This memorandum summarizes the basis for Sound Transit’s request to WSDOT for one full-weekend single (right) lane closure to facilitate a more efficient means of construc!on, reducing the amount of !me that vehicular traffic will travel through the work zone. 2.0 Project Descrip on STRIDE Bus Rapid Transit (BRT) BT105 SR 167 is a part of the larger BRT program that Sound Transit is implemen!ng as a part of its Sound Transit 3 System Plan. This BRT program, STRIDE BRT, includes opera!ons along a 37-mile corridor from Burien to Lynnwood. The STRIDE BRT project aims to improve transit speed and reliability through the construc!on of dedicated transit lanes and direct access sta!ons; consolida!ng the number of stops along the BRT route; and adjus!ng signal !ming infrastructure along the route to accommodate transit signal priority technology. It also aims to enhance the user experience at sta!ons by making sta!ons larger and more dis!nguished than tradi!onal bus stops and by providing typical sta!on ameni!es such as shelters, off-board fare collec!on systems, real-!me transit informa!on, improved access to transit, increased safety and security, and other transit system ameni!es. The BT105 project includes improvements along the right shoulder of northbound SR 167 in the I-405 westbound ramps gore, along S Grady Way and Rainier Avenue S, and a new Renton Transit Center. Along northbound SR 167, BT105 will widen the northbound shoulder in the I-405 westbound ramps gore to accommodate a bus-only dwelling lane. This will allow busses to dwell travel northbound in a dedicated bus-only dwelling lane on their approach to the new Renton Transit Center. To widen the northbound shoulder, the following improvements are required: Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 2 of 9 • Removal of the exis!ng asphalt shoulder in vicinity of the proposed bus-only dwelling lane • Widening of the exis!ng shoulder to provide 14-E bus-only dwelling lane (8” HMA and 6” CSBC) • Illumina!on along the bus-only dwelling lane and along the adjacent ramps • Stormwater conveyance and treatment • Signing and pavement delinea!on Below is a plan view of the required improvements. Figure 1 – Site Plan of Designed Improvements The current an!cipated construc!on schedule would start work in late Q1 of 2027 and complete the work in early Q4 of 2027. The loca!on of this project falls within the sphere of influence of the World Cup. However, the work will begin aEer the planned World Cup in July 2026. As a result, the construc!on moratorium in the Summer of 2026 does not apply to this project. 3.0 Evalua on Process During 60% design development, the ST BRT GEC – BT105 project team determined that the widening and full-depth reconstruc!on elements of construc!on would be best performed in one phase while closing the right lane and maintaining one lane of northbound SR 167 traffic. Furthermore, it was Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 3 of 9 determined that the en!rety of construc!on could occur during one full-weekend closure, minimizing disrup!on to traffic. Figure 2 – Looking north on the northbound lanes of SR 167 Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 4 of 9 Figure 3 – Looking southwest from the westbound exit ramp from I-405 Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 5 of 9 The main considera!ons when developing construc!on phasing and maintenance of traffic (MOT) op!ons for this site included: • Maximizing work zone safety • Minimizing construc!on dura!on • Minimizing !me of driver exposure to an ac!ve work zone As a result, a two-phase approach to construc!ng the proposed improvements was determined to be the preferred approach: • Phase 1 - Reconstruct the SR 167 northbound shoulder. This phase includes full-depth reconstruc!on of the exis!ng northbound shoulder, requiring closure of the right lane throughout construc!on. Considera!on was given to closing the right lane on weekdays during the off-peak hours only or keeping both lanes open but shiEing them to the inside against the median barrier. The preferred op!on is to close the right lane for one full weekend, from Friday night at 7:00p to Monday morning at 5:00a, to complete this work in full. • Phase 2 – Complete the widening of the SR 167 northbound shoulder. Addi!onal pavement will be added onto the outside of the reconstructed shoulder to provide a paved shoulder for the bus only lane and to provide drainage. This work can be completed with a closure of the newly reconstructed shoulder, while keeping both northbound lanes open at all !mes. Plan views of each work phase are included in the appendix to this memorandum and are presented below. 