CALL TO ORDER Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

ADMINISTRATIVE REPORT Chief Administrative Officer Jay Covington reviewed a written administrative
report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2014 and beyond. Items
noted were:
# Celebrate "Green Day at the Renton Farmers Market" on Tuesday, July 8, at
Piazza Park, from 3 to 7 p.m. There will be demonstrations and information
from King Conservation District, Seattle Tilth, Waste Management,
Sustainable Renton, Shadow Habitat, Puget Sound Energy, and more.
Green Day sponsor, Younker Nissan will have the 100% electric Nissan Leaf®
car on display. TV and radio host Ciscoe Morris will be there for all of your
gardening needs and questions.
¥ VerCello Homeowners' Association will hold their annual picnic this
Wednesday, July 9, in their HOA area, located at llwaco PI. NE between NE
7th PI. & NE 7th Ct.
Cedar River Area Neighborhood Associations (Maplewood, Maplewood
Glen, Pioneer Place, Summerfield, Wonderland Estates) will hold their
annual picnic this Thursday, July 10, at Maplewood Park, located at 3400 SE
6th St.
Residents are encouraged to bring their favorite potluck dish and attend
the picnic to get to know their immediate and surrounding neighbors and
meet City representatives.
& The City of Renton's Community Services Department recently purchased
two pieces of outdoor elliptical exercise equipment as part of the South
King County multi-city initiative "I" CANN. The "I" CANN (Community
Activity Nutrition Network) initiative is a collaborative effort to help reduce
not only childhood but also adult obesity. The City of Renton and Valley
Medical, along with eight local cities, King County Public Health, King
County Parks, and businesses and organizations, are leading the charge to

help educate children and families about this chronic health issue and to
provide and promote healthy activity opportunities and nutritional
information.
The two elliptical machines were installed adjacent to the playground at
Gene Coulon Memorial Beach Park to encourage visitors to exercise. This is
an easy way for parents to exercise and still be able to watch their children.
Setting a good example of activity for your children is a great way to create
and keep healthy habits from youth through adulthood.
There are plans for additional outdoor exercise equipment to be installed in
other parks in the near future. If you are interested in learning more about
the "I" CANN initiative, please visit www.valleymed.org/icann.
Diane Dobson (Renton) expressed concern about the increase in criminal
activity among the homeless population residing along the only residential
neighborhood (N. Riverside Dr.) adjacent to the Cedar River Trail. She
remarked that she has consistently reported this activity to the police
department to no avail. She requested that Council urge bicycle patrol officers
to patrol this stretch of the trail more frequently and to cite and arrest anyone
committing crimes. Ms. Dobson also stated that she finds it ironic that the City
recently accepted responsibility for a parcel of land to be named the Kenyon-
Dobson Park, yet cannot maintain the half mile stretch of trail near her home.
Mayor Law stated that he will be meeting with the Police and Community
Services departments to review this issue. He added that the City will provide a
response to her concerns.
Audrey Adams (Renton) suggested that the City could spend the $80,000 it
costs to annually fluoridate the water supply more efficiently by purchasing and
providing fluoride tablets and other dental products to people who request
them. She added that some of the money could also be spent to educate
children about the benefits of dental hygiene.
Items listed on the consent agenda are adopted by one motion which follows
the listing.
Approval of Council meeting minutes of 6/23/2014. Council concur.
City Clerk reported bid opening on 6/26/2014 for CAG-14-083, Maplewood
Creek and Madsen Creek Sediment Basin Cleaning Project 2014; four bids;
engineer's estimate $75,472.88; and submitted staff recommendation to award
the contract to the low bidder, Sierra Pacific Construction, in the amount of
$75,123.57. Council concur.
City Clerk reported bid opening on 7/1/2014 for CAG-14-089, S. 132nd St.
Sewer Extension project; six bids; engineer's estimate $254,752; and submitted
staff recommendation to award the contract to the low bidder, A Advanced
Septic Services, Inc., in the amount of $213,447.44. Council concur.
Community and Economic Development Department submitted King County
Boundary Review Board Closing Letter for the proposed Alpine Nursery
Annexation and recommended approval of the annexation. Council concur.

