Notice is hereby given that Proposals from interested parties will be received by the City of Renton,
Washington (the “City”) for: Proposer of Site Improvements RFP
Proposals to be submitted via email to: City of Renton, Attn: Paul Hintz, email address:
phintz@rentonwa.gov
Proposals from firms, developers, businesses, or any combination thereof (“Proposers”) received
later than 3:00 p.m. on April 1, 2026, may not be considered.
A copy of this Request for Proposals (“RFP”) may be obtained from City’s website at Bids, Proposals,
Qualifications & Other Procurement Solicitations | City of Renton.
The City reserves the right to reject any and all submissions, and to waive irregularities and
informalities in the submittal and evaluation process. This RFP does not obligate the City to pay any
costs incurred by Proposers in the preparation and submission of Proposals. Furthermore, this RFP
does not obligate the City to accept or contract for any expressed or implied services.
A Proposal that indicates that any of the requested information in this RFP will only be provided if
and when the Proposer is selected as the apparently successful Proposer is not acceptable, and, at
the City’s sole discretion, may disqualify the submission from consideration.
The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42
U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all Proposers that it will affirmatively
ensure that disadvantaged business enterprises will be afforded full and fair opportunity to submit
Proposals in response to this RFP and will not be discriminated against on the grounds of race, color,
national origin, or sex in consideration for an award of any contract entered into pursuant to this RFP.
In addition to nondiscrimination compliance requirements, any Proposers ultimately awarded a
contract shall comply with federal, state and local laws, statutes and ordinances relative to the
execution of the work. This requirement includes, but is not limited to, protection of public and
employee safety and health; environmental protection; waste reduction and recycling; the
protection of natural resources; permits; fees; taxes; and similar subjects.

Scope and Approach
The City is considering whether to declare as surplus to the City’s needs, and then offering for sale
at fair market value, a certain City-owned parcel of land, as described herein, for the purpose of

creating a vibrant land use that will contribute to the City’s economic development goals and further
the Renton Downtown Civic Core Vision and Action Plan. The land (Tax Parcel ID 5696000070) is
currently subject to an Interlocal Agreement with King County, and has been developed as a bus-
only street for transit service. It is located between Burnett Avenue South and Logan Avenue South
in downtown Renton (the “Site”) (see Attachment A). The City is open to possible lot line
adjustments, an example of which is shown in Attachment B; any such adjustments would be
subject to City application and permitting processes. Additionally, any proposed lot line adjustment
that would expand the property to include any portion of the southern abutting lot would need to
ensure that property can function as intended (e.g., maintain vehicle access for deliveries, provide
an area for refuse containers, etc.).
The City envisions the Site will be developed with a vibrant, family friendly, experience-based
business drawing high foot traffic on a daily basis. For the purpose of this RFP, “experience-based
business” means “a business that provides an activity or product for which a customer must be
present and on site to experience.” Experience-based business could include one or more of the
following: recreational facilities or athletic facilities, entertainment or educational facilities, or other
businesses offering immersive experiences (referred to as the “Facilities” or “Improvements”) that
will create an experiential use supporting and providing economic benefits to the City and
surrounding area but not competing with other uses or businesses in the downtown area. The City
also anticipates that the Facilities or Improvements would include public restrooms which the City
could lease and maintain, or other public benefits.
The City seeks Proposals from parties interested in designing, constructing, and managing/operating
the Facilities. The City welcomes Proposals to further the City’s economic development, tourism,
and support for local businesses.
The City anticipates the most likely development scenario as follows: the Proposer will submit a
proposed design of the Facilities for consideration by the City and, subsequent to any iterations of
the design and the City’s approval of the final design, and subject to termination of the current
Interlocal Agreement and determination to declare the property as surplus, the City will negotiate
and execute a purchase and sales agreement for the Site with the selected Proposer; the City will
convey the Site to the Proposer; the Proposer will design and construct the Facility or Facilities at its
sole cost and expense in accordance with the approved design. The City will retain an option to re-
purchase the Site equal to the original purchase price in the event that construction of the Facility is
not commenced and/or completed by certain dates to be determined. For an initial period of ten
years, the Site will be restricted to development and operation of the Facilities.
Design Requirements
Based upon currently available information, the Facilities will result in and meet the following:
Occupancy: Occupancy date will be determined with the Purchase and Sale Agreement.
It’s the City’s intention that this site will be redeveloped within two years of the current
transit center’s closure and departure from this site, which is anticipated to occur by the
end of 2028.
Construct frontage improvements in compliance with Renton Municipal Code along
Burnett Avenue South and Logan Avenue South prior to occupancy of the Facilities.

