Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

This being the date set and proper notices having been posted and published in
accordance with local and State laws, Mayor Law opened the public hearing to
consider the six-month moratorium on new residential development within the
CA (Commercial Arterial) and RMF (Residential Multi-family) zones, except
within the City Center Community Plan Area.
Senior Planner Angie Mathias reported that Council established a moratorium
on the acceptance of applications for residential development in the CA
(Commercial Arterial) and RMF (Residential Multi-family) zones on November 3,
2014. She reported that the City Center Community Planning Area was exempt
from this moratorium.
Ms. Mathias reported that the RMF zone is exclusively a multi-family zone and
does not allow commercial uses within it. She reported that the RMF zone
allows a density of up to 25 dwelling units per acre. She displayed a map
indicating where the RMF zones are located throughout the City. Additionally,
Ms. Mathias reported that the CA zone requires a mixed-use component in
order to have residential development. She reported that the CA zone allows
density up to 60 dwelling units per acre. She displayed a map indicating where
the CA zones are located throughout the City.
Ms. Mathias reported that high density residential development requires
extensive planning and significant investment in infrastructure and services,
especially transportation. She displayed a map ofthe City's regional growth
center, as designated by the Puget Sound Regional Council, and reported that
the City has made significant infrastructure investments in this area. She
reported that two other areas, the Sunset Community Area and the City Center
Community Planning Area, have also received considerable infrastructure
investments. Ms. Mathias reiterated that the City Center Community Planning
Area was specifically exempt from the moratorium. She added that the Sunset
Community Area was not exempt from the moratorium because its zoning
designation is mostly Center Village and is not affected by the moratorium.

Concluding, Ms. Mathias explained that the City adopted the moratorium
because it is currently evaluating land use designations and zones as part ofthe
2015 Comprehensive Plan update. She further explained that areas outside the
designated regional growth center have been challenged with the provision of
adequate public facilities and services for high-density growth. She remarked
that the 25 and 60 dwelling units per acre zoning designations are putting a
strain on the City's public facilities. Ms. Mathias stated that the moratorium
allows time to evaluate and determine what zoning controls are appropriate for
Renton, and allows the City to adequately provide public participation if any
changes to the regulations are made.
There being no public comment, it was MOVED BY PRINCE, SECONDED BY
CORMAN, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED.
Howard McOmber (Renton) announced that the warm-up program at St. Luke's
Episcopal Church has been in operation for one year. He explained that the
church opens its doors every morning and invites people to come in and have a
cup of coffee. He thanked everyone who volunteers for the program. Mr.
McOmber also thanked City officials and staff for opening the Cold Weather
Shelter at the Harambee Center over the weekend. He also noted that local
churches are collecting unused coats, hats, scarves, and other cold weather
clothing for distribution to the needy.
Dan Del Duca (Seattle) stated that he represents a client who owns a property
affected by the moratorium on residential development in the CA (Commercial
Arterial) and RMF (Residential Multi-family) zones. He asked if there were any
staff reports or other recommendations that might point to how these areas
will be zoned in the future. He noted that this moratorium is costing his client
thousands of dollars a month.
Items listed on the consent agenda are adopted by one motion which follows
the listing.
Executive Department recommended adopting the 2015 State Legislative
Priorities. Council concur.
Human Resources and Risk Management Department recommended approval
ofthe 2015 Revised Fee Schedule and Administrative Services Agreement in the
amount of $119,535 with Healthcare Management Administrators (HMA) and
Envision Rx for medical, dental, and prescription claims processing. Council
concur.
Human Resources and Risk Management Department recommended approval
ofthe 2015 Group Health Cooperative medical coverage contract in the amount
of $101,761 for all active employees. Council concur.
Police Department requested authorization to fill a Crime Analyst position at
Step E ofthe Grade pn54 salary scale, effective 11/1/2014. Council concur.
Police Department requested approval to Amendment No. 1 to CAG-13-197,
with the Washington Traffic Safety Commission, to accept an additional $4,896
in grant funds for Target Zero Teams DUI Patrols participation, a high-visibility
traffic safety emphasis program. Council concur.