Community Services Department recommended waiver of all fees and charges
associated with the 2014 Renton River Days activities as requested by the
Renton River Days Board of Directors. Council concur.
Community Services Department recommended approval of a contract with
Imperial Demolition and Earthworks in the amount of $192,030.15 for the
Riverview Park Bridge Demolition project. Refer to Finance Committee.
Fire & Emergency Services Department recommended approval of an award
letter from the Washington State Military Department to accept Department of
Homeland Security Emergency Management Performance Grant funds in the
amount of $88,167 to support the emergency management program. Council
concur. (See page 206 for resolution.)
Transportation Systems Division recommended approval of a temporary, 90
non-consecutive calendar days, street closure of NE 31st St., between July 8
and December 31, 2014, in order to construct the NE 31st St. Culvert Repair
(Replacement Alternative - Bridge) project. Council concur. (See page 206 for
resolution.)
Transportation Systems Division submitted the annual updates to the Six-Year
Transportation Improvement Plan (2015-2020 TIP) and Arterial Street Plan.
Refer to Transportation (Aviation) Committee: set public hearing on 8/4/2014
to consider the TIP.
MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL CONCUR IN THE
CONSENT AGENDA AS PRESENTED. CARRIED.
Finance Committee Chair Briere presented a report recommending concurrence
in the staff recommendation to approve a five-year Site Lease Agreement and a
Memorandum of Lease with Verizon Wireless, LLC in the amount of $2,500 per
month to locate antennae on and near the Rolling Hills Reservoir.
The Committee further recommended that the Mayor and City Clerk be
authorized to execute the agreements.
MOVED BY BRIERE, SECONDED BY PALMER, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
Utilities Committee Chair Pavone presented a report recommending
concurrence in the staff recommendation to accept the low bid submitted by
Equity Builders, LLC in the amount of $145,799.25 for the Sewer Radio Panel
Relocation and Lift Station Improvements project.
The Committee also recommended that the Mayor and City Clerk be authorized
to execute the construction contract.
The Committee further recommended approval of a budget adjustment, in the
amount of $30,000 from the 2014 Sewer Replacement/Rehabilitation project
account (426.465502) to the Mill Ave. S. Manhole Rehabilitation project
account (426.465504). The budget adjustment associated with this project will
be included in the next budget adjustment ordinance.

Community Services Committee Chair Taylor presented a report recommending
concurrence in the staff recommendation to approve the 2015-2017 Joint
Interlocal Agreement with King County for the Community Development Block
Grant program.
The Committee further recommended that the resolution regarding this matter
be presented for reading and adoption.
MOVED BY TAYLOR, SECONDED BY PAVONE, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED. (See later this page for resolution.)
Transportation (Aviation) Committee Chair Palmer presented a report
recommending concurrence in the staff recommendation to approve the
termination of Boeing Substation B-l from the leased area under The Boeing
Company lease LAG-10-001, resulting in an annual rate decrease of $298.98.
The Committee further recommended that Mayor and City Clerk be authorized
to sign the lease amendment.
MOVED BY PALMER, SECONDED BY PAVONE, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
The following resolutions were presented for reading and adoption:
A resolution was read authorizing the Mayor and City Clerk to accept an
Emergency Management Performance Grant from the State of Washington
Emergency Management Division. MOVED BY TAYLOR, SECONDED BY PALMER,
COUNCIL ADOPT THE RESOLUTION AS READ. CARRIED.
A resolution was read authorizing and ratifying the temporary total closure of
NE 31st St. from 2100 NE 31st St. to 2230 NE 31st St. MOVED BY PALMER,
SECONDED BY PERSSON, COUNCIL ADOPT THE RESOLUTION AS READ.
CARRIED.
A resolution was read authorizing the Mayor and City Clerk to enter the City of
Renton into an interlocal agreement with King County entitled "Joint Interlocal
Agreement Regarding the Community Development Block Grant Program."
MOVED BY TAYLOR, SECONDED BY PAVONE, COUNCIL ADOPT THE RESOLUTION
AS READ. CARRIED.
The following ordinance was presented for first reading and referred to the
7/14/2014 Council meeting for second and final reading and adoption:
An ordinance was read annexing certain unincorporated territory,
approximately 17.1 acres, of which the northern and a portion of the eastern
boundaries are coterminous with existing City limits. The area is bordered to
the south by parcel lines located near SE 146th PL, by 161st Ave. SE and parcel
lines to the east, parcel lines in proximity to SE 142nd PI. to the north, and by
160th Ave. SE to the west; Alpine Nursery. MOVED BY PRINCE, SECONDED BY
BRIERE, COUNCIL REFER THE ORDINANCE FOR SECOND AND FINAL READING ON
7/14/2014. CARRIED.

Volunteer Opportunity
ADJOURNMENT
Audrey Adams (Renton) advocated for more volunteers to help the REACH
(Renton Ecumenical Association of Churches) program make sandwiches for the
City's homeless population. She stated that anyone interested in volunteering
should contact Maggie Breen at the Salvation Army, at 425-238-7915.
Mayor Law expressed appreciation to the volunteers who help this great
program.
