EG84700 CASE# 26-1480 OATS OF COLLI r�510NN + 02/22/26 13:30 L1 NARRATIVE Case 26-1480 1 was working as a fully uniformed City of Renton Police Officer in a fully marked City of Renton, Police Car as unit#1 R21. All events took place in the City of Renton, County of King, and the State of Washington unless otherwise noted. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. At the time of this call my body worn camera was activated. On 2/22/2026, at 1330 hours, I was dispatched to 485 Rainer Ave South, in the parking lot of Subway, for a report of a motor vehicle collision that had occurred. The call notes read; on RAS ifo loc. 2 mvc. Ni/Nb-both parties' vehicles pulled into location. I arrived at the location and contacted both drivers of the vehicles. I observed a gray 2021 Toyota Corolla, NJ plate K95WDU, with damage to the right rear passenger door. I also observed a black, 2015 Toyota Corolla, WA plate BMH2618, with damage to the right front driver's fender. I spoke to the Unit 1 driver of the black Corolla, who was identified through WA DL as Angela Willisford (DOB 06/30/1982). Angela seemed shaken and agitated when I spoke with her. I saw that there were three children in her back seat, two boys and a younger girl. I called Renton Fire for a medical evaluation due to the ages of the children. All the children were medically cleared. Angela stated she was turning southbound onto Rainer Ave South from the Chipotle Parking lot, when the other driver came out of nowhere and collided with her. Angela claimed that she was not the driver at fault. After I retrieved all of Angela's information, I spoke to the other Unit 2 driver of the gray Corolla. The driver was identified through his WA DL as Yoswer A Gelvez Vera (DOB 06/01/2005). Yoswer, is a Spanish speaker and only spoke a little bit of English. I utilized the language line to translate. Yoswer stated he was driving southbound on Rainer Ave South in the 2 lane when the other driver merged into his lane from lane 1 and struck his vehicle. I was able to verify Yoswer's version of events with a 3rd uninvolved party. Gregory A Wilkes (DOB 12/26/1985), stated he was standing on the corner of Rainer Ave South and South 4th place when he witnessed the collision. Gregory stated he saw Angela's vehicle improperly merge into Yoswer;'s lane and collide with his vehicle. Gregory's version of events is consistent with the damage to both vehicles. While speaking with Yoswer, he advised me that he did not have insurance. I advised him that I would be sending him a ticket in the mail and stated it was illegal to drive without insurance in the state of Washington. Yoswer stated he understood and gave me a valid address to mail the ticket to. I determined the Unit 1 driver to be Angela as she has to yield to oncoming traffic when merging into a different lane. Even though Yoswer is the Unit 2 driver, I am citing him for driving without valid operator's insurance . Both cars where drivable, I provided both Angela and Yoswer with exchange of information sheets. Nothing further currently.