Utility Systems Division submitted CAG-14-083, Maplewood Creek and Madsen
Creek Sediment Basin Cleaning Project 2014; and requested approval of the
project, authorization for final pay estimate in the amount of $1,314,
commencement of a 60-day lien period, and release of retainage in the amount
of $3,435.45 to Sierra Pacific Construction, contractor, if all required releases
are obtained. Council concur.
MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL CONCUR IN THE
CONSENT AGENDA AS PRESENTED. CARRIED.
Council President Persson thanked City employees and Renton Rotarians for
volunteering on Thanksgiving morning to open up the Renton Senior Activity
Center in order to serve meals to Renton's senior citizens. He reported that 252
meals were served, and 290 take-out dinners were prepared at the event.
Councilmember Prince added that he noticed that everyone was happy to be
congregating with their friends and enjoying a great meal. He added that
everyone was especially happy to play bingo that morning.
Public Safety Committee Chair Corman presented a report recommending
concurrence in the staff recommendation to approve the ordinance modifying
RMC 6-28-6.C. to conform to state law setting imprisonment for gross
misdemeanors at a maximum of 364 days.
MOVED BY CORMAN, SECONDED BY TAYLOR, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED. (See later this page for

Public Safety Committee Chair Corman presented a report recommending
concurrence in the staff recommendation to approve the ordinance modifying
RMC 1-3.l.B. to permit imprisonment in SCORE, as RCW 9A.20.020 arguably
requires that every person convicted of a gross misdemeanor that is sentenced
to jail serve that sentence in a county jail.
MOVED BY CORMAN, SECONDED BY TAYLOR, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED. (See later this page for

The following ordinances were presented for first reading and referred to the
12/8/2014 Council meeting for second and final reading:
An ordinance was read amending Subsection 1-3-l.B. of Chapter 3, Remedies
and Penalties, of Title I (Administrative), of City Code, allowing for the City's use
of the South Correctional Entity Regional Jail or another appropriate facility for
the imposition of jail time. MOVED BY CORMAN, SECONDED BY TAYLOR,
COUNCIL REFER THE ORDINANCE FOR SECOND AND FINAL READING DM'
12/8/2014. CARRIED.
An ordinance was read amending Subsection 6-28-6.C. of Chapter 28, Race
Attendance, of Title VI (Police Regulations), of City Code, updating the penalties
for violating a Stay Out of Areas of Racing ("SOAR") Order to be consistent with
RMC 1-3-1. MOVED BY CORMAN, SECONDED BY TAYLOR, COUNCIL REFER THE
ORDINANCE FOR SECOND AND FINAL READING ON 12/8/2014. CARRIED.

An ordinance was read amending Section 4-1-160 of Chapter 1, Administration
and Enforcement, of Title IV (Development Regulations), of City Code, setting
the impact fee at $4,560 per new single family home and $1,458 per new multi-
family unit in the Issaquah School District; Retain the impact fee of $5,486 per
new single family home and $3,378 per new multi-family unit in the Kent School
District; Setting the impact fee at $5,541 per new single family home and
$1,360 per new multi-family unit in the Renton School District; and adopting
the Capital Facilities Plans ofthe Issaquah, Kent, and Renton School Districts.

An ordinance was read amending the City of Renton Fiscal Years 2013/2014
Biennial Budget as adopted by Ordinance No. 5682, and thereafter amended by
Ordinance Nos. 5686, 5692, 5715, and 5723 in the amount of $6,375,319, for a
total amended amount of $609,250,946 over the biennium. MOVED BY
PALMER, SECONDED BY PRINCE, COUNCIL ADOPT THE ORDINANCE AS READ.
