Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

Mayor Law welcomed Judge Charles J. Delaurenti to the meeting. Judge
Delaurenti administered the ceremonial oath of office to re-elected
Councilmembers Randy Corman, Council Position No. 1, and Terri Briere,
Council Position No. 6. He also administered the oath of office to incoming
Councilmember Armondo Pavone, Council Position No. 2.
A proclamation by Mayor Law was read declaring January 11, 2014 to be
"Human Trafficking Awareness Day" in the City of Renton and reaffirming the
City of Renton's zero-tolerance for human trafficking and encouraging all to
raise awareness about human trafficking and work collaboratively with law
enforcement agencies and community organizations to combat this terrible
crime. MOVED BY TAYLOR, SECONDED BY PRINCE, COUNCIL CONCUR IN THE
PROCLAMATION. CARRIED.
Mayor Law presented the proclamation to Lorna Rufener, founder of the
Southeast King County Coalition Against Trafficking, and Police Chief Kevin
Milosevich. Ms. Rufener stated that Southeast King County Coalition Against
Trafficking sponsors the organization Washington Engage, which works
diligently to combat human trafficking in Washington State. She remarked that
the average age of a child now being trafficked in the United States is 11 years
old. Ms. Rufener stated that the purpose of the coalition is to work with local
police departments to eradicate this crime from our communities.
A proclamation by Mayor Law was read declaring January 2014 to be "National
Mentoring Month" in the City of Renton in tribute to the many dedicated
individuals who volunteer their time, compassion, and talents to mentor young
people, and encouraging all citizens to join in this special observance and give
back to the community as mentors. MOVED BY PERSSON, SECONDED BY
PALMER, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED.

ADMINISTRATIVE REPORT
Mara Fiksdal, Community In Schools of Renton Mentor Program Manager,
accepted the proclamation. She reported that last year 192 children spent one
hour a week with a mentor, which is a total of 2,885 hours of mentoring. She
encouraged anyone interested in mentoring to contact Community In Schools
of Renton. Ms. Fiksdal also thanked the City for allowing employees to become
mentors.

Chief Administrative Officer Jay Covington reviewed a written administrative
report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2014 and beyond. Item noted
was:

* The Renton Meal Coalition is in desperate need of donations of snacks
(individually wrapped granola bars, peanut mix, raisins, etc.), fruit like
bananas and mandarin oranges, breakfast cereal or individually wrapped
breakfast pastries, and items for lunches (sandwich meat, cheese, fruit for
lunches, individual packages of cookies or chips, and string cheese). These
items will help the homeless men at the ARISE shelter, who are working
towards self-sufficiency and permanent housing. Items can be taken to the
Salvation Army, 720 S. Tobin St., Monday through Friday, 9 a.m. to 4 p.m.,
or 5:30 p.m. to 6:30 p.m. during the community supper. Let the Salvation
Army staff know these items are for ARISE.
Howard McOmber (Renton) stated that he was asked by Chris Aird, Captain of
the Salvation Army, to get the word out about the need for more donations. He
remarked that donations of food and money are down this year and the
demand is greater than ever. He also expressed appreciation for the City's
support in opening cold weather shelters during the past month. Additionally,
Mr. McOmber advocated for more owner-occupied affordable housing in the
Renton Highlands.
Larry Mark (Bellevue) stated that he is a pastor at a church in the Renton
Highlands and has been a mentor with Community In Schools of Renton (CISR)
for the past three years. He reported that over 860 youth were served by the
program last year, 93% live in poverty, 211 are homeless, 83% maintained or
improved their academic performance, and 96% of both parents and teachers
indicated that students served by CISR have a better attitude and improved
behavior. Concluding, Pastor Mark stated that mentoring at-risk youth is a
privilege, and encouraged more people, especially men, to become mentors.

ADJOURNMENT
Community and Economic Development Department recommended approval
of the proposed Legalized Marijuana Work Program, which establishes the
process of developing the City's regulations regarding legalized marijuana.
Refer to Planning and Development Committee.
Human Resources and Risk Management Department recommended approval
of the 2013-2015 Collective Bargaining Agreement with the Renton Police
Officers' Guild - Commissioned personnel, which includes housekeeping
amendments, base wage increases, premium pay increases, and other changes.
Council concur.

Community and Economic Development Department requested authorization
to hire a Senior Planner at Step E of the Grade a28 salary scale, effective
12/16/2013. Refer to Finance Committee.
Councilmember Briere noted that the candidate previously worked for the City
at this position and pay grade. MOVED BY BRIERE, SECONDED BY PALMER,
COUNCIL APPROVE CONSENT AGENDA ITEM 8.c. AS COUNCIL CONCUR.
CARRIED.
Council President Persson presented a plaque to Councilmember Randy
Corman in recognition of his outstanding service to the City and the Renton
community as President of the City Council during 2013.
Finance Committee Chair Briere presented a report recommending approval of
Claim Vouchers 325956 - 326338, six wire transfers and two payroll runs with
benefit withholding payments totaling $19,524,450.42, and payroll vouchers
including 1,445 direct deposits and 93 payroll checks totaling $3,294,083.10.
MOVED BY BRIERE, SECONDED BY PALMER, COUNCIL CONCUR IN THE
COMMITTEE REPORT. CARRIED.
Finance Committee Chair Briere presented a report recommending granting the
waiver requested for water, sewer, and King County METRO related charges
due to a main line water leak at Westgate Condominiums (Account #6322-000),
2300 Benson Rd. S., Building B, in the total amount of $14,182.91. The
adjustment includes City water ($2,220.74); City sewer ($4,214.43); and King
County METRO ($7,747.91) charges above normal usage. MOVED BY BRIERE,
SECONDED BY PALMER, COUNCIL CONCUR IN THE COMMITTEE REPORT.
CARRIED.
