Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. The driver of Unit#1, identified as Halima Hassan, stated she was attempting to exit a parking lot, at Seven Eleven, on the southwest side of the roadway. Halima stated that she was intending to make a left turn to proceed westbound following the turn. Halima said that a vehicle stopped in the eastbound lane and created an opening in traffic to allow enough space for Unit#1 to turn. Halima believed all westbound traffic on SE 168th St was clear and therefore proceeded out into the roadway. As Unit#1 reached the westbound lane, Unit#1 was met by another vehicle - Unit#2. Halima claimed she did not see Unit#2. Halima was unable to avoid the collision after having pulled out into the roadway and mentioned that she struck the rear passenger door of Unit#2, causing significant damage. Unit#1 sustained moderate damage to her front bumper. The driver of Unit#2, identified as Laurie Luu, said she was traveling westbound on 168th Ave SE and passing Seven Eleven. Laurie told me she was intending to continue west to the intersection of Benson Dr S. Upon reaching the location of where Unit#1 was turning out from, Laurie observed Unit #1 pull out into the roadway and strike her rear passenger door. She was unable to avoid the collision. Unit#2 sustained a flat tire which required Laurie to tow the vehicle. Based on the above statements, I believe that the driver of Unit#1 (Halima) is the proximate cause for the cause of collision as she is required to comply with RCW 46.61.205(1) which states that every driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the right-of-way to all vehicles lawfully approaching on said highway. Unit#2 was already underway in the roadway and had right of way. I issued the driver of Halima a citation via mail for Fail to Stop at Intersection causing a collision. Both Unit#1 was drivable, and Unit#2 was towed away by Gene Meyers Towing. An exchange of information was provided to all involved parties.