The Facilities will be constructed upon property currently owned by the City property (Tax
Parcel ID 5696000070), located in Renton, WA 98057 (a map / aerial photo identifying this
area is attached as Attachment A)
The Facilities or Improvements must provide tangible public benefits (e.g., public
restrooms accessible from City-owned property, public art, and/or high-quality
architecture).
City Council review and approval is required to surplus the real property, and to enter into a
Purchase and Sale Agreement.
RFP Process
The City expects the Facilities: will be functional, efficient, safe, and secure; will incorporate quality
systems and materials; will be distinctive in its urban design and architecture; and will offer excellent
economic value.
This RFP is intended to identify Proposals for the Site that best meet the vision of the Civic Core Vision
and Action Plan and the goals for this property, as described herein. Any Proposer interested in this
project and having the expertise, experience, financial, and other resources necessary to become
the Proposer is invited to tender a Proposal.
Proposals will be reviewed in a two-step process, the first of which is an evaluation according to the
submission criteria and available points described below. Proposers who tender a complete
Proposal submittal pursuant to the terms of this RFP will be identified as “Applicants,” and scored
according to the criteria below.
At the second step, up to the three (3) of the highest ranked Applicants, at the sole determination by
the City, will be identified as “Applicant Finalists.” Applicant Finalists will be invited to participate in
interviews and/or contract negotiations. Applicants not reaching the “Finalist” step will also be
contacted with the City’s determination.
Submission Criteria
Proposals should be prepared simply, providing straightforward, concise descriptions of the
Applicant’s capabilities to satisfy the requirements of the RFP. Proposals should not exceed 50
single-sided pages (8-1/2” x 11”) in length.
Proposals must include the following:
1. Identification of the parcel or parcels and detailed description of the proposed
Improvements/Facilities and public benefits, including a public restroom, that the Proposer
intends to develop on the parcel. (20 points)
2. Previous experience in the development of and operation of a business similar to that proposed
for this property. Include references and contact information for such development/business
(please identify the specific members of your prop osed team that have the required or preferred
relevant experience) (30 points balancing relative merits of the criteria below):
Project specific experience related to the design, construction, and management of
recreation and athletic facilities, or mixed-use developments.

Project specific experience related to the design, construction, and management of
recreational facilities or athletic facilities, or a commercial mixed-use building proposed
Improvements/Facilities for the Site, as applicable.
If the Applicant will not manage/operate the developed Facility itself, the proposed
manager/operator for the Facility, including name, address, and experience of a similar size
and scope. Please note, locally owned and operated businesses, with a long history of family
friendly business success in Washington state is preferred.
General project experience of a similar size and scope.
Company information including time the company has been in business and business
experience. Please identify if the Applicant business is a locally owned and operated
business, with a long history of family friendly business success in Washington state.
A list of names and phone numbers of at least three (3) client references that would be most
knowledgeable of your company’s performance on these similar projects. Please verify both
name and contact phone number in advance before including this information in the
Proposals.
3. Expertise of Key Personnel and/or Team Partners for Identified Roles (15 points balancing relative
merits of the criteria below)
Specialized experience and technical competence of the team members with their titles and
roles identified. This should include the team for both design, construction, and possible
management of the Facilities identified in the response.
Highlight the experience of identified personnel with projects of similar scope and scale,
particularly of recreational and athletic facilities, or mixed-use developments.
Demonstrate the business model is locally owned and operated, with a long history of family
friendly business success providing onsite experiential opportunities to customers.
4. Project Understanding and Proposed Strategy for Success (15 points balancing relative merits of
the criteria below)
A statement of your understanding of the various aspects of the proposed development
project.
Capacity to perform the work within the desired timeframe.
Proposed methods to accomplish the work; ability to identify and solve issues related to ease
of use, identify problems, and manage density, neighborhood and traffic issues;
appreciation of design potential to minimize cost and construction impacts.
Demonstrate capability to explore and develop innovative or advanced techniques and
design.
Ability to utilize businesses based in Renton or neighboring cities throughout the design,
construction, operations, and maintenance phases, thereby strengthening the local
economy.
5. Approach to Project Management and Delivery (10 points balancing relative merits of the criteria
below)

