 2014 Arterial Street Plan.
There being no public comment, it was MOVED BY PERSSON, SECONDED BY
PRINCE, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. (See page 226 for

Mayor Law reviewed a written administrative report summarizing the City's
recent progress towards goals and work programs adopted as part of its
business plan for 2014 and beyond. Items noted were:
North Renton Neighborhood Association will host their annual picnic on
Thursday, August 7, at Jones Park, located at 98 Wells Ave. S. next to the
Cedar River. They will be hosting a food drive for the Salvation Army Rotary
Food Bank.
Residents are encouraged to bring their favorite potluck dish and attend
their picnic to get to know their immediate and surrounding neighbors, and
meet City representatives.
^ Renton Fire & Emergency Services Department will be hosting a meeting on
Saturday, August 9, from 10 a.m. to 12 p.m. at Carco Theatre, 1717 Maple
Valley Hwy, with the communities impacted by the July 19, 2014 Regency
Woods Apartments fire. The meeting will consist of a recap of the incident,
overview ofthe investigation, emergency preparedness, and a question-
and-answer period.
Items listed on the consent agenda are adopted by one motion which follows

Congressman Smith's Efforts
to Free Nestora Salgado from
Imprisonment in Mexico
Community Services Department submitted CAG-13-145, Veterans Memorial
Park project; and requested approval ofthe project, commencement of a 60-
day lien period, and release of retained amount of $6,760 to Quiring
Monuments, Inc., contractor, if all required releases are obtained. Council
concur.
Community Services Department submitted CAG-13-185, Gene Coulon
Memorial Park Beach - Log Boom Replacement project; and requested
approval ofthe project, commencement of a 60-day lien period, and release of
retained amount of $10,222.56 to Ballard Diving and Salvage, contractor, if all
required releases are obtained. Council concur.
Executive Department recommended adoption of an ordinance granting a 10-
year franchise agreement with Comcast to operate a cable communication
system within the City of Renton through 2024. Refer to Committee ofthe
Whole: set public hearing on 8/18/2014.
MOVED BY PERSSON, SECONDED BY CORMAN, COUNCIL CONCUR IN THE
CONSENT AGENDA AS PRESENTED. CARRIED.
Council President Persson remarked that Council discussed the potential
adoption of a resolution supporting Congressman Adam Smith's efforts to free
Nestora Salgado from imprisonment in Mexico at the last Council meeting
(7/14/2014). He stated that a draft resolution was created and distributed to
all Councilmembers last week. Mr. Persson called for discussion on the issue,
noting that if there are changes, the revised resolution could be presented for
adoption at the next Council meeting.
Councilmember Taylor recommended that the following statement be added as
Section III to the resolution: "The City Council ofthe City of Renton requests
Washington's United States Senators Patty Murray and Maria Cantwell to take
affirmative action with the U.S. State Department to support efforts to free
Nestora Salgado from imprisonment in Mexico."
Mayor Law stated that he had the opportunity to speak to Congressman Adam
Smith about this issue a few days after the last Council meeting. He remarked
that even though a lot of international issues are the focus in Washington, D.C.
at this time, Congressman Smith has been working with the U.S. State
Department to garner the release of Ms. Salgado from prison. Mayor Law
added that the administration was able to draft this position on the issue and is
happy to make any changes that Council believes are appropriate.
Councilmember Taylor added that he spoke with Congressman Smith's
legislative aide, and was also able to speak to representatives from Senator
Patty Murray's office. He remarked that he was pleased to learn that Senator
Murray and Senator Cantwell have also been working with the U.S. State
Department on this issue. He stated that he believes adding the statement to
the resolution is appropriate.
MOVED BY TAYLOR, SECONDED BY CORMAN, COUNCIL ADOPT THE
ADDITIONAL LANGUAGE FOR THE NESTORA SALGADO RESOLUTION AS
REQUESTED AND DIRECT THE ADMINISTRATION TO PRESENT THE REVISED
RESOLUTION BEFORE COUNCIL AT THE 8/11/2014 COUNCIL MEETING.

Transportation (Aviation) Committee Chair Palmer presented a report stating
that the Committee reviewed the 2015-2020 Six-Year Transportation
Improvement Plan and recommends concurrence in the staff recommendation
to approve the annual updates to the Six-Year Transportation Improvement
Plan 2015-2020 and approve the 2014 Arterial Street Plan.
The Committee further recommended that the resolution regarding this matter
be presented for reading and adoption.
MOVED BY PALMER, SECONDED BY TAYLOR, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED. (See further this page for
resolution.)
The following resolution was presented for reading and adoption:
A resolution was read updating the City's Six-Year Transportation Improvement
Program 2015-2020. MOVED BY PALMER, SECONDED BY TAYLOR, COUNCIL
ADOPT THE RESOLUTION AS READ. CARRIED.
Grisel Rodriguez (Renton) thanked Council for supporting the resolution. She
remarked that the resolution will help bring her mother home from Mexico.
Councilmember Taylor stated the Council looks forward to the day that her
mother will be released.
K. Randolf (Seattle) thanked City officials for supporting the resolution. He
remarked that the resolution provides a tool to organizations and individuals
who are fighting to bring Ms. Salgado home. He added that he hopes that Ms.
Salgado will be present the next time he visits Council.
Mayor Law thanked the members of Boy Scout Troop 476 for attending
tonight's Council meeting.