3.1 Phase 1 – Reconstruct the SR 167 Northbound Shoulder This phase would be used to complete full-depth reconstruc!on of the exis!ng northbound shoulder. Full-depth reconstruc!on begins with removal of the exis!ng asphalt and is completed with the applica!on of pavement markings. Since the edge of the work zone is on the exis!ng lane line, the right lane must be closed for all elements of the work described below. The most efficient method for comple!ng these improvements is to close the right lane for one full weekend and complete the improvements during this one closure. The right lane would be closed on a Friday night at 7:00p, aEer the aEernoon rush hour, and would be reopened that following Monday at 5:00a, before the morning rush hour. The details of the work to be completed during this phase include: • Sawcut along the white edge line • Removal of the exis!ng asphalt in the northbound shoulder • Removal of the exis!ng base course and subgrade (up to 26” deep) • Prepara!on of the exposed ground • Installa!on and compac!on of the new subgrade and base course • Installa!on and compac!on of the new wearing surface • Applica!on of pavement markings The limits of this work are depicted in Figure 4 below. The GEC Team studied two other op!ons for how to construct the improvements described above for Phase 1: • Short-term off-peak right lane closures • ShiE both northbound lanes to the inside, adjacent to the median barrier Under short-term off-peak lane closures, excava!ons as deep as required here (26”) would require several shiEs. AEer each shiE, in order to reopen the right lane to traffic, temporary fill material would need to be brought in to fill the excava!on and grade out an acceptable side slope. Before each shiE, this same material would need to be removed and stockpiled. In addi!on, temporary traffic control devices would need to be set up before each shiE and taken down aEer each shiE without infringing on the peak hours, limi!ng the amount of work that can be performed during each shiE. The inefficiency of opening and closing the work zone would extend the dura!on of construc!on more than necessary and would result in a reduced quality final product. Looking at the exis!ng width of roadway and inside shoulder, there is sufficient room to shiE both lanes using temporary pavement markings and not need a lane closure. However, this op!on is not recommended because the project does not include a mill and overlay of the exis!ng pavement, so the Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 7 of 9 process of removing the temporary pavement markings would leave ghost lines that, aEer construc!on, would be easy for traffic to follow in rainy condi!ons and during !mes of less light (overnight, cloudy days, etc.), causing safety concerns. Access to the work zone would also be more difficult since traffic would be less than 7’ away from the work zone. 3.2 Phase 2 – Complete the Widening of the SR 167 Northbound Shoulder This phase would be used to complete the widening of the SR 167 northbound shoulder. Addi!onal pavement will be added onto the outside of the reconstructed shoulder to provide a paved shoulder for the bus only lane and to provide drainage in the ramp gore north of the bus only lane. This work will fall outside of the 10’ clear zone, so both lanes can remain open throughout most, if not all, of this phase. Any short-term lane closures could be done during off-peak hours. The details of the work to be completed during this phase include: • Adjacent to the reconstructed shoulder, prepara!on of the exposed ground • Installa!on and compac!on of the new subgrade and base course • Installa!on and compac!on of the new wearing surface • Applica!on of pavement markings Figure 5 – Phase 2 Memorandum BRT BT105 Phasing for Construc!on of SR 167 Improvements Page 8 of 9 4.0 Recommenda on The preferred op!on for construc!ng the improvements in Phase 1 is to perform the work under a single- lane closure over the course of one full weekend. The right lane would be closed on a Friday night at 7:00p, aEer the aEernoon rush hour, and would be reopened that following Monday at 5:00a, before the morning rush hour. This would provide the contractor with a more efficient means of construc!on, reducing the amount of !me that vehicular traffic will travel through the work zone.
