MOVED BY TAYLOR, SECONDED BY PRINCE, COUNCIL EXCUSE ABSENT COUNCILMEMBERS TERRI BRIERE AND ARMONDO PAVONE. CARRIED. PROCLAMATION A proclamation by Mayor Law was read declaring November 2014 to be Pancreatic Cancer Awareness "Pancreatic Cancer Awareness Month" in the City of Renton and encouraging Month - November 2014 everyone to join in this special observance. MOVED BY TAYLOR, SECONDED BY PALMER, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. Michelle Bouchor and her mother Karen accepted the proclamation. She explained that her mother will be a 13 year pancreatic cancer survivor in February. She thanked City officials for bringing attention to this issue. Councilmember Taylor mentioned that Washington State Representative Roger Freeman recently succumbed to cancer. SPECIAL PRESENTATION Police Chief Kevin Milosevich announced the following employee promotions: Police: Employee Recognition Jon Schuldt to Commander, with Lance Gray and Jeff Hardin each promoted to & Promotions Sergeant. Chief Milosevich also recognized Officer Frank Heerspink and Officer Scott Phipps each for their more than 20 years of service to the department. He awarded both officers Meritorious Service Medals. Chief Milosevich described an incident that occurred on April 12, 2014 that turned out to be a homicide in progress inside an apartment at 1300 S. Eagle Ridge Dr. He awarded Officers Shawn Tierney and Rob Ylinen the department's Distinguished Service Medal for their actions that day. Additionally, Chief Milosevich reported that officers responded to a fire at the Regency Woods apartment complex on July 19, 2014. He described the actions taken by several officers at that incident. Chief Milosevich awarded the Medal of Valor to Sergeant Tracy Merrill, and awarded the Medal of Valor and Life Saving Medal to Officers Brett Ferguson, Shawn Tierney, and Rob Ylinen. Mayor Law remarked that Renton citizens appreciate the great service these officers provide, and the City is honored to have them in the department. Council President Persson remarked that as a retired police officer he is sincerely appreciative of the officer's families for their role in supporting their husbands and wives. Approval of Council meeting minutes of 10/27/2014. Council concur. Court case filed by Ramayya Smith, represented by Dann D. Sheffield, Attorney for Plaintiff, versus the City of Renton, et al. Refer to Citv Attorney and Insurance Services. Administrative Services Department recommended confirmation of the appointment of Jason Seth as the new City Clerk at pay grade M30, Step A, effective 11/1/2014. Council concur. Community and Economic Development Department recommended approval to revise the amounts of the impact fees collected on behalf of the Issaquah School District to $4,560 for single-family and $1,458 for multi-family units, the Kent School District to $5,486 for single-family and $3,378 for multi-family units (no change from 2014), and the Renton School District to $5,541 for single- family and $1,360 for multi-family units; and adopt the 2014 Issaquah School District Capital Facilities Plan, the Kent School District 2014/2015 through 2019/2020 Capital Facilities Plan, and 2014-2020 Renton School District Capital Facilities Plan. Refer to Finance Committee: set public hearing on 11/24/2014. Community and Economic Development Department recommended adoption of a resolution establishing a six-month moratorium on residential development within the CA (Commercial Arterial) and RMF (Residential Multi- Family) zones, except within the City Center Community Plan Area, and calling for a public hearing within 60 days of adoption. Council concur. (See page 330 for resolution.) Police Department recommended approval of an interlocal agreement with King County for use of Electronic Fingerprint Capture Equipment. Council concur. (See page 330 for resolution.) Public Works Department recommended approval of Amendment No. 1 to the 2014 Waste Reduction & Recycling City Grant (WRR Grant) to modify the grant scope of work which replaces the Multifamily Recycling Education task and the Every-Other-Week Collection Evaluation task with the Compost Contamination Education Program task. Council concur. MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL CONCUR IN THE CONSENT AGENDA AS PRESENTED. CARRIED. Council President Persson presented a Committee of the Whole report stating that the Sunset Neighborhood Park Master Plan supports the Sunset Area Community Investment Strategy adopted by the Renton City Council on November 23, 2009. The