Mayor Denis Law called the meeting of the Renton City Council to order and led
the Pledge of Allegiance to the flag.

A proclamation by Mayor Law was read declaring July 2014 to be "Parks and
Recreation Month" in the City of Renton and encouraging all residents to enjoy
and recognize the many benefits of the City of Renton parks and recreation
facilities and programs. MOVED BY TAYLOR, SECONDED BY CORMAN, COUNCIL
CONCUR IN THE PROCLAMATION. CARRIED.
Community Relations and Events Coordinator Sonja Mejlaender accepted the
proclamation. She stated that the proclamation serves to raise awareness of
the national campaign "Out is In." She explained that 28% of adults do not
spend any time outdoors or participating in leisure activities. She encouraged
the public to utilize the City's new interactive calendar that provides 31 days of
suggested outdoor activities in Renton. She added that the month of July is
already posted to the City's website.
A proclamation by Mayor Law was read declaring June 24, 2014 to be "Peace
Run Day" in the City of Renton and encouraging all citizens to embrace the
message of goodwill, benevolence, and compassion that the Peace Run
promotes and to strive for harmony at home, in our schools, in our
communities, and in our nations. MOVED BY TAYLOR, SECONDED BY CORMAN,
COUNCIL CONCUR IN THE PROCLAMATION. CARRIED.
Rupasi Young, Regional Coordinator for the 2014 Peace Run, accepted the
proclamation. She explained that the event started in 1987, and has traveled
through more than 140 countries. She stated that the purpose of the run is to
relay the simple message that peace starts in the heart of each person, and
everyone can make a positive difference in their community. Ms. Young also
noted that the event organizers will be meeting with several Boys and Girls
Clubs in the region to promote their message of peace.

Ban Information
ADMINISTRATIVE REPORT
Community Relations and Events Coordinator Sonja Mejlaender announced
that this year marks the twelth annual 4th of July Celebration at Gene Coulon
Memorial Beach Park. She explained that the event is free, the park opens at 7
a.m., there will be stage entertainment and activities for children, and the day
culminates with a professional fireworks display from Ivar's waterwalk at 10
p.m. Ms. Mejlaender also thanked event sponsors.
Lead Fire Inspector Ted Hickey reported that the Fire & Emergency Services
Department has been working to educate citizens about the ongoing fireworks
ban. He stated that data proves that City fire losses have been significantly
lower since the ban was initiated. He reported that Fire and Police Department
personnel will be working in teams to write citations for violations and to
confiscate illegal fireworks. Mr. Hickey also reported that fireworks ban
information has been announced via Renton Cable Channel 21, the Community
Center and Fire Station #13 reader boards, press releases, and through the
City's emergency notification system, Code Red. He reiterated that fireworks
will be confiscated, and citations will be given to people who violate the ban.
Responding to Councilmember Taylor's inquiry, Mr. Hickey confirmed that
there will be two teams of Fire and Police personnel working together. He
added that there will also be other teams of Fire personnel supplementing the
endeavor.
Mayor Law remarked that this issue is confusing because fireworks are still
legal in unincorporated King County while most cities have opted to ban them.
He explained that families can go to Fairwood and buy fireworks without
understanding that they are illegal in Renton City limits. He added, however,
that the City will be uniform in terms of confiscation and people who buy the
very dangerous M-80 and M-90 types of fireworks will be criminally cited.
Councilmember Corman shared the history of the fireworks ban. He noted that
after the ban was implemented the fireworks lobby funded a campaign to
overturn the ban, but was voted down by a two to one margin.
Chief Administrative Officer Jay Covington reviewed a written administrative
report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2014 and beyond. One item
noted was:
# The Rolling Hills Homeowners Association, which includes Rolling Hill Condo
and Steeple Chase Hill Condo Associations, will hold their annual combined
neighborhood picnic, this Wednesday, June 25, from 5:30 to 7:30 p.m. at
their common area, located at 1601 Rolling Hills Ave. SE.
Maplewood Estates Neighborhood will hold their annual picnic this
Thursday, June 26, in their common area, located at Orcas & SE 2nd St.,
from 5:30 to 7:30 p.m.
Residents are encouraged to bring their favorite side dish and attend their
designated picnic to get to know their immediate and surrounding
neighbors and meet City representatives.

# Those interested in pursuing a career in public safety are invited to attend
the Public Safety Career Fair at the Renton Pavilion Events Center on
Tuesday, June 24, from 10 a.m. to 3 p.m. Numerous career opportunities
are available, including: Police officers and deputy sheriffs; corrections
officers and juvenile detention officers; firefighters and paramedics; and 9-
1-1 dispatchers and communication officers. Mini-seminars will be held
throughout the day, including seminars on the background and polygraph
process, navigation of the public safety hiring maze, and interviewing tips
from an expert. Free admission and two hours of free parking located
adjacent to the Renton Transit Station are provided. For more information

