Council: Passing of Mr. Prince requested a moment of silence in honor of Councilmember Terri Councilmember Terri Briere Briere. Council: Councilmember Mr. Prince read a written a statement from Mayor Denis Law: Position No. 6 Announcement `The City and this community have lost a good friend and leader with the death of Councilmember Terri Briere. As a lifelong resident, Terri was a devoted cheerleader for Renton. And she was a valued member of the City Council, who earned the respect of this administration and City employees in her commitment to work with us in improving our service to the public, and the quality of life for Renton residents. Terri was always engaged in City issues and helped develop strong policies for the City through her collaborative communication style. She was equally involved in community organizations and constantly volunteered her time and expertise. I hope that the Briere family finds some comfort in knowing that Terri played a big role in helping make Renton a great place to live and work. With the passing of Councilwoman Briere a vacancy has been created on the Renton City Council. Following the Council Policy and Procedure #800-10, 1 am officially acknowledging the vacancy, and requesting and encouraging all qualified persons who desire to be considered for appointment to fill the Council vacancy to submit a letter of interest, accompanied by any additional materials outlining the person's interests and qualifications and letters of support from individuals or organizations, to the City Clerk. Council, I have reviewed the Council meeting minutes of the last two times the City Council filled a vacancy, as well as our Policy and Procedure addressing this issue. Based on that information we are setting a date for December 1, 2014, at 12:00 noon, as the deadline for receiving letters of interest and accompanying information for the Council vacancy." November 17, 2014 Renton City Council Minutes Page 338 SPECIAL PRESENTATION Matthew Shepherd, representing the Municipal Arts Commission and Renton Report's FilmFrenzy reelRenton, remarked that the film industry has really exploded in Renton over People's Choice Award the past year. He explained the mission of reelRenton, and noted that seven film -related events were held in the City in 2014. Mr. Shepherd introduced Brian Beckley, Editor for the Renton Reporter. Mr. Beckley announced that this year's winner of the Renton Reporter People's Choice Curvee Award are the Film Vandals for their film "Rewriting Renton." He added that the film crew also won "Best Use of Renton" award, and third place overall in the open division. He presented the award to Eric Showacy. Mr. Showacy expressed appreciation for the award. He noted that the Film Vandals won both the People's Choice award and the "Best Use of Renton" award two years in a row. He boasted that they will be back to win again next year. AUDIENCE COMMENT Howard McOmber (Renton) expressed his condolences to the Briere family and Citizen Comment: McOmber— the City. He remarked that he had worked with Councilmember Briere on the Harambee Cold Weather second Highlands Task Force. He stated that Ms. Briere worked very hard to Shelter make Renton a better place to live and work. Additionally, Mr. McOmber thanked City officials for opening the Harambee Cold Weather Shelter during the recent snap of cold weather. CONSENT AGENDA Items listed on the consent agenda are adopted by one motion which follows the listing. Council: Meeting Minutes of Approval of Council meeting minutes of 11/3/2014. Council concur. 10/27/2014 Court Case: Smith, CRT-14-010 Court case filed by Jeffrey R. McKee vs. the City of Renton, et al. Refer to CCU Attorney and Insurance Services. Budget: 2014 Year-end Administrative Services Department recommended approval of the 2014 year - Amendments end 2013/2014 Biennial Budget amendments, increasing appropriations by $6,375,319 with the total amended budget to be $609,250,946 for the biennium. Refer to Finance Committee. Attorney: Amend RMC 1-3-1.13, City Attorney Department recommended amending RMC 1-3-1.13, Remedies Remedies and Penalties and Penalties, to allow the City's use of South Correctional Entity Regional Jail (SCORE) or another appropriate facility for the imposition of jail time. Refer to Public Safety Committee. Attorney: Amend RMC 6-28- City Attorney Department recommended amending RMC 6-28-6.C, Race 6.C., Race Attendance Attendance, by updating penalties for violation of Stay Out of Areas of Racing (SOAR) orders to be consistent with RMC 1-3-1. Refer to Public Safety Committee. Attorney: Public Safety City Attorney Department recommended adoption of the resolutions Emergency Radio Network, authorizing the implementation and operator interlocal agreements for the Interlocal Agreement Public Safety Emergency Radio Network (PSERN). Council concur. (See page 339 for resolutions.) CED: Sunset Planned Action Community and Economic Development Department recommended a public Ordinance Amendment hearing be set on 12/1/2014 to consider adopting the amended Sunset Planned Action ordinance. Refer to Committee of the Whole; set public hearing. November 17, 2014 Renton City Council Minutes Page 339 CED: Moratorium on Community and Economic Development Department recommended setting a Residential Development in public hearing on 12/1/2014 to consider the moratorium on residential the CA & RMF Zones development adopted 11/3/2014. Council concur; set public hearing. Fire: 2014 Emergency Fire & Emergency Services recommended approval of an agreement with the Management Program, EPMG Washington State Military Department to accept Department of Homeland Grant Funds Security Emergency Management Performance Grant (EPMG) funds in the amount of $53,167 to support the emergency management program; and recommended adjusting the budget as necessary. The total grant amount (budgeted and unbudgeted) is $88,167. Council concur. Lease: Term Extension, Transportation Systems Division recommended approval of Amendment No. 1 Landing Gear Work, LAG-13- to LAG-13-005, with Landing Gear Works, LLC, increasing their leased area and 005 extending the expiration date for an additional 18 months to 8/31/2016. Refer to Transportation (Aviation) Committee. MOVED BY PERSSON, SECONDED BY PAVONE, COUNCIL CONCUR IN THE CONSENT AGENDA AS PRESENTED. CARRIED. RESOLUTIONS AND The following resolutions were presented for reading and adoption: ORDINANCES RESOLUTION #4233 A resolution was read authorizing the Mayor and City Clerk to enter into an Attorney: Implementation interlocal agreement with King County and the cities of Auburn, Bellevue, PSERN Federal Way, Issaquah, Kent, Kirkland, Mercer Island, Redmond, Seattle, and Tukwila regarding the implementation of the Puget Sound Emergency Radio Network. MOVED BY PERSSON, SECONDED BY PAVONE, COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. RESOLUTION #4234 A resolution was read authorizing the Mayor and City Clerk to enter into an Attorney: Operator PSERN interlocal agreement with the cities of Auburn, Bellevue, Federal Way, Issaquah, Kent, Kirkland, Mercer Island, Redmond, Seattle, and Tukwila entitled Puget Sound Emergency Radio Network Operator Interlocal Cooperation Agreement. MOVED BY PERSSON, SECONDED BY PAVONE, COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. AUDIENCE COMMENT Beth Asher (Renton) thanked City officials for opening the Harambee Cold Citizen Comment: Asher— Weather Shelter during the recent snap of cold weather. She shared stories of Harambee Cold Weather helping people during the cold weather. She added that the Harambee shelter Shelter is open from 8 p.m. to 8 a.m. Councilmember Palmer added that Harambee is also one of the few shelters that allow men, women, and families. She stated that the organization has separated facilities. She thanked everyone who volunteers to support the shelter. ADJOURNMENT MOVED BY PERSSON, SECONDED BY PAVONE, COUNCIL ADJOURN. CARRIED.