Master Plan represents a collaborative effort between multiple City departments, public and private partners, and the community to provide opportunities for active and healthy lifestyles; environmental sustainability; interpretation and education, area culture and history; and community connections. November 3, 2014 Renton City Council Minutes Page 330 RESOLUTIONS AND ORDINANCES RESOLUTION #4230 Police: Electronic Fingerprint Capture Equipment, King County RESOLUTION #4231 CED: CA & RMF Zones Residential Development Moratorium RESOLUTION #4232 Budget: 2015/2016 Fee Schedule ORDINANCE #5730 Budget: Authorize 2015 Property Tax Levy ORDINANCE #5731 Budget: Establish 2015 Property Tax Levy The Preliminary Sunset Neighborhood Park Master Plan was presented to the Board of Park Commissioners on October 14, 2014. The Board of Park Commissioners recommended the Sunset Neighborhood Park Master Plan be adopted with the recommendation forwarded to the City Council. The Committee of the Whole recommends concurrence in the Board of Park Commissioners' recommendation to adopt the Sunset Neighborhood Park Master Plan. MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. Councilmember Corman expressed gratitude for the impressive work the Community Services Department and the Park Board have done on the Sunset Neighborhood Park Master Plan. He recommended displaying the park information prominently on the City's website. The following resolutions were presented for reading and adoption: A resolution was read authorizing the Mayor or designee to enter into an interlocal agreement with King County regarding the use of Electronic Fingerprint Capture Equipment. MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. A resolution was read establishing a moratorium on accepting applications for residential development within the CA (Commercial Arterial) and RMF (Residential Multi-Family) zones, except within the City Center Community Area and for previously approved and valid land use applications. MOVED BY PRINCE, SECONDED BY PALMER, COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. Mayor Law thanked Council for establishing this moratorium. He explained that the administration and Council have received numerous phone calls from citizens expressing concern about traffic issues in Renton. He added that residents are also concerned that the City is allowing apartments to be built in areas where there is no public transportation and street improvements. Mayor Law further explained that the purpose of the moratorium is to provide Council an opportunity to have a meaningful discussion on this topic at their upcoming retreat. A resolution was read adopting the 2015/2016 City of Renton Fee Schedule. MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL ADOPT THE RESOLUTON AS PRESENTED. CARRIED. The following ordinances were presented for second and final reading: An ordinance was read authorizing the property tax levy for the year 2015. An ordinance was read establishing the property tax levy for the year 2015 for general City operational purposes in the amount of $36,420,000. An ordinance was read amending Section 8-1-10 of Chapter 1, Garbage, of Title VIII (Health and Sanitation), of City Code, relating to year 2015 and 2016 services and utility rates for all customer classes. An ordinance was read amending Title V (Finance and Business Regulations), of City Code, imposing a Business and Occupation Tax and adopting a new Chapter 5-25, entitled "Business and Occupation Tax Code." MOVED BY PERSSON, SECONDED BY PRINCE, COUNCIL ADOPT THE ORDINANCE AS READ. ROLL CALL: ALL AYES. CARRIED. An ordinance was read amending Section 5-5-3 of Chapter 5, Business Licenses, of Title V (Finance and Business Regulations), of City Code, by clarifying the methods of calculation of Business License Fees and restating the Section entitled "Exemption." An ordinance was read amending Subsection 5-4-2.C of Chapter 4, Animal Licenses, of Title V (Finance and Business Regulations), of City Code, by reducing the age for City residents to qualify for discounted animal licenses available to low income seniors. An ordinance was read adopting the Biennial Budget for the years 2015/2016, in the amounts of $243,543,692 and $242,343,675, respectively. Mayor Law thanked Council for their hard work on the budget; and noted that it was completed early. Council President Persson called for nominations and the election of the 2015 Council President and President Pro tem. He nominated Councilmember Ed Prince for 2015 Council President.