AUDIENCE COMMENT Anna Pergamo (Renton) stated that she believes the City passed a nuisance
Citizen Comment: Pergamo - ordinance last year that allows for businesses to be fined if they exceed a
Nuisance Ordinance certain amount of police calls. She stated that she knows the Home Run tavern
Enforcement at Home Run has met that quota because she and her neighbors call the police every
Tavern Thursday, Friday, Saturday and Sunday for noise disturbances. She added that
she was hesitant to complain about the Home Run tavern because her
neighbors told her the City allows the business to stay open because it needs
the revenue. Ms. Pergamo also stated that three people have been killed in
their parking lot, and asked if the nuisance law had been applied to this
business.
Mayor Law stated that the City is not allowing the business to stay open in
order to collect revenues. He emphasized that the he understands her
frustration, and stated that the City has put a lot of resources into monitoring
the business and being proactive by clearing the crowds before they get out of
hand. Mayor Law also clarified that the nuisance ordinance requires that
certain serious offenses have to occur within a set period of time, and Home
Run has not yet met that threshold. He added that the ordinance will be
reviewed to see if alterations are needed.
Continuing, Mayor Law stated that the administration is also frustrated with
this business. He reported that there have been three shootings this year, and
eight since 2012. He stated that with over 200 calls for police service since
2012, this business is clearly the City's number one problem establishment.
Mayor Law also remarked that he believes Renton is the only City to go after
property owners who cannot control their tenants. He emphasized that the
City is doing everything it can to change the pattern of behavior at this
establishment.

Senior Assistant City Attorney Mark Barber confirmed that the ordinance may
need to be revised in order to be more effective. He also pointed out that the
only way to truly know if the ordinance will work is by going to court.
Mayor Law added that he plans to communicate this public safety concern to
the Liquor Control Board. He emphasized that there is a concern to Renton
citizens and police officers because shots have actually been fired while officers
were in their parking lot. He reiterated that the City is doing everything it can
to get the situation under control.
Councilmember Corman remarked that problem businesses actually cost the
City money. He stated that City finds business owners who cannot control their
tenants unacceptable, and he believes it is not right that taxpayers are
essentially subsidizing these types of businesses that place a high demand on
the police department. Mr. Corman urged Ms. Pergamo to understand that
City officials do care about what is happening in her neighborhood.

Approval of Council meeting minutes of 6/16/2014. Council concur.
Mayor Law reappointed the following individuals to the Planning Commission
for three-year terms expiring 6/30/2017: Michael O'Halloran and Kevin Poole.
Council concur.
Mayor Law reappointed Al Dieckman to the Parks Commission for a four-year
term expiring 6/1/2018. Council concur.
Court Case filed by Randall Hougland, represented by Robert Goldsmith,
Attorney for Plaintiff, vs. 2001 Nissan Pathfinder, Defendant in Rem, and the
Renton Police Department, regarding moving the forfeiture hearing from the
Hearing Examiner to District Court. Refer to City Attorney.
Community Services Department recommended approval of the 2015-2017
Joint Interlocal Agreement for Community Development Block Grants with King
County for the purpose receiving and allocating the estimated $664,905 in
grant funds. Refer to Community Services Committee.
Utility Systems Division submitted CAG-13-037, Emergency Power for CCTF
2013 project; and requested approval of the project, authorization for final pay
estimate in the amount of $5,475, commencement of a 60-day lien period, and
release of retainage in the amount of $6,285.81 to High Mountain Electrical,
Inc., contractor if all required releases are obtained. Council concur.

Finance Committee Chair Briere presented a report recommending approval of
Claim Vouchers 329926 - 330284, three wire transfers and one payroll run with
benefit withholding payments totaling $8,034,350.46 and payroll vouchers
including 725 direct deposits and 73 payroll checks totaling $1,655,400.93.

Finance Committee Chair Briere presented a report recommending concurrence
in the staff recommendation to award the construction contract for the Cedar
River Gabion Repair project, as solicited through the small public works roster
process, to Jansen Inc. in the amount of $192,424.35. The Committee also
recommended that the Mayor and City Clerk be authorized to execute the
contract.
The Committee further recommended that staff be authorized to expend an
amount not to exceed the estimated total project budget amount of
$269,346.79. Upon project closeout, staff will return to Council for a project
update and final budget adjustment. The City's Grant Match Fund
(316.332011.020.594.76.61.000) has been identified to cover potential
increased project expenditures.

Finance Committee Chair Briere presented a report recommending concurrence
in the staff recommendation to approve the Consortium Fiber Project
Agreement 64, which will provide a 288 count fiber optic cable for Consortium
member use as a segment in the Consortium's Ring Around the Lake goal and
install a 72 strand count fiber optic backbone cable for the exclusive use of the
City of Tukwila from SW Grady Way/lnterurban Ave. S. to S. 120th PI. and E.
Marginal Way and Sabey Data Center.
The Committee further recommended that the Mayor and City Clerk be
authorized to sign the agreement.

COMMITTEE RECOMMENDATION. CARRIED.
Finance Committee Chair Briere presented a report recommending concurrence
in the staff recommendation to update the resolution authorizing investment in
the State of Washington's Local Government Investment Pool.
The Committee further recommended that the resolution regarding this topic
be presented for reading and adoption.

Finance Committee Chair Briere presented a report recommending concurrence
in the staff recommendation to approve the conversion of a Fire Lieutenant
position (grade f71) to a Fire Captain position (grade f72) due to the level of
authority required to manage the department's health and wellness programs.
The additional cost is to be absorbed in the existing budget.
