NARRATIVE
On February 9th, 2026, at approximately 1530 hours, I was dispatched to a collision involving a single
vehicle and a child at the Alair Apartments, 510 Stevens Ave SW, building S, within the City Limits of
Renton, County of King, State of Washington. Dispatch advised that the child felt dizzy and was
throwing up.
Upon arrival, I contacted the parties involved and determined that the child was complaining of
dizziness. The Renton Regional Fire Authority (RRFA) arrived on scene and treated the child and
stated he sustained a minor concussion and was being transported to Valley Medical Center.
The child was identified as 10-year-old Ian Brubaker-McGough (12/09/2015). 1 spoke with the child's
mother Olivia C. Brubaker and she told me she observed the entire incident and mentioned that no
visible injuries were seen on Ian. Olivia explained that Ian was riding his scooter from 4th Ave SW
and towards the front of building S. While going down the hill, Ian sat down on his scooter. As he
approached the third last covered parking bay, Unit#1 pulled out of their parking stall and struck Ian.
Ian fell but immediately got up and said, "I'm okay." Olivia said it was the driver's fault and her son's
fault. They failed to exchange information.
While checking the scene, Olivia identified the involved vehicle which was parking in its stall. Unit#1
was identified as a Toyota Scion FRS. The registered owner was Carlo R. Para who lives in unit
#S 106.
1 spoke with Carlo at his apartment, and he admitted to being involved in the collision. He stated he
was exiting his parking stall when the collision occurred. He was unable to see the child sitting on his
scooter as he rode down the hill. Carlo said his view was obstructed by two vehicles as he exited the
parking stall. As he moved forward, Ian hit his vehicle. Carlo tried exchanging information, but the
mother (Olivia) took her children inside.
I collected everyone's information and provided the parties involved with an exchange of information.
No crimes or traffic violations were committed in this incident so this is an informational report only.
