NARRATIVE
26-2056
On 03/15/2026 at approximately 1213 hours, 1, Officer Lantagne, responded to a blocking, injury
collision which occurred at the intersection of NE 4th ST and Duvall AVE NE, which is located in the
City of Renton, County of King, and the State of Washington. I was on patrol in my fully marked police
vehicle, wearing my patrol uniform and body worn camera.
I arrived on scene and observed Unit#1, a 2024 Hyundai loniq 5 with license plates CNW3911
issued out of Washington State, and Unit#2, a 2020 Tesla Model 3 with license plates CSH0749
issued out of Washington State, blocking the westbound curb lane of NE 4th ST at the northwest
corner of the intersection. I was advised the driver of Unit#1 was experiencing leg pain and a six-year
-old passenger of Unit#2 had hit his head and had a bloodied nose. The driver of Unit#2 advised she
was 21 weeks pregnant with twins and was going to be transported to Swedish Hospital in Issaquah
as a pre-cautionary.
contacted the driver of Unit#1, Shihong Yang (DOB 04/18/1994), who told me the following: Yang
was driving his vehicle eastbound on NE 4th ST and attempted to make a left turn onto northbound
Duvall AVE NE. While making the turn, Yang misjudged the speed of Unit#2, and the front of his
vehicle struck the driver's side of Unit#2. Yang could not recall if he had a yellow left turn arrow or a
green signal.
contacted the driver of Unit #2, Esmeralda M. Soto (DOB 02/02/1999), who told me the following:
Soto was traveling westbound on NE 4th ST. As her vehicle traveled through the intersection of
Duvall AVE NE, her vehicle was struck by Unit#1. 1 observed a small child with Soto and checked her
vehicle for a child booster seat with negative results. Soto's six-year-old child appeared to be much
shorter than the 57-inch requirement needed to be seated in the rear seat without any booster seat or
buckle devices.
asked Soto about the booster seat, and she said it was in the trunk of the vehicle. I asked if Soto's
son was in the booster seat when she was driving the vehicle and she said no. Soto then stated she
remembered she had left the booster seat at home to be cleaned. I also observed Soto's driver's
license was suspended in the third degree for unpaid citations.
I observed the damage to the vehicles and other physical evidence was consistent with the
statements made by both parties. Unit#1 had significant damage to the front right bumper. Unit#2
had significant crumpling of the rear driver's side door and quarter panel. I watched the traffic signals
and observed the left turn arrow on eastbound NE 4th ST at Duvall AVE NE went from red to a yellow
flashing arrow confirming Yang needed to yield to oncoming westbound traffic while making his turn.
The collision diagram is an accurate illustration of the events leading up to the collision.
I provided an exchange of information to Yang and Soto. I issued an infraction to Yang for failing to
yield the right of while making a left turn against traffic. I issued an infraction to Soto for operating a
motor vehicle without a valid operator's license with a valid ID, and for operating a motor vehicle with
a child not placed in a proper child seat without proper restraints.
