Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

A proclamation by Mayor Law was read declaring February 2014 to be "Renton
Heart Month" in the City of Renton and encouraging all citizens to increase
their awareness of cardiovascular disease, detection, and prevention by
participating in this important community risk reduction campaign. MOVED BY
TAYLOR, SECONDED BY CORMAN, COUNCIL CONCUR IN THE PROCLAMATION.
CARRIED.
Fire & Emergency Services Administrator Mark Peterson thanked Dr. Merri
Rieger, Superintendent of the Renton School District, and Betsy Kirichenko,
Community Outreach Coordinator for Valley Medical Center, for their support
of this year's heart month program. He introduced Battalion Chief John Lecoq
to provide an overview of the campaign.
Battalion Chief Lecoq reported that the Fire & Emergency Services Department
has screened over 45,000 members of the public through this community
outreach program. He stated that 7,000 of these people were found to have
pre-existing blood pressure or blood sugar levels that needed to be evaluated
by their healthcare providers.
Battalion Chief Lecoq reported that the heart month campaign will be
expanded to include local businesses, faith-based organizations, and schools in
2014. He stated that the reason school children are being screened this year is
because last year a four year old child was discovered to have high blood
pressure, and two six year olds were discovered to have juvenile onset
diabetes. He explained that the department will be emphasizing the
importance of daily exercise, balanced diet, healthy weight, and limiting sodium
intake when screening students.
Mayor Law thanked Dr. Rieger and Ms. Kirichenko for their organizations'
continued support of Renton's annual heart month campaign.

Fire & Emergency Services Administrator Mark Peterson recognized
Lieutenant Erik Hammes, Firefighter Donovan Eckhardt, Firefighter (EMT)
Kevin Swynenburg, and Administrative Secretary I Jennifer Zinck, as the
department's 2013 employees of the year. He reviewed each person's
achievements respectively, and expressed appreciation for their
outstanding contributions to the department. Additionally, Chief
Peterson presented a ten-year anniversary pin to Firefighter Patrick
Stalnaker.
Chief Administrative Officer Jay Covington reviewed an administrative report
summarizing the City's recent progress towards goals and work programs
adopted as part of its business plan for 2014 and beyond. Item noted was:
* In partnership with Catholic Community Services, The City has opened the
Severe Weather Shelter (SWS) at the Harambee Center, 316 S. 3rd St.
through Sunday, February 9. Registration begins each night at 8:30 p.m.
and all must vacate the shelter at 8 a.m. The shelter may remain open
longer dependent on weather. Please contact the Renton Police
Department if you see someone in need of a warm place to stay.
Mayor Law expressed appreciation to City employees, and the staff at Catholic
Community Services and the Harambee Center for ensuring the shelter is open
during this bout of cold weather.
Beth Asher (Renton) stated that she is a volunteer at the Renton Youth
Advocacy Center at Tiffany Park. She remarked that as many as 37 students
utilize the center each night it is open. Ms. Asher stated that one of the
basketball hoops is broken and requested that the City repair or replace it. She
also thanked the Police Department for supporting the organization.
Howard McOmber (Renton) advocated for owner-occupied affordable housing
in the Renton Highlands. He stated that it will just take cooperation and
collaboration between the City and private developers to revitalize the area.
He remarked that he will be bringing ideas on how to effectuate this change to
Council in the near future.
Melody Kroeger (Renton) stated that she attended the One Night Count of the
Homeless last Friday, January 24. She remarked that there were approximately
70 volunteers who participated, and thanked the Human Services Division for
running a well-planned event. She also thanked the senior police department
staff, City officials and employees, Governor Mike Lowry, and Renton citizens
who participated in the event.
Items listed on the consent agenda are adopted by one motion which follows
the listing.

ADJOURNMENT
Community Services Department recommended approval of a five-year lease
agreement with the George Pocock Rowing Foundation for the Cedar River
Boathouse in the amount of $90,568 over the five year term. Refer to Finance
Committee.
Transportation Systems Division requested authorization to increase the budget
for the Rainier Ave. S. (SR 167) - S. Grady Way to S. 2nd St. Improvement
project by $750,000 using the previously authorized cash flow equalization
funds. Additional grant funds from the Washington State Improvement Board
have been requested. Refer to Transportation (Aviation) Committee.
Transportation Systems Division requested authorization to increase the budget
for the S. Lake Washington Roadway Improvements (Garden Ave. N. Widening)
project by transferring $200,000 from the Walkway Program and Intersection
Safety and Mobility fund to cover a projected shortfall. Refer to Transportation
(Aviation) Committee.
Transportation Systems Division recommended approval of a grant agreement
with the Washington State Department of Commerce to accept $9,950,000 for
the construction of the Central Sound Aerospace Training Center; and adjust
the budget as necessary. Refer to Transportation (Aviation) Committee.
MOVED BY PRINCE, SECONDED BY CORMAN, COUNCIL CONCUR IN THE
CONSENT AGENDA. CARRIED.
Council President Pro tern Prince announced that a joint meeting with the
Renton School District and Renton Technical College is scheduled for Tuesday,
February 4, from 5:30 p.m. to 7 p.m. in the Culinaire Room at Renton Technical
College.
Mayor Law encouraged all Councilmembers to attend the event. He remarked
that the meeting will be a great opportunity to build relationships and network
with the Renton School Board and Renton Technical College trustees.
