NARRATIVE
I was working as a fully uniformed City of Renton Police Officer in a fully marked City of Renton
Police Car as unit# 3R23.
This report is a summary of events that occurred and is not an exact sequencing of events.
Statements have been paraphrased and summarized.
On 03/09/2026 at approximately 2319 hours, I was dispatched to a injury car accident at 2712 Duvall
Ave NE in the City of Renton, King County WA.
Dispatch advised:
*ADDR FROM WPH2/UNC 4, IPHONE ACN, FEM IN BACKGROUND SAYING DAD EXTREMELY
HURT ...SEE RELATED EMS&Fire CALL RF26-3367
Upon arrival, I noticed a white Jeep Liberty (WA/CNJ0528) facing westbound in the northbound lane
of Duvall Ave Ne.
I also saw a gray Acura RDX (WA/CBX8919) laying on its passenger side, the vehicle had flipped
over.
I spoke with the occupants of the Acura, the driver, Kim D. Nguyen (DOB 11/07/1982), had some
slight bleeding from her arms, but otherwise did not complain of pain, she was treated by Renton Fire
and released from care at the scene.
The passenger, Dinh S. Tran (DOB 01/23/1981) complained of neck pain, back pain, mouth pain and
it was reported that he may have lost conciseness via dispatch, however this was not able to be
confirmed.
The rear left passenger, Phuong A. Tran (DOB 10/09/2014) had slight bleeding from her arms, but
otherwise did not complain of pain, she was treated by Renton Fire and released from care at the
scene.
The driver of Unit#1 (UNKNOWN) did not remain on scene, he was described as a light skinned
male with black hair, roughly 6FT and a heavy build, he was seen wearing a gray jacket and blue
jeans, a reporting party also said he may have been intoxicated, but were unable to explain why.
The driver of Unit#2 said she could not recall the collision to its entirety, the passengers were also
not able to recollect the entire collision.
After walking through the scene of the crime, the following is what I believe caused the collision:
Unit#1 was driving southbound on Duvall Ave NE, the vehicle hit the median separating the lanes
and it drove into the northbound lanes of Duvall Ave NE.
Unit#2 was traveling northbound on Duvall Ave NE, they were driving straight and unit#1 crossed
the median which caused the collision.
Unit#1 had the most damage on the passenger side, which would explain that the vehicle crossed
the median, causing it to be hit by unit#2.
Based on the above statements, I determined that the Driver of Unit#1 is the proximate cause for the
collision due to inattention causing a collision.
The passenger of unit#2, Dinh, had to be transported to the hospital by Renton Fire.
Both units had to be towed due to extensive damage.