A discussion of your approach to this project.
A complete description of method to complete the scope of work.
A summary work coordination plan and schedule(s) describing how the goals, tasks, and
other elements of the project can be expected to be completed during the project duration.
6. Financial Resources (Pass/Fail) (10 points)
Evidence of the Applicant’s financial strength and stability to complete this project.
Evidence of established relationships with financial institutions under which financing would
be available for the execution and completion of the work called for.
Identification of other applicable resources.
Proposal Submittal Instructions
Please note: The following general requirements are mandatory for all Proposals. Proposals
submitted after the deadline date and time or lacking one or more of the following requirements may
not be accepted, at the sole discretion of the City.
1. Proposals must be submitted by e-mail and be received no later than 3:00 pm PST on
April 1, 2026.
2. E-mailed Proposals should include “Proposer of Site Improvements RFP” in the subject line
and be addressed to phintz@rentonwa.gov.
3. All Proposals must be in the form of a PDF and cannot exceed [20MB].
4. Ensure the Proposal is within the 50-page limit, uses a legible font no smaller than 10 pt., and
standard margins.
5. All Proposals must include the legal name of the organization, firm, individual or partnership
submitting the Proposal. Include the address of the principal place of business, mailing
address, phone numbers, emails, fax number and primary contact person.
6. To be evaluated, Proposals must address all requirements and instructions contained
within.
Questions: Questions regarding the scope of the proposed project, RFP, or the Proposal evaluation
process must be submitted in writing and addressed to Paul Hintz, Redevelopment Manager, at
phintz@rentonwa.gov. Questions must be submitted by 3:00 PM PST on March 18, 2026 which is two
weeks prior to the submission deadline.

Selection Criteria
The City may choose to make a selection based on the evaluation of the Proposals. The City may also
conduct a selective interview process with additional scoring to determine the highest rated
Proposer, but the City reserves the right to make a selection based only on the evaluation of the
Proposals or to reject all Proposals. As noted above, the City reserves the right to select one or more
Proposers for development of the entire Site or one or more parcels, as applicable. The City may
make a selection of one or more Proposers for the Site or individual parcels based on its review of
the Proposals, interviews (if any), and its assessment of the Proposer who is most qualified to
develop the Facilities on terms most advantageous to the City.
Contract
Prior to the commencement of any work, the City and the Proposer must reach written agreement
on components, design, construction, and management of the Facilities. Formal agreements may
include a sales and purchase agreement or a development agreement. The City will require standard
contract provisions such as those related to:
Standards of measurable performance
Detailed Schedule of development
Purchase and Sales Terms
Reversionary Rights
Compliance with any applicable public works requirements
Insurance
Hold Harmless, Indemnification, and Defense
Breach of Contract and Remedies
Termination
Ownership of work product
Resolution of disputes
Governing law and venue for actions
Nondiscrimination
Additional RFP Terms and Conditions
A. The City reserves the right to reject any and all applications or to waive any irregularities
in such applications.
B. Applicants responding to this RFP must follow the procedures and requirements stated
in this document. Adherence to the procedures and requirements of this RFP will ensure
a fair and objective analysis of Proposals. Failure to comply with or complete any part of
this RFP may result in rejection of a Proposal.

C. The City reserves the right to request clarification of information submitted, and to
request additional information in connection with any submission.
D. The City reserves the right to terminate this RFP process at any point in the RFP process.
E. The City reserves the right to negotiate a contract with qualified Applicant Finalists
regardless of ranking after Step 1 pf the process.
F. The contract(s) resulting from acceptance of a Proposal by the City shall be in a form
supplied or approved by the City. The City reserves the right to reject any proposed
agreement or contract provisions proposed by an Applicant Finalist.
G. The City shall not be responsible for any costs incurred by any Proposer in preparing,
submitting or presenting a response to this RFP.
H. Any material submitted by a Proposer shall become the property of the City. Materials
submitted after an agreement will be subject to the ownership provisions of that
executed agreement.
I. The City reserves the right not to award any portion or all of the project if it finds that none
of the Proposals submitted meets the specific needs of the project. The City reserves the
right to modify the scope of work and award portions of this RFP to the selected Proposer.
Public Disclosure
Once submitted to the City, Proposals shall become the property of the City, and all Proposals shall
be deemed public records as defined in Washington’s public records statute, Chapter 42.56 RCW.
Any qualification containing language that copyrights the submission, declares the entire
submission to be confidential, declares that the document is the exclusive property of the Applicant,
or is any way contrary to public disclosure laws may be removed from consideration at the sole
discretion of the City. The City does not accept responsibility for determining what an Applicant may
consider to be confidential and proprietary and exempt from public disclosure. Therefore, any
application materials the Applicant claims is confidential and proprietary and exempt from
disclosure must be clearly designated as such and the Applicant will be given notice and an
opportunity to seek a court order preventing disclosure in the event of a request for those materials.
OWMBE Participation
The City encourages OWMBE firms to submit Proposals and encourages all firms to team with
OWMBE firms in their pursuit of this project.
Federal Debarment
Neither the Applicant nor any member of the Applicant’s team shall be currently debarred or
suspended by the Federal government. The Applicant shall not be listed as having an “active
exclusion” on the U.S. government’s “System for Award Management” database (www.sam.gov)
